Scope

  • Change: publishes the verified E2E of the new WSL, NativeStack2604, run on 2026-10-04 between 19:10 and 20:10Z, as sanitized repository evidence. Contents: per-slot results, method, summary, the review and adjudication prompts, the open-fix list, a receipt and a decision record. Measured readiness is 38%: READY plus BY_DESIGN over 80 foundation slots, after Opus adjudication of 22 executor/reviewer disagreements.
  • Base commit: current main.
  • Lane: lane:foundation.
  • Owned paths touched: evidence/artifacts/ns2604-e2e-20261004/ (new), evidence/receipts/ns2604-e2e-20261004.json (new), docs/decisions/2026-10-04-ns2604-verified-e2e.md (new), manifests/evidence.json (registry, last commit).

SOTA sources

  • Method: the repository's evidence policy, docs/acceptance-evidence-policy.md, which keeps native observation, independent model review and adjudication separate as evidence classes.
  • Per-slot acceptance: each tool's own upstream acceptance command, as pinned in evidence/artifacts/new-wsl-install-plan-20261002/install-plan.json. The per-slot sources are in slots.json.
  • Runtimes:
    • Claude Code headless (claude -p) and Codex (codex exec) for the fresh-session use checks;
    • the packaged Codex SDK worker (examples/omniroute-codex-sdk/worker.py) for the GPT Sol reviews.

Decision record

docs/decisions/2026-10-04-ns2604-verified-e2e.md: the user's request, the method, the 38% formula, the fix plan, what would overturn it, and why the earlier log-based 62% used weaker criteria.

Checklist

  • No new or changed GitHub Actions.
  • No secrets or host paths. Every new file scans clean.
  • No paid hosting.
  • Peer-owned files preserved.

Built by a bounded GPT Sol worker (job-044). The coordinator added the adjudication prompt as run, the adjudicator model and fixes.json. A cross-family Claude read is pending.

Preserve 80 historical slot status chains, final layer counts and review
provenance with sanitized reasons, fixes, citations and source hashes.
Record the 38% readiness formula, held slots and pending fix-plan scope.

Keep missing original adjudication prompt, exact adjudicator run metadata
and separate fixes.json provenance explicit for the coordinator.
Leave manifests/evidence.json integration to the coordinator.

The coordinator added the adjudication prompt as run (with the adjudicator model: Claude Opus 5.5 at effort max) and
fixes.json (25 plan and 8 host fixes over the 33 open slots), replacing the gap record.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Retain the adjudication prompt, Opus run metadata and 14/8 split. Correct
the 25 plan / 8 host fix scope and four token holds for unmerged PR #684.
Restore harmless technical paths, retain the machine label consistently,
and preserve local-user redaction. Refresh all seven non-self artifact
hashes and add private fix-list and workflow-record hashes.

The coordinator synchronizes registry hashes and mirrored claim/limitations.

Validation: 277 tests passed, 0 skipped; eight publication scans and login
scans found zero hits; git diff --check passed. Full validation reports
only 16 expected registry-drift errors pending coordinator synchronization.

…, not a pre-rebase head; two cited private sources hashed; generic home paths masked in fixes.json

Delta-read follow-up (Claude, 2026-10-04): 92d182e was an orphaned pre-rebase head, so the receipt, method
and decision now state the procedure instead of a branch hash. context-2.probe-H.txt and
context-2.claude-stream.jsonl join the private source hashes (58), and the four ~/ tool paths in
fixes.json are masked as slots.json masks them, so the sanitization statement holds for both files.

Claude session native-agent-stack-5f: landing at head e42421ee1d7e740f5117e099cb5b39f6b50953f9. The command center (wsl-architecture-design) gave its ACK at 6ae27bb76aeb, which reaches this head only through recorded mechanical refreshes whose owned non-registry patch-ids are equal (its carry rule); under the user's 2026-10-04 decision it owns merges that touch the hot registry. The read-only cross-family review (GPT-6.1 Sol max, the packaged Codex SDK worker) returned ACCEPT at 6ae27bb76aeb; this head is reached from it through recorded carry edges (equal owned patch-ids, or a cross-family delta read returning ACCEPT at the edge's target), with no P1 item.

…the wave-4 promptfoo owner default on the repository-quality rule

Integrates the eight GPT fix-wave builders (bounded job 050, GPT-6.1 Sol at
max), working from the verified-E2E fix list. Two review rounds followed:
- A five-way Claude read. Its 4 P1 authority wordings were fixed by the
  coordinator, and its 19 P2 recipe defects by GPT repair job 058.
- A Claude delta read. Its P2 (the gateway canary check's missing argument)
  and the leftover wording were fixed by the coordinator.

Result:
- 21 slots are repaired in the install plan, its acceptance and the client
  wiring.
- 4 still need a native sign-in or a destination: alerting, grafana,
  promptfoo and ccusage.
- OpenHands stays at v1.50.1, the manifest baseline.
- Every revised destination command is UNRUN here; the co-op session
  applies them on NativeStack2604.

wave4: an owner default on promptfoo, resting on the owner's 2026-10-04
repository-quality rule. Decide round 2 and its Opus verification named
promptfoo for paired skill verification in both clients
(docs/decisions/2026-10-04-repository-quality-rule.md;
evidence/artifacts/new-wsl-fix-wave-20261004/).

CI repair (the coordinator, after the first push):
- The shared top-rule templates go back to main: codex.AGENTS.template.md
  and examples/claude-native/CLAUDE.md (the 8 KiB budget and the verbatim
  surfaces).
- The host stack manifest and its freshness snapshot go back to main. A
  host pin move needs its saturation-audit row and a qualification receipt
  (tests/test_stack_lifecycle.py:21-37), so srt, Worktrunk, Collector
  Contrib, Grafana and Syft are left to the currency PRs.
- The 2604 plan, profile and architecture keep the plan's pins, and
  build_ecosystem.py --check labels the drift.
- Every architecture pin_source cites its component's version line in the
  current stack, including two that #637 had shifted on main.

Rebuilt on main 5df0e0e (after #699, #700 and #637) as one net content
commit. Generated outputs were regenerated with their own tools, and the
evidence registry follows in the last commit. The earlier commits stay
reachable as 1572f48, 89d7a2c and 8ca0d7a for the review record.

… default on the repository-quality rule (#704)

### Scope

- **What this PR changes:** the install-plan, acceptance and client-wiring repairs for the 25 NativeStack2604 slots that the verified E2E (PR #700) found not ready. It also adds the wave-4 owner default that installs promptfoo under the owner's repository-quality rule. All destination commands are UNRUN here; the NativeStack2604 co-op session applies them at the commit the coordinator names.
- **Base commit:** main 1de2a7f.
- **Lane:** `lane:foundation`.
- **Owned paths touched:**
  - the new-WSL install plan (`evidence/artifacts/new-wsl-install-plan-20261002/`: install-plan.json, install.sh, accept.sh, check_plan.py, README, SOURCES, config/);
  - the consensus record (wave 4);
  - generated outputs: the definitive manifest and tables, the handbook and its receipt, the profile, the client instruction blocks;
  - dated decision records, `evidence/artifacts/new-wsl-fix-wave-20261004/`, and manifests/evidence.json (registry last).

### SOTA sources

Every slot repair cites its upstream at the pin, as repository@pin:path:line or URL, in its group record:
- docs/decisions/2026-10-04-2604-e2e-fix-wave-g1-clients.md through -g8-base-gateway.md;
- evidence/artifacts/new-wsl-install-plan-20261002/SOURCES.md.

The pins:

| Area | Upstream sources and pins |

| Base and gateway | ubuntu/wsl-setup 73418e32; sandbox-runtime 0.0.78; OmniRoute canary 23a11484 plus carries |

The wave-4 promptfoo authority is the owner's 2026-10-04 rule, docs/decisions/2026-10-04-repository-quality-rule.md. Decide round 2 and its Opus verification named promptfoo; their verdicts are in evidence/artifacts/new-wsl-fix-wave-20261004/repository-quality-promptfoo.json.

- **T1:** evidence/receipts/ns2604-requalification-20261005.json restores the `#/bounded_repair_rulings` locator. bfff257 had pointed it at `#/micro_repair_rulings`, which records only superseded32.
- **T2:** scripts/build_new_wsl_handbook.py now existence-checks `readiness.official_source` and `independent_review.recorded_source_review`, and hashes both through inputs.read, as it already does for the decision record. Both paths now appear in docs/new-wsl-handbook.json `sources`. A new test covers each missing source and a valid run.
- **T3, amendment times:**
  - review-715-corrections.json keeps its initial recorded_at_utc (12:07:21Z). The later ruling blocks gain amended_at_utc and amendment_source_item: 17:08:27Z (item 20261005T170827Z) and 18:18:52Z (item 20261005T181852Z).
  - The two receipts whose claims were revised after their recorded_at_utc (ns2604-requalification and ns2604-roadmap-evidence) gain an `amendments` list with times from the git history.
- **T4:** dated-readiness-rulings.json:191 cites main commit c148e04, where consensus.json is byte-identical. 1d74a85 was not reachable. Lines :474-476 are kept.
- **P3 boundary wording:** catalogs/foundation/new-wsl-architecture-20261001.json :8 and :1208, and the requalification receipt's provisional-count limitation, now carry the qualification_bar.scope sentence: "The official baseline uses the #700 bar. Captured-status counts and model READY leads remain source_review; they are not measured qualification at that bar."
- **Optional P3:** the decision record notes the merge of main ecfa112 (#703) at :48 and :463.
- **Regeneration:**
  - docs/new-wsl-handbook.{md,json} were regenerated, and the handbook receipt records the regeneration.
  - The 11 changed files are re-registered, and the requalification receipt's mirrored limitations are refreshed in the registry. The hot-file commit follows, with the registry last.

Checks:
- validate.py exit 0;
- unittest of test_new_wsl_handbook, test_architecture_pin_source and test_stack_lifecycle: 97 OK, exit 0;
- build_new_wsl_handbook.py --check exit 0;
- component_matrix.py --check exit 0;
- new_host_grand_list.py --check exit 0;
- evidence_manifest.py --check exit 0;
- git diff --check clean.

Built by GPT-6.1 Sol through the packaged SDK worker (round 715-r3); registry and commit by the coordinator, the single writer.

…715)

### Scope

Publish the retained NativeStack2604 observations and correct the handbook after the command center's three-item micro-review. Official readiness remains the historical **30/80** from #700, whose bar is **upstream acceptance, wiring and fresh-session use, with the harness text present**.

The command center's captured-status provisional **30/80 is as of 11:44Z**, excluding custody's 13:02Z BY_DESIGN change. It includes difftastic, structural-search, inspect-ai, harbor and codex-sdk despite **fresh-session use not evidenced**, so it is **not measured qualification on the #700 bar**. Earlier 37/40/44/32 proposals are superseded. Generated current/conditional values remain null.

The organic native arm differs in one respect: **no harness text names the tool**. Upstream acceptance, wiring and fresh-session use remain required. Its count comes only from the command center's final verified E2E **S4**, independent review and adjudication.

- Base: main `ecfa112764c664d35377dd66b8cfcb67e5a94d60` (after #703), merged into this branch at `44bf09713`. Head: `e50f0f480cabd66aea4f0552c1ebd589d45ebbf1`.
- Lane: exactly `lane:foundation`. Pending the command center's micro-check and ACK at the exact head. Its ruling at `d25ea1f7d` was ACK_AFTER_THREADS; the four thread fixes and the boundary P3 are applied in `d4db4726c`.
- Owned paths: decision, receipts/artifacts, handbook builder/tests, architecture scope/notes and generated outputs; registry committed last.
- Serena and MinerU remain demoted while condition-absent controls are open; ccusage and session-analytics remain open. Retained failures, native attempts, local checks and model verdicts keep separate classes.
- All 80 historical slot records and main owner/profile/pin fields are preserved. #713 landed as1796303f; #705 changed command-output's historical owners/29 operation.

### Refresh onto main and the command center's ruling

- **Refresh.** `44bf09713` merges main `ecfa11276`:
  - The catalog merged cleanly as text, and the pin-source test passes.
  - The handbook was regenerated.
  - The handbook receipt's `regenerations` were united at the entry level.
  - The registry is main's 212 receipts plus this PR's 2, with its paths re-registered.
  - The hot-file pair keeps the registry last.
  - A GPT-6.1 Sol same-thread delta read of `82c25177f..d25ea1f` returned ACCEPT.
- **Ruling.** The command center ruled ACK_AFTER_THREADS at `d25ea1f7d`: no P0 or P1, four valid P2 threads, one P3. `d4db4726c` applies:
  - **T1:** restores the `#/bounded_repair_rulings` locator.
  - **T2:** the handbook builder existence-checks and hashes `readiness.official_source` and `independent_review.recorded_source_review`, with a test.
  - **T3:** amendment times on the later ruling blocks and the two revised receipts.
  - **T4:** cites the reachable main commit `c148e049`.
  - **P3:** the `qualification_bar.scope` boundary sentence in the catalog notes (`:8`, `:1208`) and the receipt limitation.
  - **Optional:** a dated merge note in the decision record.
- **T3 completion (`52a7680d9`).** The command center found T3 partial at `c3f4d8ddf`. The ruling blocks' amended_at_utc now carry their revisions' write times: 19:12:17Z from `73d75df4b` and 19:28:40Z from `bfff257c0`. Both equal the receipts' amendment times, and the item times stay in amendment_source_item. The handbook was regenerated and re-registered.
- **Round 3 (`a305d2cbf`).** The command center found that `bfff257c0` also revised `bounded_repair_rulings`, adding `captured_status_boundary`, so the block now carries an `amendments` list that mirrors the receipts:
  - `73d75df4b` at 19:12:17Z (item 170827Z);
  - `bfff257c0` at 19:28:40Z (item 181852Z).

  A per-block check over the file's history finds a matching stamp for every content revision. The handbook was regenerated and re-registered.
- **Threads.** All four are answered with the command center's text and resolved.

Prior failed attempts remain retained. Reads so far:
- a GPT-6.1 Sol delta read of the refresh (`82c25177f..d25ea1f`);
- the command center's exact-head reads at `d25ea1f7d` (ruling ACK_AFTER_THREADS), `c3f4d8ddf` (T3 partly fixed) and `3457c9beb` (T3's bounded block still incomplete).

The round-3 fix at this head awaits the command center's micro-check. No read yet covers it. These are source and integration review, not S4 qualification. All 212 main receipt entries (main `ecfa11276`) are preserved, with two owned receipts re-registered through the existing native library.

### Decision record

`docs/decisions/2026-10-05-ns2604-foundation-requalification.md` records methods, sources, open controls/lifecycle gaps, superseded proposals and overturn conditions. Publication review or ACK does not provide S4 qualification.

### Host evidence

No host-receipt or platform-status change. The command center is asked to micro-check round 3 at `e50f0f480` and ACK that exact head. Landing waits for the repo-wide fsspec relock (GHSA-27vj-qcqg-25rc).

### Checklist

- [x] Main owner data, all80 historical slots and all 212 main registry receipts preserved.
- [x] No credentials, active settings, private paths or raw conversations published.
- [x] No host/config/install/service/billing change; #750 untouched.
- [x] One lane label; registry-only final commit; exact head `e50f0f480` reported to the command center.
