Return only `{ publicKeys, partialAddress }` instead of the full
`CompleteAddress` from the oracle interface, since callers never use
the `address` field from the result.

…backport #21208) (#21236) Backport of #21208 to v4. The automatic cherry-pick failed due to conflicts caused by the `utility` prefix rename on v4. Resolved by applying the return type narrowing (`{ publicKeys, partialAddress }` instead of `CompleteAddress`) while keeping the `utility` method prefix used in v4. Original PR by @benesjan. The fact that
tryGetPublicKeysAndPartialAddresswas returning CompleteAddress instead of what it says was bothering me for a while.Tackling now as I am going through this project.
