Extract
MicrofrontendsConfigsand itsMfeConfigProviderandTurboJsonUpdaterimplementations into a dedicated crate.The updater now uses
LoaderErrordirectly, keeping the new crate independent ofturborepo-configandturborepo-engine. Existing MFE tests move with the implementation, whileturborepo-libretains a thin compatibility shim.Part of TURBO-5887.
