fix(web): an abandoned machine switch still clears its busy state

If a user left a draft while it was switching machines, abandoning the in-flight request (#20442) also skipped clearing the "Preparing machine" busy state. Coming back to that draft later showed it busy forever.

finish now always clears the busy state for its own scope, whether or not the request was abandoned. Found by CodeRabbit on #20442, which merged before this fix was pushed.
