The combination of g-w PR #3557 and GDASApp PR #1602 turned off g-w based ctests from GDASApp when built inside g-w.

g-w PR #3557 hardwires WORKFLOW_TESTS="OFF" in sorc/build_gdas.sh. GDASApp PR#1602 toggles addition of the gw-ci test directory under the condition

This explains why only 32 GDASApp ctests are run in this PR even though all g-w based CI tests are toggled on.

GDASApp issue #1620 provides an update on the status of g-w based GDASApp CI tests. All tests work except test_gdasapp_C96C48_ufs_hybatmDA. EIB turned off the C96C48_ufs_hybatmDA case on all machines as part of g-w PR #3528

No g-w based GDASApp CI tests will run as part of automated GDASApp PR testing until the changes in g-w PR #3587 are merged into g-w develop.

We need to first get the changes in this PR into GDASApp develop. This allows us to update the sorc/gdas.cd hash in g-w PR #3587. g-w PR #3587 can then be taken out of draft mode.
