An interrupted right panel resize can leave the resize cursor active across T3 Code.

Clear the cursor, text selection lock, pointer capture, and pending frame when the panel unmounts, pointer capture is lost, or the window loses focus. Cancelled drags restore the starting width. Completed drags still save the final width.

Validation: five focused tests pass, web typecheck passes, and targeted lint passes. Browser verification has not been run.
