feat(server): PR watches wake only for requested changes - #24981
watch_pull_request wakes its thread for every kind of change. An agent watching several PRs for review feedback still spends a full turn on passed checks and conflicts it has no work for. The caller cannot choose which changes deserve a wake.
Change
Add an optional events list to watch_pull_request: comment, review, checks_failed, checks_passed, no_checks and conflict. Conversation comments use comment; reviews and inline review comments use review. Each maps to a change the watcher already detects.
The command stores the filter on the watch. The evaluator records all observed state, then filters the changes used to build the wake and count comment-only wakes. Widening a filter does not replay committed observations. Each reactor sync carries the selection used for its read. If the caller changed that selection, the orchestrator rejects both the observed state and the wake; the next sweep rereads the PR. A filter change also invalidates a quiet cached read.
Omitting events keeps today's behavior, including for saved watches and web/mobile controls. Calling the tool again replaces the filter without resetting observed state. The same events in another order change nothing. An empty list is rejected; callers can stop watching with unwatch_pull_request.
Scope and approval
This is configuration of the existing watcher. There is no issue or prior maintainer agreement; the direction awaits maintainer review. Maintainer edits are allowed. Choices to confirm:
Closing the PR, repeated read failures and the comment-only wake limit still wake and end the watch. Merging keeps its existing silent end and thread settlement. Terminal handling is outside the filter.
The new schema field grows the MCP tool list by 255 bytes (agentContextBudget.json: 46109 to 46364), so the Agent context budget check needs the agent-context-increase label if you accept the option.
No client UI or host API changes. The option is available through the shared MCP tool to every provider that receives it. Local, remote and tunnel clients still use the same server command and default behavior.
Verification
Rebased onto current main. All results below are on the rebased head.
vp test run apps/server/src/orchestration-v2/pullRequestWatch.test.ts apps/server/src/orchestration-v2/runtimeLayer.test.ts apps/server/src/mcp/toolkits/pullRequests/handlers.test.ts: 150 passed.
Filter proof: the evaluator test covers filtered and unfiltered wakes, filtered state still advancing, and review vs comment selection. Mapping issue comments to another event fails its comment assertion. The duplicate runtime-layer filter case was removed; the race table below still runs filtered wakes end to end.
Stale-read proof: vp test run apps/server/src/orchestration-v2/runtimeLayer.test.ts -t "current events selection". Four Deferred-controlled cases cover widening, replacement, narrowing and a quiet cached read. Requested failures and reviews arrive once on a following sweep, excluded passed-check and conflict wakes stay quiet, and committed failures are not replayed. These cases failed before the stale-read guard.
vp run check:changed <main merge-base>: format, lint, both knip passes, GraphQL generation, typecheck of 35 packages and 179 tests in 8 files passed, AgentContextBudget.test.ts included.
The previous head's red Lint and Check came from an unused import in LegacySidebar.tsx on its old base, a file this PR does not touch and main no longer has. The Agent context budget job stays red until the label is added.
mcp-tool-use on GPT-6.1 Sol (xhigh), the 18 pull-requests cases that involve watch_pull_request, 2-3 samples each: 36 of 38 samples passed on this head and 36 of 37 on main, with no failing case on either. The two misses on this head (one unlinked PR, one skipped watch) did not use events; main missed once on a third case.
This server-only option suppresses existing wake messages. No screen or control changes.

Macroscope's review found this PR requires human approval — This adds opt-in PR-watch event filtering across shared contracts, orchestration, reactor caching, and wake evaluation, changing which existing changes trigger agent turns and adding concurrency coordination. Existing callers retain the all-events behavior, but the cross-component runtime scope is broader than a small self-contained option.

Walkthrough
Pull-request watches now accept optional event filters. The orchestration layer carries selections through watch updates and synchronization, then filters reported changes while retaining observed state updates.
Adds allowed event values and optional filter fields to the contracts. The MCP watch tool accepts and dispatches the filter. Documentation describes filtering and wake conditions. The configured tool-list byte count increases.
The reactor includes event selections in watch identity and sync commands. The orchestrator normalizes selections, updates watch state, and rejects sync requests when expected and stored selections differ.
Filter reported changes and verify watch behavior apps/server/src/orchestration-v2/pullRequestWatch.ts, apps/server/src/orchestration-v2/pullRequestWatch.test.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts
Watch evaluation reports only eligible changes when a filter is set, while state evaluation still advances for filtered changes. Tests cover filtered changes and selection updates during an in-flight read.

watch_pull_request takes an optional events list (comment, review,
checks_failed, checks_passed, no_checks, conflict). The watch stores it and
evaluatePullRequestWatch drops changes it does not list, while still
recording them so a wider filter later does not replay old news. Omitting it
keeps waking on everything. A closed PR or a watch T3 ends still wakes.

Drain the effect worker before checking persisted watch notifications and
cover a conversation comment after a review. Clarify the watch contract's

Validate the evaluation selection before committing observed state or dispatching a wake. Include it in cached watch keys so a changed filter forces a fresh read even when the stale evaluation had no state change.

The runtime test repeated the evaluator's filter cases. The race table
still covers filtered wakes end to end, and the evaluator test now
checks that a comments-only watch wakes for the issue comment.

Minor · Maintainability & Code Quality · Quick win
The "Agent Context Budget" check fails because mcpToolListJsonBytes grew by 255 bytes.
The pipeline reports growth from 46109 to 46364 bytes compared to main. The new events input on watch_pull_request adds this text to the model-visible tool list. This is the events schema, its description, and the enum values. CI rejects a PR that raises a budget value above main unless it has the agent-context-increase label.
Choose one of these actions:
Shorten the events description in apps/server/src/mcp/toolkits/pullRequests/tools.ts (Lines 65-70). Then set this value to the new measured size. The test comment says to lower the values when the text shrinks.
Keep the text and ask a maintainer to add the agent-context-increase label.
