CI: Move the Core/DX approval gate out of Danger - #36621
kasperpeulen wants to merge 8 commits into
Conversation
The approval rule turned the Danger status red on every PR until someone approved, which hid real metadata failures. The Require PR ruleset already requires an approving review from an account with write access. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
WalkthroughA new script and GitHub Actions workflows evaluate Core/DX pull-request approvals and synchronize a commit status. The Danger approval check is removed, and the approval guidance is updated. ChangesCore/DX approval reporting

Danger no longer evaluates reviews. A separate workflow reports the Core/DX approval status once a member of those teams approves and reports nothing before that, so the gate can be a required check without a failing status on every unreviewed PR. Remove manual dispatch from this privileged workflow.
A user who can push a branch and dispatch can run the workflow definition from that branch. The owner check does not restrict the ref, and the default-branch checkout happens after the workflow definition is selected. The modified definition can expose STORYBOOKJS_ORG_MEMBERSHIP_TOKEN; the GITHUB_TOKEN permissions do not restrict this separately supplied secret. This creates a risk of disclosing an organization-membership credential to repository writers, so the minor classification understates the security impact.
Keep manual backfills in a trusted dispatcher that does not execute caller-selected workflow YAML.

GitHub REST search issues pull requests sha: qualifier behavior matching pull request head SHA or merge commit, official docs/API contract
💡 Result:
**The official docs do not define `sha:` as a qualifier for GitHub’s REST `GET /search/issues` endpoint.** The REST endpoint searches issues and pull requests using GitHub’s issue/PR search syntax, but the documented commit-SHA behavior appears in GitHub’s *web search* documentation: a bare SHA of at least seven characters finds pull requests that “contain” a commit with that SHA. The docs do **not** specify that this means specifically the PR head SHA, nor do they say it matches the merge commit. ([docs.github.com](https://docs.github.com/en/rest/authentication/endpoints-available-for-github-app-installation-access-tokens?source=post_page---------------------------&utm_source=openai))
So the documented contract is **PR contains commit SHA**, not “head SHA” or “merge commit.” If you need to identify a PR by its head SHA, the available docs don’t establish that search behavior; use the pull-request resource’s `head.sha` instead. GitHub’s REST merge endpoint, for comparison, explicitly defines its `sha` parameter as the SHA the PR head must match—but that is a different endpoint and contract. ([docs.github.com](https://docs.github.com/en/rest/issues/issues?apiVersion=2022-11-28&utm_source=openai))
GitHub’s issue/PR search docs describe search syntax generally, but don’t clarify whether `sha:` works through the REST endpoint or what it matches. Resolve the review-run merge SHA to a PR before invoking the approval script.
pull_request_review runs use the PR’s synthetic merge commit as workflow_run.head_sha, not headRefOid. The sha:<SHA> search can return zero results for a merge SHA even when it returns the PR for its head SHA. When the lookup returns no numbers, core-dx-approval.ts skips its loop and posts no status, leaving the required check expected. Resolve the merge SHA to its PR instead of searching it as a PR head SHA.

What I did
An unreviewed PR no longer has a red
Dangerstatus.Core/DX approval, takes over that rule. It turns green when a member of Core or DX approves, and is absent until then. Nobody gets a review request or a notification. The rule itself is the same as before (#35692): the approver must be on the
coreordeveloper-experienceteam, and the author's own approval does not count. Why
The red status on every open PR hid real Danger failures and made it impossible to see at a glance whether CI was green.
It also did not enforce anything. The required check is the
Danger JSjob, which stays green when Danger reports fails; the redDangerstatus is not required. #36585 and #36579 were merged with a failingDangerstatus and no bypass. So today an approval from any account with write access is enough to merge. After merging: one admin step
Add
Core/DX approvalto the required checks in theRequire status checkruleset. From then on the rule is enforced.Do this after the merge, not before. The workflow only runs once it is on
next, so a required check added earlier would block every PR.PRs that are already approved at that moment have no status yet. Run the
Core/DX Approvalworkflow once by hand (Actions → Core/DX Approval → Run workflow) to report it for all of them.Until the review workflow reaches
mainwith the next release, a review on a PR that targetsmaindoes not report the status either; run the workflow by hand for those. How it works
core-dx-approval.ymlruns after every review and after every push to a PR. It runs in this repository, never on PR code, so it also works for fork PRs. If it cannot verify team membership, it does not report green. Started by hand, it evaluates every approved open PR.core-dx-approval-review.ymlis an empty workflow on the review event. Its only job is to trigger the one above, because a review on a fork PR has no access to secrets. Not verified yet
The workflow cannot run before it is on
next, so the end-to-end path is untested. I ran the script against live PRs with the status post stubbed out: #36596 (approved by a Core member) resolved to green, #36617 (no reviews) and #36352 (approved by an account without write access) resolved to no status.Dangeron this PR is still red, because Danger runs the dangerfile fromnext.Checklist for Contributors
