Update to spack-stack-1.5.0 (update to gocart hash f7b34e)

Description

This is the first PR of two or three, which updates only a few packages (scotch, ip, w3emc).

• Update machines currently using spack-stack-1.4.1 to spack-stack-1.5.0
• Remove all unnecessary miniconda logic for systems using spack-stack in tests/rt.sh
• Update GOCART submodule pointer to head of develop (@bbakernoaa) plus a workaround needed for MAPL (see Testing ESMF 8.5.0 release  #1854 and Fix MAPL dependencies for MAPL-as-library in CMake GEOS-ESM/MAPL#2320 for more information) - this PR includes the updates from [GOCART] update to gocart hash f7b34e - important updates for FENGSHA #1922
• [GOCART] update to gocart hash f7b34e - important updates for FENGSHA #1922 was merged on Oct 26.

One or two additional PRs will update fms to 2023.02 and esmf/mapl to 8.5.0/2.40.3 after this PR is merged.

I reverted the .gitmodules change and updated the submodule pointer for WW3. The contents of the WW3 directory were identical before/after updating to NOAA-EMC/WW3@02693d8. There's only one comment from @DusanJovic-NOAA that we need to resolve, other then that it's all good to go.
