This PR fixes some deployment/testing related problems: 1. Defaults minimum transactions per block to 1 in deployments. 2. Updates the `n_tps.test.ts` to use the result of simulation as the gas limit. 3. Allows for configuring the sequencer multiplier. 4. Corrects the deployed value of gossipsub degree from 6 to 8.
