1. Issue 973: Candidate review start date is errantly reset when a test plan advances to candidate
2. Issue 799: Cannot view reports for draft test plans: See comment about incorrect status calculation.

Resolve conflicts in toggle button results

For NVDA, we have conflicts in results for the tests:

• Test 5: Request information about a not pressed toggle button
• Test 6: Request information about a pressed toggle button

Radio test plan

Set schedule and make assignments for missing draft review runs.

Proposal to structure test queue primarily by test plan instead of AT/Browser combination
