docs(gaps): refresh protected delivery evidence

Summary

• refresh the buyer-visible exact-head overlay without promoting queued/predecessor state to shipped truth;
• preserve the shared StatusNotice protected-main evidence while keeping its still-stale ADR 0134 baseline row explicit;
• remain documentation-only; no runtime/product authority changes.

Current stack state

This PR is stacked on #780. Protected main advanced through #923 to 0f1d44726cc8fd9fd05a4f9b91ec40ff6be8802d; #780 adopted that sole .github/workflows/tests.yml delta non-destructively at 68c4285a10b6717e25abddc8a69a62a0fd30aa95. This child then adopted the moved parent immediately through non-force merge commit bbf24cce8b82f23a8954decb2b8b78de2e81cd6b. The child tree preserves its baseline delta and the parent's current workflow blob; no force push, destructive rebase, ours/theirs whole-file overwrite, or predecessor evidence transfer was used.

Remaining semantic defect

The ADR 0134 row in docs/product-technical-gap-baseline.md still says there is no shared token-backed exception/status component. That is stale: protected main already contains the shared StatusNotice delivery from #643 / 617937c7c9800438eb907fc3c44599c05a6e081e. The row must be corrected before this PR can claim semantic convergence.

The current connector can retrieve the large baseline blob and can replace the whole UTF-8 file, but it does not expose an atomic substring/line update. Reposting a reconstructed multi-thousand-line canonical file would create an unnecessary lost-update risk. The protected-main/parent movement was safe to converge because it touched only .github/workflows/tests.yml; the ADR-row edit is not performed through an unsafe stale whole-file replacement.

Verification boundary

The current head has no pull-request workflow runs in the immediate exact-head inventory. Because the PR remains docs-only and current protected Tests now ignores docs/** / *.md, repository Tests absence is expected for that workflow; central required-workflow and review evidence is still required by live governance and must not be inherited from predecessor heads. Keep Draft until the ADR 0134 row is conflict-safely corrected and unchanged-head governance evidence is terminal-clean.
