What does this PR do?

Follow up #8306 and #8287, standardize supported vLLM FP8, MXFP8, and MXFP4 Linear/MoE rollout kernels on DeepGEMM. This aligns vLLM with the SGLang backend policy in #8306 and prepares for using the same kernels in training and inference, reducing differences in activation quantization, scale layouts, and fused-MoE epilogues.

The implementation:

  • resolves the effective native or rollout-override quantization configuration before engine startup and requests linear_backend=deep_gemm and moe_backend=deep_gemm for non-NVFP4 low-precision rollouts;
  • routes compressed-tensors MXFP4 experts through vLLM's DeepGEMM FP4 backend with dynamic FP8 group-128 activations;
  • preserves bucketed in-place refit by replaying DeepGEMM post-processing into CUDA-graph-captured storage;
  • keeps NVFP4 on its validated FlashInfer CUTLASS W4A4 path because vLLM has no DeepGEMM NVFP4 backend;
  • allows VERL_ROLLOUT_USE_DEEP_GEMM=0 to restore vLLM's automatic backend selection for CI or unsupported environments;
  • disables DeepGEMM E8M0 scale packing for Hopper FP8 block configurations with FP32 checkpoint scales, preserving the trainer-exported scale values;
  • documents the backend matrix, exceptions, and Blackwell mismatch measurements.

vLLM 0.29 does not provide a DeepGEMM MXFP8 Linear kernel. verl still requests DeepGEMM consistently, but that one path falls back to vLLM's automatic selection (FlashInfer CuteDSL on Blackwell); MXFP8 MoE uses DeepGEMM.

This is not a duplicate of #7519, which focuses on MXFP8 training, consistency checks, and audits. It also differs from #8293, which only keeps DeepSeek-V4 native MXFP4 auto backend selection refittable. This PR applies the backend policy to the unified low-precision vLLM rollout/refit path introduced by #8287.

Blackwell validation on Qwen3.5-35B-A3B with Megatron EP=8 and vLLM rollout TP=2:

API and Usage Example

No rollout configuration change is required. Existing low-precision presets request DeepGEMM automatically:

actor_rollout_ref:
  rollout:
    name: vllm
    quantization:
      linear: FP8_BLOCK
      moe: FP8_BLOCK

Set VERL_ROLLOUT_USE_DEEP_GEMM=0 to use vLLM's automatic backend selection, for example on a CI runner without DeepGEMM support.

Design & Code Changes

  • verl/utils/vllm/vllm_quant_utils.py
    • detects NVFP4 and FP32 block-scale configurations;
    • applies the DeepGEMM Linear/MoE backend policy before engine construction;
    • preserves FP32 block scales on Hopper.
  • verl/utils/vllm/vllm_fp4_utils.py
    • routes compressed-tensors MXFP4 experts to DeepGEMM with dynamic FP8 activations;
    • keeps staged checkpoint layouts and in-place post-processing compatible with the selected backend.
  • verl/workers/rollout/vllm_rollout/vllm_async_server.py
    • resolves the effective quantization configuration and applies the backend policy before building vLLM arguments.
  • .github/workflows/e2e_ppo_trainer_megatron_vllm.yml
    • opts the L20 FP8 smoke test out of DeepGEMM selection.
  • docs/low_precision/qat.md
    • records the unified backend policy, known exceptions, support matrix, and updated mismatch measurements.

Checklist Before Submitting

  • Read the Contribute Guide.
  • Apply pre-commit checks: uv run --frozen --extra test pre-commit run --all-files --show-diff-on-failure --color=always.
  • Add / Update the documentation.
  • Add unit or end-to-end test coverage. No new focused test is added; existing refit tests pass, the vLLM FP8 E2E workflow is updated, and Blackwell measurements are reported above.
  • Once the PR is ready for CI, send a message in the ci-request channel.

This PR is not related to the recipe submodule.

    • Expanded low-precision and QAT guidance with backend defaults, fallbacks, hardware compatibility, formats, and updated measurements.

The changes add quantization backend defaulting for vLLM and SGLang, update vLLM MXFP4 and NVFP4 processing, select Triton backends in FP8 workflows, and revise low-precision documentation and measurements.

Changes: Quantization backend configuration

Layer / File(s) Summary
Backend defaulting and server wiring
verl/utils/vllm/vllm_quant_utils.py, verl/utils/sglang/sglang_quant_utils.py, verl/workers/rollout/...
vLLM and SGLang now apply backend defaults from effective quantization settings. Explicit settings remain unchanged. vLLM handles NVFP4 and Hopper FP32 block-scale cases separately.
FP4 activation and processing updates
verl/utils/vllm/vllm_fp4_utils.py
MXFP4 selects dynamic group-128 FP8 activations without forcing FlashInfer CUTLASS. MXFP4 refit staging and NVFP4 patch processing were relocated while retaining validation and parameter restoration.
Rollout overrides and low-precision guidance
.github/workflows/e2e_ppo_trainer_megatron_*.yml, docs/low_precision/qat.md
The Qwen3 FP8 workflows select Triton backends. The documentation records backend defaults, fallbacks, scale handling, formats, and revised measurements.

Priority: ➖ Normal

Merge Risk: 🟡 Moderate · up to ba623

The documented option to restore automatic backend selection does not work. Hopper FP8 and MXFP4 rollouts can hit unsupported kernels or requantize FP32 scales. Resolve these before merging.

Security architecture risk: 🔵 Low · up to ba623

The inspected changes do not demonstrate expanded remote access or privilege. The principal risk is configuration compatibility: an existing environment-based fallback stops taking effect, although explicit backend overrides remain available. Failure recovery and dependency-specific fallback behavior remain partially verified.

Retained concerns

  • Low · reliability · observed: SGLang no longer reads VERL_ROLLOUT_USE_DEEP_GEMM when selecting quantized rollout backends. A deployment retaining VERL_ROLLOUT_USE_DEEP_GEMM=0 without explicit backend settings now receives DeepGEMM defaults instead of automatic selection, invalidating its previous unsupported-environment fallback. Explicit engine overrides remain available, and the changed CI workflow migrates to them.
Security review details

Security Blast Radius

  • inferred — Backend and scale choices affect inference and refit computations in the configured rollout workers. Normal vLLM orchestration creates separate server actors per replica node, which bounds the process-global scale setting in that topology; broader deployment or tenant isolation was not established.

Trust Boundaries and Controls

  • inferred — The changed backend choices originate from rollout/model configuration and explicit engine settings, rather than a newly added generation-request input. Preserving operator-selected backends relaxes numerical policy enforcement, but does not itself establish additional filesystem, network, or credential authority.

Resilience and Maintainability Implications

  • inferred — Partial-refit recovery remains an evidence gap: inspected staging and receive/processing paths lack transactional restoration after exceptions, and processing temporarily patches a process-global dependency function. These mechanisms predate the PR; neither a newly introduced cleanup defect nor safe overlapping execution was established.

Honor the DeepGEMM opt-out for MXFP4 experts.

When VERL_ROLLOUT_USE_DEEP_GEMM=0, enforce_vllm_deep_gemm sets moe_backend to "auto". This initializer changes "auto" back to "deep_gemm", so the opt-out does not reach select_mxfp4_moe_backend. Preserve the value supplied by moe.

Size MXFP4 staging buffers from moe.w13_num_shards.

vLLM supports w13_num_shards=1 when is_act_and_mul is false. The current layout still allocates w13 weights, scales, and bias for two shards, so refit staging can use shapes that do not match the checkpoint tensors. Derive the w13 dimensions from module.quant_method.moe.w13_num_shards.

Use this value for the w13 weight, scale, and bias dimensions instead of

Preserve the delta-sharded MoE backend contract.

For a quantized MoE rollout with checkpoint_engine.backend="delta_sharded", _preprocess_engine_kwargs sets moe_backend="triton" (see verl/workers/rollout/vllm_rollout/vllm_async_server.py, Lines 1360–1366). This new check then raises ValueError before the server starts. Reconcile the backend policies for this configuration. Do not overwrite the delta-sharded backend with DeepGEMM.

Could we make this a backend-selection API instead of introducing VERL_ROLLOUT_USE_DEEP_GEMM? The current boolean has limited extensibility: it hard-codes one implementation into the API, couples Linear and MoE selection, and does not leave a consistent configuration pattern for training kernels. Supporting another implementation later would otherwise require more backend-specific flags and rules for resolving conflicts between them.

One possible convention is a shared VERL_KERNEL_ namespace:

VERL_KERNEL_GEMM_BACKEND=DEEP_GEMM
VERL_KERNEL_MOE_GEMM_BACKEND=DEEP_GEMM

With optional per-stage overrides:

VERL_KERNEL_ROLLOUT_GEMM_BACKEND=DEEP_GEMM
VERL_KERNEL_ROLLOUT_MOE_GEMM_BACKEND=DEEP_GEMM
VERL_KERNEL_TRAIN_GEMM_BACKEND=...
VERL_KERNEL_TRAIN_MOE_GEMM_BACKEND=...

Stage-specific settings would take precedence over shared settings. We should also define the semantics of AUTO and the precedence relative to explicit engine kwargs.

This PR only needs to implement the rollout settings, but establishing a consistent naming and precedence convention now would let us extend the API to training later. The exact names are open to discussion; the main suggestion is to select backends by value, independently for Linear and MoE, rather than expose a boolean tied to DeepGEMM.

Good point — I agree that a DeepGEMM-specific boolean is not a good public configuration API. I’ll remove VERL_ROLLOUT_USE_DEEP_GEMM and use the existing per-engine backend settings with this precedence instead:

  1. An explicitly configured Linear/MoE backend is preserved independently.
  2. If the corresponding backend is omitted, verl defaults it to deep_gemm.

This keeps Linear and MoE independently configurable without introducing another backend-specific environment variable, while retaining DeepGEMM as the default for the validated low-precision paths. The L20 vLLM/SGLang CI jobs will explicitly select their Triton Linear and MoE backends through engine_kwargs. I’ll also remove the MXFP4 auto → deep_gemm rewrite so an explicit backend choice reaches vLLM’s selector unchanged. Thanks for raising this.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Restore the documented DeepGEMM opt-out.

If an operator sets VERL_ROLLOUT_USE_DEEP_GEMM=0 without explicit engine backends, this helper still assigns "deep_gemm" to both SGLang options. The vLLM helper makes the same assignment. The documented setting therefore cannot restore automatic backend selection on either rollout path. Apply the opt-out before setting defaults, while preserving explicit engine kwargs.

Keep a supported MXFP4 expert path on Hopper.

If a compressed-tensors MXFP4 expert rollout runs on Hopper, the new kFp8Dynamic128Sym selection cannot use vLLM 0.29's DeepGEMM MXFP4 expert, which requires Blackwell-family hardware. Setting moe_backend="auto" does not restore another backend for that activation key. The default "deep_gemm" selection also fails during expert initialization. Retain a supported activation and backend fallback for Hopper instead of requiring the Blackwell-only combination. (raw.githubusercontent.com)

Preserve FP32 block scales when backend selection is automatic.

If a Hopper FP8 block rollout sets linear_backend="auto", this condition leaves VLLM_USE_DEEP_GEMM_E8M0 enabled. vLLM 0.29 can still select DeepGEMM under "auto". Its E8M0 weight-loading path then requantizes FP32 checkpoint weights and scales in place. Disable E8M0 for this scale format regardless of whether the backend was selected explicitly or automatically. (raw.githubusercontent.com)

The DeepGEMM defaults from #8308 read the effective quantization config as
`hf_overrides.get("quantization_config") or <checkpoint config>`, so an
explicit `hf_overrides.quantization_config=null` (GLM-5.3-Flash's BF16
rollout of its FP8 checkpoint) fell back to the checkpoint's FP8 config
and defaulted linear/moe backends to deep_gemm for a BF16 model. Fall back
only when the key is absent, matching the trainer-side dispatch.

DeepGEMM (backends set in the engine kwargs take precedence) and no
longer reads VERL_ROLLOUT_USE_DEEP_GEMM. mxfp8.md now says so: vLLM runs
the experts on DeepGEMM; vLLM 0.29 has no DeepGEMM MXFP8 dense kernel,
so the dense layers fall back to vLLM's own choice (FlashInfer CuTe-DSL
on B200 when FlashInfer is available, Marlin otherwise); SGLang runs
both on DeepGEMM.

### What does this PR do?

Follow up [#8308](#8308) by
explicitly selecting the vLLM Triton Linear and MoE backends in the L20
FP8 MoE end-to-end test. #8308 made DeepGEMM the default for
low-precision rollouts when no engine backend is configured, but L20 is
SM89 and does not support that DeepGEMM path. The existing dense L20
smoke test already carries the same override; this change applies it to
the Qwen3-30B-A3B MoE workflow as well.

This is not a duplicate: searches for [L20 Triton FP8

…of top-k distillation tensors (#8325)

### What does this PR do?

Follow-up to #8127, for two of its review threads.

1. **Recipe-agnostic THD padding**
([review](#8127 (comment))).
`preprocess_packed_seqs` and `preprocess_thd_engine` took two
FP8-specific arguments, `use_fp8_padding` and `fp8_recipe`. They now
take one integer, `quant_align_size`: the token alignment each packed
sequence needs for the model's low-precision GEMMs (`None`: no
low-precision padding). `get_thd_quant_align_size(config)` derives it
from the `TransformerConfig`, for FP8 recipes through Megatron-Core's
`get_fp8_align_size` (32 for MXFP8, 16 otherwise), so a new format such
as NVFP4 or MXFP4 (#7971) adds a branch there instead of another
parameter. The model forward, the fused forward and router replay all
call it. The padding itself is unchanged.
2. **Top-k distillation under FP8**
([review](#8127 (comment))).
`compute_forward_kl_topk` packs the teacher's top-k tensors itself and
asserts they match the student logits, but it packed them without the
student's FP8 padding, so Megatron top-k distillation failed that
assertion under any FP8 recipe; the gap predates MXFP8. The engine now
passes `quant_align_size` to the Megatron loss, which packs the teacher
tensors with it on THD and with `use_fp8_padding` derived from it on
BSHD.

Left out: on BSHD, `pad_bshd_to_minibatch_max` (on by default) pads the
student micro-batch to the mini-batch max (`forced_max_seqlen`) while
the teacher tensors are not padded to match. That fails the same
assertion even in BF16, and #8061 fixes it. The two PRs touch
neighbouring lines in `compute_forward_kl_topk`, so whichever lands
second needs a small rebase.

### Checklist Before Starting

- Not a duplicate: #8061 fixes only the BSHD `forced_max_seqlen`
mismatch, which this PR leaves to it; #7887 handles metrics of
empty-response micro-batches; #7971 (native NVFP4 training) adds its own
padding flag to the same helpers and could add an NVFP4 branch to
`get_thd_quant_align_size` instead.
- [x] Format the PR title as `[{modules}] {type}: {description}`.
`[BREAKING]` because two public helpers change keyword arguments (see

### Test

CPU unit tests and pre-commit:

```bash
pytest -q tests/utils/test_megatron_fp8_padding_on_cpu.py tests/workers/test_megatron_distillation_only_on_cpu.py \
  tests/utils/test_megatron_bshd_preprocess.py tests/utils/test_config_router_replay_on_cpu.py \
pytest -q tests/models/test_model_forward_fused.py
# 6 passed, 3 failed; the same 3 fail on main in the same environment
pre-commit run --files <changed files>
# passed
```

New tests cover the alignment helper, both THD preprocess paths with and
without the padding, the teacher's top-k packing on THD (MXFP8 and a
16-token FP8 recipe) and BSHD, and that the engine and
`compute_topk_loss` pass `quant_align_size` to the Megatron loss only.
On hosts without Megatron, the tests stub Megatron-Core's
`get_fp8_align_size` with the same 32/16 rule.

End to end on 2×B200:

- A tiny random Qwen3-MoE (2 layers, 8 experts, top-2) on GSM8K, 5 steps
per run, the trainer on one GPU (TP, EP and CP 1).
- MXFP8 training with Transformer Engine (`fp8_recipe=mxfp8`) and an
MXFP8 vLLM rollout, except the last row.
- The distillation runs put the teacher (the same model, BF16, served by
vLLM) on the second GPU, with `forward_kl_topk` and top-16.
- vLLM 0.29.0, Transformer Engine 2.16.1, Megatron-Core 0.19.2.
- "This PR" is this PR's files, byte for byte, on #8127's head before it
merged. That predates #8308, so the vLLM rollout used FlashInfer
CuTe-DSL for the dense layers and FlashInfer TRT-LLM for the experts.
"Before" is #8127's head without this PR.

### API and Usage Example

No config or CLI change. `preprocess_packed_seqs` and
`preprocess_thd_engine` take `quant_align_size` instead of
`use_fp8_padding` and `fp8_recipe`. `preprocess_bshd_engine` keeps
`use_fp8_padding`, which verl-omni passes. Within verl-project, nothing
else calls the THD helpers with the removed arguments.

```python
from verl.models.mcore.util import get_thd_quant_align_size, preprocess_thd_engine
quant_align_size = get_thd_quant_align_size(tf_config)  # 32 for MXFP8, 16 for other FP8 recipes, None without FP8
packed, *_ = preprocess_thd_engine(input_ids, pre_process=True, quant_align_size=quant_align_size)
```

### Design & Code Changes

- `verl/models/mcore/util.py`: `get_thd_quant_align_size(config)`; the
THD helpers take `quant_align_size`. Each sequence is padded to a
multiple of `lcm(quant_align_size, align_size)` and the total to
`align_size * 128`, as before.
- `verl/models/mcore/model_forward.py`, `model_forward_fused.py`: derive
`quant_align_size` from the helper; BSHD uses `use_fp8_padding =
quant_align_size is not None`.
- `verl/utils/megatron/router_replay_utils.py`: router replay records
and replays with the helper instead of inlining the rule.
- `verl/workers/engine/megatron/transformer_impl.py`:
`_lm_head_logits_processor` passes `quant_align_size` to the top-k loss.
- `verl/trainer/distillation/losses.py`: `compute_topk_loss` and
`distillation_ppo_loss` forward it to the Megatron loss only.
- `verl/trainer/distillation/megatron/losses.py`:
`compute_forward_kl_topk` packs the teacher's top-k tensors with it.

The DeepGEMM defaults from #8308 read the effective quantization config as
`hf_overrides.get("quantization_config") or <checkpoint config>`, so an
explicit `hf_overrides.quantization_config=null` (GLM-5.3-Flash's BF16
rollout of its FP8 checkpoint) fell back to the checkpoint's FP8 config
and defaulted linear/moe backends to deep_gemm for a BF16 model. Fall back
only when the key is absent, matching the trainer-side dispatch.

… AMD ROCm out of the box (#8371)

### What does this PR do?

Makes `examples/grpo_trainer/run_deepseek_v4_veomni.sh` run unchanged on
AMD gfx942 and gfx950 clusters: no `export` before `ray start`, no extra
overrides. Its training parameters are untouched. Three issues, one per
file:

1. **vLLM rollouts of FP8 models fail on ROCm since #8308.**
`set_default_vllm_quantization_backends` defaults `linear_backend` /
`moe_backend` to `deep_gemm` for every non-NVFP4 quantized rollout.
DeepGEMM has no ROCm kernels:
   ```
ValueError: FP8 MoE backend DEEPGEMM does not support the deployment
configuration since kernel does not support current device rocm.
   ```
The default is now skipped on ROCm; vLLM's automatic selection picks the
AITER / Triton kernels.
2. **Rollout weight sync silently corrupts DeepSeek-V4 on ROCm with
AITER.** vLLM B-preshuffles DeepSeek-V4's attention and shared-expert
FP8 weights once after loading; a weight sync writes checkpoint-layout
data into them while the forward keeps reading them as shuffled.
vllm-project/vllm#63604 adds `VLLM_ROCM_DSV4_BPRESHUFFLE`; the ROCm
platform's `rollout_env_vars` now defaults it to `0` for verl's rollout
servers (verl always updates rollout weights at runtime). Users can
still override it. vLLM releases since 0.27 preshuffle and ignore the
variable, so where the recipe enables AITER (gfx94x) it now refuses an
importable vLLM that does not define it. `PlatformROCm` now also
recognizes a HIP build of torch when `rocm-smi` is not installed;
platform detection used to fall back to `nvidia` there and drop this
default.
3. **Recipe worker environment**, passed through
`ray_kwargs.ray_init.runtime_env.env_vars` so that it reaches every
worker even on a cluster started with a plain `ray start` (each value
overridable from the launching shell). Keys that a `ray job submit
--runtime-env` already sets are left to the job, since Ray rejects the
same key in `ray.init`'s runtime env.
- `OMP_NUM_THREADS` = physical cores (at most the CPUs the launching
process may use, e.g. under a Slurm cpuset) / GPUs per node: Ray pins it
to 1 in its workers, and with the recipe's `enable_fsdp_offload` the
gradient accumulation and the AdamW step run on the host.
- ROCm: `NCCL_DEBUG=VERSION`. At verl's default `WARN`, RCCL 2.30 logs
`ncclAllToAll is deprecated` for every all-to-all (40 lines for 20 calls
on 2 ranks), i.e. for every MoE dispatch/combine of every layer.
- gfx94x: `VLLM_ROCM_USE_AITER=1`. vLLM's DeepSeek-V4 sparse-attention
indexer has no other ROCm path below gfx950. ROCm is detected from the
torch build and the architecture from the launching node's KFD topology,
so no visible GPU is needed. When launching from a node without AMD
GPUs, set `VLLM_ROCM_USE_AITER=1` explicitly; an explicit value is
always forwarded.

### Test

`tests/utils/test_vllm_rocm_rollout_defaults_on_cpu.py` (CPU): DeepGEMM
stays the CUDA default and is not set on ROCm; the ROCm rollout
environment defaults `VLLM_ROCM_DSV4_BPRESHUFFLE=0` and honors an
override; a HIP build is detected as `amd` without `rocm-smi` and
without a visible GPU (before the fix: `nvidia`).

`tests/special_sanity/test_deepseek_v4_veomni_recipe_env.py` runs the
recipe with the trainer launch stubbed out and checks the worker
environment it passes: CUDA gets only `OMP_NUM_THREADS`; ROCm gets
`NCCL_DEBUG=VERSION` and forwards explicit values even when the GPU
architecture is unknown; a gfx942 KFD topology turns on
`VLLM_ROCM_USE_AITER=1` and a gfx950 one does not; with AITER on, a vLLM
without `VLLM_ROCM_DSV4_BPRESHUFFLE` is refused, with AITER off it is
not; `OMP_NUM_THREADS` follows the CPU affinity; keys of a job runtime
env are left to the job.

End to end: the recipe as is, on 2 nodes per architecture. The only
overrides are `trainer.nnodes=2` (the recipe defaults to 8 nodes) and
the recipe's own `HDFS_ROOT` / `DATA_ROOT`; `WANDB_MODE=offline` (no
wandb credentials on these machines). Ray was started with only
`NCCL_SOCKET_IFNAME` / `GLOO_SOCKET_IFNAME`, plus `NCCL_IB_DISABLE=1` on
the gfx942 pair, whose RDMA is unusable (host driver issue), so RCCL
runs over TCP there. On both architectures the run trains, and rollout
and trainer token probabilities stay consistent at every step (verl's
`training/rollout_actor_probs_pearson_corr` and `rollout_corr/kl`).

Depends on #8369 (FP8 checkpoints with the VeOmni engine), #8370 (fused
AdamW under FSDP2 CPU offload: without it the 2-node run exceeds host
memory) and, on ROCm, ByteDance-Seed/VeOmni#1363 (TileLang kernels and
FP8 QAT on gfx942/gfx950), vllm-project/vllm#63604,
tile-ai/tilelang#3665 and deepseek-ai/TileKernels#43. The end-to-end
runs used the image's tilelang 0.1.10 and tile-kernels 1.0.0 with the
equivalent fixes applied (0.1.10 also needs the vectorized-`exp2` and
fp32-MFMA HIP fixes that tilelang 0.1.15 already has), VeOmni at verl's
pin `10a26aca` with the changes of VeOmni#1363, and vLLM with #63604.

### API and Usage Example

No API or config change. On a ROCm cluster the recipe is launched as on
CUDA. The worker variables it adds take the launching shell's value when
one is set:

```bash
bash examples/grpo_trainer/run_deepseek_v4_veomni.sh trainer.nnodes=2
VLLM_ROCM_USE_AITER=0 bash examples/grpo_trainer/run_deepseek_v4_veomni.sh trainer.nnodes=2   # override a recipe default
```

### Design & Code Changes

- `verl/utils/vllm/vllm_quant_utils.py`: no DeepGEMM default on ROCm;
`docs/low_precision/qat.md` says so.
- `verl/plugin/platform/platform_rocm.py`: `VLLM_ROCM_DSV4_BPRESHUFFLE`
in `rollout_env_vars`, default `0`; ROCm is detected from the HIP build
when `rocm-smi` is missing.
- `examples/grpo_trainer/run_deepseek_v4_veomni.sh`: the worker
environment block above, and the refusal of a vLLM without
`VLLM_ROCM_DSV4_BPRESHUFFLE` under AITER (the header lists the
requirement).

### Checklist Before Submitting

- [x] Read the Contribute Guide.
- [x] Apply pre-commit checks.
- [x] Add / Update the documentation: recipe comments.
- [x] Add unit or end-to-end test(s): the CPU and sanity tests above;
the recipe was run end to end.
- [ ] Once the PR is ready for CI, send a message in the `ci-request`
channel of the verl Slack workspace.
- [x] `recipe` submodule: not changed (the recipe edited here is
`examples/grpo_trainer/run_deepseek_v4_veomni.sh`), so there is no
submodule reference to update.
