Scope

  • What this PR changes, in one or two sentences: it adds the compounding sentences of the command center's (CC's) ruling, section 1, to the "The ecosystem compounds" bullet on all six always-loaded rule surfaces, with a fail-first surface test, the re-derived Codex top-rule pin and startup byte ceilings raised by a dated comparison. The owner approved section 1's proposal, the first sentence, at 22:01Z; the second sentence was presented as an optional clause, the owner's answer did not single it out, and the CC included it under the owner's delegation because it restates the owner's own no-dates direction; the owner was told at 23:44Z, with the option to drop it (the record's Trigger). The decision record is docs/decisions/2026-10-11-compounding-rule-text.md.
  • Base commit: c735e8b2e7d096475ceed380ce956b9191af508c, rebased from 569bbc59db2b5f7c8a932357726efb7acca90b91. Main changed none of this PR's paths in between except manifests/evidence.json, which the hot-file protocol re-registered (docs/lanes.md:96-98).
  • Lane: lane:shared. The PR changes what a shared hot file says (AGENTS.md), which docs/lanes.md:146-147 makes lane:shared, as for docs: make proactive convergence part of the instruction core #861, Make proactive harness improvement explicit in the shared core #881 and Require upstream citations and failing regressions for corrections #944. A lane:shared PR needs the trading lane's acknowledgement before merge (docs/lanes.md:149-150); it is posted as comment 6115200001 (23:39:51Z, at 09c92223).
  • Owned paths touched: AGENTS.md (shared hot file), examples/claude-native/CLAUDE.md, adoption/templates/codex.AGENTS.template.md, adoption/scaffold/AGENTS.md, adoption/new-wsl/{claude,codex}-user-instructions.md (generated), tests/test_install_claude_profile.py, tests/test_codex_worker_lane.py, docs/decisions/2026-10-11-compounding-rule-text.md and manifests/evidence.json (hot-file protocol re-registration).

The inserted text, after "... at a moment that keeps the current focus and any protected window intact." and before "Each choice adopts ...":

Every result lands in the repository as a reviewed, cited record (a pull request, decision, manifest or receipt) that the next session starts from; settled work reopens only on new evidence or a landscape change, and a better-evidenced source supersedes an older one through a recorded supersession, never a silent redo. Work starts when its named inputs exist, never on a date.

SOTA sources

  • [mechanism] The rule-text record keeps one wording on every surface, and since the 2026-10-07 addendum the standing sentences carry one wording on the user blocks, their carriers and the scaffold:
    ## Decision
    **One wording on the three surfaces.** Each standing clause is the same sentence on `AGENTS.md`, the portable template and the Codex block. The only variant is in the skill-discovery sentence, where the Codex block names a bounded worker and the Claude surfaces a delegated child. `StandingRuleSurfacesTests` in [`tests/test_install_claude_profile.py`](../../tests/test_install_claude_profile.py) checks every shared sentence on all three surfaces and keeps the dropped clause off them. Surface-specific additions follow the shared sentences:
    and
    ## Addendum (2026-10-07): the repository file leaves the standing-sentence surfaces
    The [instruction-core decision](2026-10-07-instruction-core.md) ends the
    three-surface rule of this record. The standing sentences now carry one wording
    on two surfaces, the portable Claude user-level block and the Codex user-level
    block, and on the carriers and the scaffold made from them. Root `AGENTS.md`
    keeps the first standing sentence and the rules that are its own, and it names
    the two block sources for the rest. The Codex block still names a bounded worker
    where the Claude block names a delegated child.
    Two wordings change. The first standing sentence loses its vendor example on
    every surface that carries it. The routing paragraph leaves the root file, which
    now points to the Codex block, where the paragraph is unchanged.
    `StandingRuleSurfacesTests` reads the two user-level sources only.
    A session that starts without a user-level block now sees a root file with fewer
    shared sentences. That is the accepted cost of the trim, and a rule missed for
    that reason reopens this choice.
  • [mechanism] The managed-block tool that carries the two user blocks into ~/.claude/CLAUDE.md and the Codex AGENTS.md, merged_claude_md and merged_codex_md:
    def merged_claude_md(current: str, example: str) -> str:

  • [mechanism] The supported carrier generator, cmd_write_blocks:
    def cmd_write_blocks(args: argparse.Namespace) -> int:
    try:
    results, manifest, _, errors, _ = analyse(args.root, check_blocks=False)
    if errors:
    print("write refused: the check fails:\n " + "\n ".join(errors), file=sys.stderr)
    return 1
    generated = generate_blocks(args.root, unwired_names(results, manifest))
    except (ConfigError, OSError, KeyError, ValueError) as error:
    print(f"write failed: {error}", file=sys.stderr)
    return 1
    for piece, (relative, text, dropped) in generated.items():
    path = args.root / relative
    path.parent.mkdir(parents=True, exist_ok=True)
    changed = not path.is_file() or path.read_text(encoding="utf-8") != text
    if changed:
    path.write_text(text, encoding="utf-8")
    print(f"{'wrote' if changed else 'kept'} {path} ({len(dropped)} unit(s) of {BLOCK_TEXT_REL[piece]} left out)")
    if args.dropped:
    sys.stdout.write(dropped_text(args.root, generated))
    return 0
  • [mechanism] The fixed-ceiling procedure this change follows (a dated comparison, the constant changed in the same diff):
    The ceilings are constants, not a calculation from current file size at test
    runtime. Boundary controls exercise growth in every loaded file and a multibyte
    character. Keep the separate 8,192-byte Codex template test. A future change first
    tries a task pointer, existing native skill or maintained upstream feature. If a
    ceiling must change, add a dated decision with old/new rendered bytes, the required
    behavior, alternatives, primary sources and the comparison that would overturn
    it. Change the constant in the same reviewed diff; do not silently re-baseline it.
    Regenerate carriers and run these tests after the decision.

Decision record

docs/decisions/2026-10-11-compounding-rule-text.md: the dated trigger (the approval as the ruling's addendum-01 records it), what the second sentence leaves in force, the evidence (corrections #161 to #172 and the 2026-10-11 PR triage, with their recorded corrections), the six surfaces, the user-level pickup, the dated byte-budget comparison with its alternatives, the checks and the overturn conditions.

Host evidence

Not applicable: no file under evidence/hosts/ changes.

Checklist

  • New/changed GitHub Actions are pinned to a full commit SHA with a
    version comment (no floating tags). (No Actions change.)
  • New/changed workflows declare top-level permissions: {} and grant each job
    only what it needs (contents: read, or an explicitly justified addition). (No workflow change.)
  • No secrets are printed, logged or committed; no new required secret was
    added without a documented owner.
  • No new paid hosting, subscription or billing surface was introduced.
  • Peer-owned untracked files and worktrees were preserved (not deleted,
    moved or overwritten).

Follow-ups

  • us-equities-trading carries the same two sentences in its own PR: us-equities-trading #87.
  • Not in this PR: a REVIEW.md rule that flags a silent redo or an unrecorded supersession (a proposal only).
  • Not in this PR: the comment at tests/test_codex_worker_lane.py in test_agents_template_is_one_managed_block still says the template is "2,329 bytes since 2026-10-08"; it has been larger since Require upstream citations and failing regressions for corrections #944 and is 3,102 bytes here. Pre-existing, outside the changed lines.
  • Record, budget: cite Codex's project_doc_max_bytes default from the source at the installed version (codex-rs/config/src/config_toml.rs:75 at rust-v0.162.1) beside the docs page.
  • Record, user-level pickup: cite correction Saturation tracking: layers due for a landscape sweep #173 (22:09:31Z). The first rules re-sync appended a second Codex block; rules_resync.sh now writes only to a file that holds exactly one block, and a refusal in managed_block.py codex-md is a routed follow-up.

Trading-lane acknowledgement (trading-cc), as docs/lanes.md requires for a lane:shared PR. Acknowledged at head 09c92223528ffc97ed4c0ce3285245d53ddafd19.

What I checked, by script on that head (whitespace normalized, because the surfaces wrap their lines): the two approved sentences appear as one adjacent pair, exactly once, in each of the six surfaces, word for word as in the CC's ruling command-center/research-cc-role-20261008/ruling-north-star-handbook-compounding-20261011.md (sha256 9dfd309773abd0b24d0923e06426fd46212f92709fdb121fdc33121694ba138d):

Sentence one is the ruling's section 1 text. Sentence two ("Work starts when its named inputs exist, never on a date.") is the ruling's "optional second clause", taken from the 17:31Z no-schedules ruling. Per the CC (message to the trading session after this comment was first posted), the owner's 22:01Z approval did not single that clause out; the CC kept it because it restates the owner's own no-dates direction, and is telling the owner, with the option to drop it. So this acknowledgement says only that the six surfaces carry the text as proposed; it does not assert the owner's explicit approval of the second sentence. The same pair is in uet#87's AGENTS.md and decision record, checked by the same script.

Path ownership: of the ten changed files, none is a trading-lane path under docs/lanes.md (AGENTS.md and manifests/evidence.json are shared hot files; the two changed tests, tests/test_codex_worker_lane.py and tests/test_install_claude_profile.py, are not in its trading-tests list).

What this acknowledgement is not: a read of the tests, the manifests/evidence.json rows, the startup-byte-budget figures or the 232-line record. The foundation lane and Astra read those. It holds for this head; a change to any of the six surfaces needs a re-check.

Add the owner-approved compounding sentences to the "The ecosystem
compounds" bullet on all six always-loaded rule surfaces: AGENTS.md, the
portable Claude block, the Codex template, the scaffold and the two
new-WSL carriers, regenerated with new_wsl_client_config.py --write-blocks.

- tests: a fail-first test that every layer and native renderer carries
  the sentences once, in place (9 failing subtests before the change);
  CORE updated; the Codex top-rule pin re-derived (2,296 bytes); the
  startup byte ceilings raised by a dated comparison to 6,895/7,001.
- docs/decisions/2026-10-11-compounding-rule-text.md: the dated trigger,
  evidence, surfaces, user-level pickup, budget comparison, checks and
  overturn conditions.
- manifests/evidence.json: the changed files re-registered.

Fix the decision record of the compounding rule text,
docs/decisions/2026-10-11-compounding-rule-text.md. The six rule
surfaces do not change.

- Approval: the owner approved section 1's proposal, the first
  sentence, at 22:01Z. The second sentence was presented as an optional
  clause and the owner's answer did not single it out; the command
  center (CC) included it under the owner's delegation, because it
  restates the owner's own no-dates direction. The owner was told at
  23:44Z, with the option to drop it. The record cites the ruling's
  addendum-01 and the SHA256 of each sentence.
- #172: restated with its recorded supersession at 22:18:17Z, under
  which guard bypasses are follow-ups (research-queue row 23). #1014
  landed as ccff876 with only the one-letter POINTER_VARIABLE suffix.
- PR triage: 3 fold receivers (#878, #927, #958) merged without their
  4 donors (#804, #915, #870, #829), citing the triage's addendum-01.
- What the second sentence leaves in force (F1 of the trading lane's
  read of us-equities-trading #87): it forbids a date as the trigger
  that starts work, and every time bound the contract states as a fact
  or protocol window stays.
- Checks: the budget test's sentence now says what the test does (the
  first GPT read of this PR):
  test_growth_in_any_loaded_file_crosses_the_fixed_budget fills the
  available headroom in each loaded file in turn, verifies that
  equality with the ceiling passes, then appends a two-byte UTF-8
  character and verifies rejection.
- manifests/evidence.json: the record re-registered with register_file.

Trading-lane re-acknowledgement (trading-cc) at head 210f0dfd4377c3155492bd16e3cb89aed50b8ce8: by script on this head, the six surfaces (AGENTS.md, adoption/new-wsl/claude-user-instructions.md, adoption/new-wsl/codex-user-instructions.md, adoption/scaffold/AGENTS.md, adoption/templates/codex.AGENTS.template.md, examples/claude-native/CLAUDE.md) and the decision record carry both approved sentences raw-byte exact (320 and 57 bytes, 0 internal newlines, sha256 a38a40e4…61c5 and 1be84fa0…b4bf match), and the changed-file set is the same ten files, none a trading-lane path; it holds for this head, and a change to any surface needs a re-check.
