Adds a dod-omnimarket-pr-1571 dod_evidence item + PASS command receipt to the OMN-13674 contract, binding the merge_sweep_pipeline cluster (cov wave B) declared-route ORCHESTRATOR coverage carried by omnimarket PR #1571 (node_merge_sweep_triage_orchestrator). This lets the downstream omnimarket PR cite Evidence-Source: OCC#<this-pr> and clear the verify / verify receipt gate + occ-preflight / eligibility.

All OMN-13674 receipts (dod-omnimarket-pr-1560, dod-deploy-assessment, dod-occ-self, dod-omnimarket-pr-1567, dod-omnimarket-pr-1565, dod-omnimarket-pr-1566, dod-omnimarket-pr-1571) are re-bound to the new contract_sha256 after the contract gained the 1571 item.
