Return only `{ publicKeys, partialAddress }` instead of the full
`CompleteAddress` from the oracle interface, since callers never use
the `address` field from the result.

Backport of #21208 to v4.
The automatic cherry-pick failed due to conflicts caused by the
utilityprefix rename on v4. Resolved by applying the return type narrowing ({ publicKeys, partialAddress }instead ofCompleteAddress) while keeping theutilitymethod prefix used in v4.Original PR by @benesjan.
