Partially addresses #12743 (partially as the rest will be addressed in PRs up the stacks)

In this PR I rename occurrences of unconstrained to utility in our TS codebase.

There are still missing some renamings on ContractClassRegister and renamings of the related constants. That will be done in a separate PR.
