fix(server): watched PRs wake the agent when they merge - #26271
When a watched PR merged, watch_pull_request ended the watch without telling the agent. On #26248 the agent kept telling Julius it was still watching CI after he had merged it, and a later unwatch_pull_request returned wasWatching: false. Two paths ended a merge silently: a link snapshot that already said merged ended the watch without reading the host, and a read that said merged ended it without a wake. A close already woke the agent.
Fix
A merge or close wakes the agent once, then the watch ends. A merge names the base branch, the merge commit, and who merged it when the host reports that, for example: "Pull request fix(server): ACP Registry searches reuse a recently fetched index #26248 (…) was merged into main by juliusmarminge as 3b2f958, so T3 Code stopped watching it." A close says "closed without merging" and tells the agent to watch again if it reopens.
A merged snapshot now gets one read before the watch ends, so the wake can carry the merge commit. GitHub's watch fingerprint includes the PR state, and other hosts reread when the snapshot changes, so a merge still triggers that read.
PullRequestDetail gains optional mergeCommitSha and mergedBy:
GitHub: mergeCommit and mergedBy in the detail query.
GitCafe: mergeResultOid, or providerMerge.mergeCommitOid for a merge made on GitHub. GitCafe exposes only merger actor IDs, and they are empty on GitHub-routed merges, so it names no merger.
Forgejo: merge_commit_sha and merged_by.
No host puts the closer on the PR itself, so a close names nobody.
A reopened PR is not watched again by itself. The close wake tells the agent to call watch_pull_request, and the new watch resumes from what the old one reported.
The watch_pull_request and unwatch_pull_request descriptions and the user guide say a merge or close wakes once and ends the watch.
Verification
New tests, each failing on main:
runtimeLayer.test.ts "wakes once when a watched pull request merges, naming the merge commit": main sends no wake (expected [] to deeply equal [ '#15: merged, stopped watching' ]).
runtimeLayer.test.ts "a pull request closed, reopened, and then merged wakes once for each end": main wakes for the close, then ends silently once the snapshot says merged.
pullRequestWatch.test.ts covers the message wording; the GitHub, GitCafe, and Forgejo detail-read tests cover the merge commit and merger, which are undefined on main.
Field names were checked against live APIs: GitCafe GET /repos/pingdotgg/t3code/pulls/26248 (providerMerge.mergeCommitOid) and Codeberg's forgejo/forgejo PR 15050 (merge_commit_sha, merged_by). vp run check:changed passes.

A watched PR's merge ended the watch without telling the agent, so it
could keep saying it was still watching a merged PR. A merge or close
now wakes the agent once, naming the merge commit and, where the host
reports it, who merged, and then ends the watch.

Macroscope's review found this PR approvable — Watched PRs now wake the agent once when merged and include available merge details before ending the watch. The change retains existing inactive-thread and stale-watch safeguards and does not perform merges.

Pull-request details now include available merge commit and merger data. When a watched pull request merges or closes, the reactor sends one terminal wake and ends the watch. Tool descriptions and documentation describe the updated behavior.

The reactor records an end message, wakes the watch, and ends it for merged or closed pull requests. Tests, tool descriptions, and documentation cover these outcomes.

These are the takeover's tests. The PR's two runtime watch tests become one
parametrized test covering both paths that ended a merged watch silently on
main (the watch's own read, and a link sync that saw the merge first). The
close/reopen sequence is dropped: a close already woke on main, and its new
wording is covered by the end-message unit test. Per-host merge-commit reads
are cut to the GitHub detail decode; the Forgejo test and the GitCafe
assertion go.

Isolate the two observation cases.
The cases share layerTest but reuse the thread and command IDs. The second case replays the create and watch commands, then can pass using the first case’s notification without testing its own observation path. (raw.githubusercontent.com)
Use distinct thread and command IDs for each case, or provide a fresh layer per case. As per path instructions, “Backend behavior changes should have focused tests for behavior that can break.”
