feat(presets): add changelogUrl link for Forgejo and Gitea digest updates

Changes

Similar to the github preset.
Splitted to two rules:

• first with known platform datasources (no source url matcher required)

• second for git-* datasources, which need a source url to match

• feat(presets): add changelogUrl link for GitLab-based digest updates #41700

Context

I wonder if these should instead be host-specific in their names - it's not a generic "if you're on forgejo", but it's codeforgejo.org

Maybe i.e. giteaComDigestChangelogs instead as the name? Then it's clear it's for gitea.com?

(GitHub is different cause it can support GitHub Server or Cloud)

they are partly cloudy only and partially generic. that's why split them into two rules.
