🛠 Summary of changes
Remove Flow State Machine UploadStep, specs, and associated code now that it has been replaced by HybridHandoffController. Remove feature flag doc_auth_hybrid_handoff_controller_enabled.
Do not merge until feature flag has been turned on in production and confirmed working.
