Description:

Routine sync of WW3 develop to dev/ufs-weather-model.

No answer changes. Updates include:

-- Includes removal of all GOTOs
-- Updates standalone regression tests to spack-stack 1.9.2 and for Ursa

@jkbk2004 - FYI I will be out early next week when it looks like It'll be this PRs turn in the queue.

@sbanihash and @mingchen-NOAA are available for merging in the WW3 PR while I'm out. I do not see any reason that this PR cannot move forward while I'm gone - but let me know if you think differently.

In the meantime I thought I might ask since we're getting close about staging the input data. The new WW3 input data is on Ursa and can be found here: /scratch3/NCEPDEV/climate/Jessica.Meixner/PR_WW3/WW3_input_data_20250807

we need just copy that whole file to the input directory. If you want a different date, just let me know and I can make that happen.
