[production/GFS.v17] Update UFSATM hash :: Remove some CCPP goto statements and fix rte-rrtmgp warning

Description:

This PR will update the UFSATM production branch hash in production/GFS.v17. The UFSATM update will include an updated CCPP hash that has updates to remove some goto statements and fix the compile warning in rte-rrtmgp.

Both of these changes are going to also be added to develop:
ufs-community/ccpp-physics#322 --- RTE-RRTMGP compile fix
#3167 --- Removal of goto statements from CCPP phyics
