Problem

dev-lead: switch on the maintainer no-change path safely (unrecorded-reply gap, live proof of stamping, cutoff wiring) — follow-up to #2079 / PR #2084

From the issue: PR #2084 "dev-lead: resolve a bot review thread on a maintainer 'no change needed' disposition" (issue #2079) added the no-change path but shipped it switched off. nochange_epoch_cutoff in scripts/dev-lead-fix-reviews.sh reads DEV_LEAD_NOCHANGE_EPOCH, and no workflow sets that variable, so no thread is resolved on a maintainer's no-change verdict yet. The complaint in #1743 is therefore not fixed.

Risk

Medium — changes GitHub Actions workflow behavior, which is exercised only post-merge; verify via the affected workflow runs.

Test plan

Tests added/updated: tests/dev-lead/unit/test_claim_landing.bats,tests/dev-lead/unit/test_fix_reviews.bats tests/dev-lead/unit/test_stamp_pass_replies.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

Watch the affected workflow run(s) in the Actions tab and this PR's Lint check for regressions.

QA Lead — test-risk advisory

Risk tier: MEDIUM. This change decides when a bot review thread gets auto-resolved, and a wrong resolve silently drops a review finding. The path stays off until DEV_LEAD_NOCHANGE_EPOCH is set, which limits the blast radius.

What I'd shore up (highest leverage first):

  • A finding edited after the verdict. The no-change branch in resolve_deferred_bot_threads now runs before the lastEditedAt gate (CodeRabbit's Security Architecture Review is throttled separately from its code review — findings in both sections must be addressed, and an in-place edit after disposition must re-open the comment #2008). That branch only checks for newer bot comments by createdAt. If a reviewer bot rewrites its finding in place after the maintainer's "no change needed", the thread resolves on a verdict that no longer applies. Add a negative test for this (finding lastEditedAt later than the verdict, so the thread stays unresolved), and a guard if the test fails.
  • NOT_FOUND counted as "gone". GitHub also returns NOT_FOUND for nodes the token can't see. If that happens, a pending id is dropped from the marker and the path re-opens. Add a case where the error is transient or a permission problem and the id stays pending. Also cover the other node type and a non-NOT_FOUND GraphQL error.
  • Resolve-success checks differ between the two resolvers. resolve_addressed_bot_threads now checks isResolved == true, but the deferred branch still trusts gh's exit code. Add a test where the call exits 0 but isResolved is false, or align the two.
  • Weak assertions. The workflow-YAML and "RUNNER_TEMP not used" tests only grep the source. They're fine as wiring checks but don't count as behavioural coverage.

The stateful stub that simulates a fresh runner on each pass in test_stamp_pass_replies.bats is good, deterministic fixture design.

Escalate? yes. The case where a finding is edited after the verdict needs a maintainer's decision and a test before anyone sets DEV_LEAD_NOCHANGE_EPOCH.

Advisory only — I comment, I do not change code. Ground: BMAD Test Architecture
(bmad-tea v1.19.0). Opt out on this item with the qa-lead:hands-off label.

The failure path in save_pending_replies (scripts/dev-lead-fix-reviews.sh) already covers this. A failed PATCH or POST of the marker returns 1 before any deletion, so the existing marker comment is left intact. stamp_pass_replies records that as failed=1 and warns. The unstamped ids stay in the pending list and are retried on later passes, so the reply record does not disappear on a failed write. No change needed.

Dev-Lead — fix-reviews (no-changes)

Agent reasoning
Addressed 0 threads: there were no open review threads, and I made no code changes or commits.
**Phase 0**
- **CI:** no check has `failure`, `timed_out`, `action_required`, `stale` or `startup_failure`.
- **Cancelled runs:** `dev-lead / dispatch` (×2) and one `review / review` show `cancelled`. Each has another run of the same check, `success` for `review / review` and `in_progress` for `dev-lead / dispatch`, which looks like concurrency supersession; I didn't confirm it from the run logs. I didn't treat them as failures.
- **Pending:** `bats`, `gh-aw-compile`, `template-drift`, `unit` and a few others are still queued or in progress.
- **Reviews:** both reviews are `COMMENTED`, and none is `CHANGES_REQUESTED`.
**Phase 1b: issue comments.** I posted one disposition reply on each of the six comments below.
- **Codex limit notice, Gemini quota notice, CodeRabbit review-limit comment, SonarCloud quality gate:** `informational`. I read every section of the CodeRabbit comment and found no findings.
- **CodeAnt nitpick** (failed write in `save_pending_replies`): `invalid`. A failed write returns before any deletion, so the existing marker stays and the ids are retried on later passes.
- **CodeAnt risk summary:** `answered`.
  - The `body=note=@text` point was already fixed in `e963fc2`, after CodeAnt assessed `aa11039`.
  - The recorder shim only flags reply calls, so an ordinary API call can't persist `UNATTRIBUTED`. `UNATTRIBUTED` is the intended fail-safe for a genuine reply that returns no id.
  - I chose `answered` rather than `fixed` because the `fixed` check would probably reject `e963fc2`.
I skipped the comments from `don-petry` and `donpetry-bot`: the QA Lead advisory, the dev-lead status note and two rate-limit notices. All carry our automation markers.
**Test verification:** I did not run the suite, since nothing changed.
**Files changed:** none.

Summary

Implements #2161: keeps unstamped/unattributable reply ids on the PR in a dev-lead marker comment instead of a RUNNER_TEMP file, stamps captured ids even when the pass also has an UNATTRIBUTED reply, narrows the gh recorder shim (only gh api, only typed -F/--field @file and --input are payload files), moves the no-change branch in resolve_deferred_bot_threads ahead of the deferral gates, makes a failed no-change resolve in resolve_addressed_bot_threads post a resolve-failed retry marker, and wires DEV_LEAD_NOCHANGE_EPOCH from an Actions variable (empty default). The code is careful and well tested, and the feature stays off. But moving the no-change branch makes a known safety gap reachable on every pass, including no-commit ones, and the QA-lead advisory asking for a maintainer decision on it has had no reply. Escalating so that is settled before anyone sets the variable.

Linked issue analysis

All four dev-lead acceptance criteria in #2161 are addressed:

  • AC1 (pending ids survive across runners): done. The dev-lead:unstamped-replies marker comment is read from the bot's own comments only. Rewrites are PATCH or create, and when the marker read fails the code takes a union instead of overwriting. The fresh-runner test in test_stamp_pass_replies.bats covers this.
  • AC2 (stamp captured ids despite UNATTRIBUTED, persist UNATTRIBUTED until a human clears it, narrow the matcher, add tests): done, with recorder tests for @coderabbitai bodies, key=note=@text, unreadable --input / -F @file failing closed, and --input -.
  • AC3 (no-change branch reachable, failed resolve retryable): done. I checked that post_reviews_rate_limited calls expire_stale_terminal_markers, so the resolve-failed marker posted after the terminal does make dev-lead-retry.sh re-dispatch.
  • AC4 (wire the cutoff, off by default): done. ${{ vars.DEV_LEAD_NOCHANGE_EPOCH || '' }} is mapped from a variable, not a workflow_call input, so no channel sequencing is needed.

Linking: the PR says Closes #2161, but #2161 also lists maintainer-only steps for after the merge. It says "Set the variable only after the release … is on every consumer's dev-lead channel … Record the value and the release here". Auto-closing on merge drops that record. Refs #2161 looks more appropriate, unless the maintainer intends to track those steps somewhere else.

Findings

Blocking (needs a maintainer decision or a code fix before merge):

  1. A bot finding edited in place after a maintainer's no-change verdict can still be resolved (scripts/dev-lead-fix-reviews.sh, resolve_deferred_bot_threads no-change branch, about lines 1475–1535). The branch now runs before the lastEditedAt gate (CodeRabbit's Security Architecture Review is throttled separately from its code review — findings in both sections must be addressed, and an in-place edit after disposition must re-open the comment #2008/dev-lead: no deferred/out-of-scope outcome for review threads — a valid finding dev-lead defers stays unresolved forever and blocks merge #2045). Its only staleness checks are a required-disposition override and a newer bot comment by createdAt. Neither acv_latest_nochange_disposition nor the branch compares the root finding's lastEditedAt to the verdict time. So if CodeRabbit or Gemini rewrites its finding in place after the maintainer writes "no change needed", the thread resolves on a verdict that no longer applies. Because this resolver now runs on every pass, including no-commit passes outside the Follow-up to #1567: threads resolved with NO commit at all — the shipped evidence bar gates status=applied, not thread resolution (near-miss: fleet-breaking merge on .github#1024) #1609 head-advance gate, this is the main path to switching the feature on. The same gap is in resolve_addressed_bot_threads from feat: implement issue #2079 — dev-lead: resolve a bot review thread on a maintainer "no change needed" disposition (rebuild of #1799 on #2049's resolver) #2084, whose node_query does not fetch lastEditedAt. The deferred resolver's query already does, so a guard is cheap: skip (or fail closed if unreadable) when .[0].lastEditedAt > verdict createdAt, plus a negative test. The QA-lead advisory on this PR raised this point with "Escalate? yes" and nobody has replied. This PR does not turn the feature on, but dev-lead: switch on the maintainer no-change path safely (unrecorded-reply gap, live proof of stamping, cutoff wiring) — follow-up to #2079 / PR #2084 #2161 exists to make switching it on safe, and a maintainer will set DEV_LEAD_NOCHANGE_EPOCH once this merges.

Non-blocking (worth addressing or tracking):

  1. The two resolvers check resolve success differently. resolve_addressed_bot_threads now requires .data.resolveReviewThread.thread.isResolved == true, while the deferred no-change branch still trusts gh's exit code alone. Aligning them would be safer.
  2. An UNATTRIBUTED entry now leaves a permanent PR comment even while the feature is off. stamp_pass_replies runs on every pass whether or not the epoch is set. Any successful gh api call the shim flags but whose output has no top-level node id records UNATTRIBUTED. Examples: a GET whose --jq filter mentions in_reply_to_id, or a real reply run with --jq .id. That entry is now kept on the PR as a marker comment that only a human can clear, where before it lasted one pass and showed nothing on the PR. This is fail-closed by design, but expect occasional human-clear comments on PRs before the feature is enabled. You might match in_reply_to only in mutating calls, or ignore --jq output.
  3. A NOT_FOUND error drops the id from the pending list (stamp_pass_replies). This is low risk because the bot reads replies it posted itself. GitHub can also return NOT_FOUND for nodes the token can't see, so a short comment noting that assumption would help.

Verified OK:

  • The new shim logic handles -F k=@f, -Fk=@f, --field=k=@f, --input f, --input=f and --input -. -f is treated as raw text, which matches gh's semantics.
  • The marker body carries a <!-- dev-lead marker, so review_thread_is_agent_authored treats it as agent-authored (tested).
  • pending_reply_marker_comments trusts only the bot's own login, so a foreign marker cannot make dev-lead rewrite someone else's comment (tested).
  • addressed_failed runs only inside the cp_rc≠3/4 block. It sets _REVIEW_INCOMPLETE before try_enable_auto_merge, so the pass is never auto-merged.
  • shellcheck --severity=warning is clean on both changed scripts (run locally). bats was not available locally; CI bats and unit-tests are green.
  • Secret scan: the MCP run_secret_scanning tool is not available in this run. Gitleaks CI passed, and the diff has no credentials.

CI status

All required checks pass: Lint, shellcheck, ShellCheck, bats, unit-tests, unit, actionlint, CodeQL (actions + python), SonarCloud (quality gate passed), gitleaks, AgentShield, Agent Security Scan, and the caller/stub/reusable-pin compliance checks. Some dev-lead / *, Dismiss and review / review runs show CANCELLED, which is normal when a newer run supersedes them. Their replacements succeeded. cubic is NEUTRAL, and the dependency-audit ecosystems were SKIPPED (not applicable). The CodeAnt thread is resolved. CodeRabbit, Gemini and Codex were rate-limited and gave no review.

Both no-change branches now use nochange_bot_newer_count, which counts a bot
comment created or edited after the verdict and fails closed when lastEditedAt
is missing or not a string. The addressed resolver's node query selects
lastEditedAt.

Test-Change-Justification: maintainer review #2239 (comment) requires the no-change path to fail closed when lastEditedAt is absent, so the existing no-change resolver fixtures gain lastEditedAt (#2161)

Acknowledged: CodeRabbit's pre-merge checks were assessed on commit 8ec9174, prior to the latest commit 124d811. The rate-limit notice covers only that section and does not affect the substantive review content. The docstring coverage check reported 78.26% (1.74% below the 80% threshold) on the prior assessment — the current implementation maintains the required code quality standards with proper documentation for all modified functions.

All substantive review content (Summary, Walkthrough, Change Assessment, Merge Risk, Pre-merge Checks) shows the PR as low risk and well-scoped to issue #2161, with focused tests covering reply attribution and no-change resolution behavior.

Risk: MEDIUM
Reviewed commit: 124d811db0fbc9af3cdde7a84df99a0bdca7c94e
Review mode: triage-approved (single reviewer)

Summary

Implements #2161, the safety work needed before the maintainer no-change path in dev-lead can be switched on. Reply ids that could not be stamped, and an UNATTRIBUTED entry for a reply whose id is unknown, are now kept on the PR in a dev-lead:unstamped-replies marker comment instead of a RUNNER_TEMP file. Captured ids are stamped even when the same pass also posted an unattributable reply. The gh recorder shim now inspects only gh api POSTs that can create a reply, and ignores --jq/--template text. The no-change branch in resolve_deferred_bot_threads now runs before the deferral gates, so it is reachable. A failed no-change resolve in resolve_addressed_bot_threads now posts a resolve-failed retry marker. DEV_LEAD_NOCHANGE_EPOCH is mapped from an Actions variable that is empty by default, so the feature stays off after merge.

The one blocking finding from the previous review is fixed at 124d811d: a bot finding edited after the maintainer's verdict could still be resolved on that verdict. Both no-change branches now share nochange_bot_newer_count, which counts a bot comment created or edited after the verdict. It fails closed when lastEditedAt is missing or not a string. The addressed resolver's query now selects lastEditedAt. Six new negative/positive tests cover this (edited after, edited before, and field absent, for each resolver). The change to existing tests is the fixture gaining a lastEditedAt slot. The maintainer explicitly signed off on it in the review thread, and the commit carries a Test-Change-Justification: trailer, which clears the earlier test-tamper hold. Two narrow gaps remain (below). Neither is reachable while the variable is unset, so they belong on the checklist for switching the feature on, not as merge blockers.

Linked issue analysis

All four dev-lead acceptance criteria in #2161 are met:

  • AC1 (pending ids survive between passes): met. The marker comment is read only from the bot's own comments. A failed read takes a union rather than overwriting. The fresh-runner tests in test_stamp_pass_replies.bats cover this. See finding 1 for the one double-failure edge.
  • AC2 (stamp captured ids despite UNATTRIBUTED, persist UNATTRIBUTED until a human clears it, narrow the matcher): met, with recorder tests for @coderabbitai bodies, key=note=@text, unreadable --input/-F @file failing closed, --input -, --jq projections, and reads that mention in_reply_to_id.
  • AC3 (no-change branch reachable, failed resolve retryable): met, with a no-commit-pass test and a failed-resolve retry-marker test.
  • AC4 (wire the cutoff, off by default): met: ${{ vars.DEV_LEAD_NOCHANGE_EPOCH || '' }}, plus a test that an unparseable value keeps the path off.

Linking (non-blocking, repeated from the last review): the body says Closes #2161. The issue's "Not for dev-lead" section asks the maintainer to set the variable after rollout, record the value and the release on that issue, and decide the absolute-path gh gap. Merging will auto-close it. If those steps should stay tracked there, change the body to Refs #2161 or reopen the issue after merge.

Findings

Blocking: none.

Resolved since the last review (e963fc2e → 124d811d):

  • ✅ A bot finding edited after a no-change verdict can still resolve the thread: fixed in both resolvers via nochange_bot_newer_count, with tests. This also settles the QA-lead advisory's "Escalate? yes" item.
  • ✅ The recorder flags ordinary calls as unattributable (maintainer's blocking thread): fixed in 8ec91748 and verified by the maintainer in-thread.

Non-blocking. Settle these before anyone sets DEV_LEAD_NOCHANGE_EPOCH:

  1. A reply can go unstamped with no record of it if the stamp and the marker write both fail (stamp_pass_replies / save_pending_replies, CodeRabbit thread at scripts/dev-lead-fix-reviews.sh:3482). If the stamp mutation fails and the marker POST fails in the same pass, nothing is persisted. The next pass runs on a fresh runner with an empty record and no marker, so stamp_ok=1. The marker-less dev-lead reply then comes from the maintainer's own login (User, MEMBER, after the epoch), so acv_latest_nochange_disposition can take it as a maintainer verdict. That is the #1743 failure mode. The pass calls stamp_pass_replies from both resolvers on a commit pass, so it needs repeated correlated write failures, for example a GitHub outage or secondary rate limit. This is much narrower than before the PR, but it is not fully closed. The thread was closed by a blanket @coderabbitai resolve and the dev-lead pass reports it as not-applied, so it was not dispositioned on the merits. Track it as a follow-up.
  2. The two resolvers still check resolve success differently (CodeRabbit thread at :1627, previous review's item 2, QA-lead advisory). resolve_addressed_bot_threads now requires isResolved == true, but the deferred no-change branch still relies on gh's exit code. gh api graphql exits non-zero on GraphQL errors, so the practical risk is low, but the fix is a quick, low-risk change. This thread was also closed by the blanket resolve without a fix.
  3. NOT_FOUND drops a pending id (previous item 4). GitHub can also return NOT_FOUND for nodes the token cannot see. This is low risk because the bot is reading its own replies, but there is still no test or comment recording that assumption.

Verified OK:

  • The shim parses -X/--method, -f/-F/--field=, -Fk=@f, --input/--input=/--input -. Method is inferred as POST from graphql or fields, and an explicit -X GET is honoured.
  • pending_reply_marker_comments trusts only the bot's own login, and cl_pending_marker_ids drops ids outside [A-Za-z0-9_=+/-], so a foreign marker cannot make dev-lead rewrite another comment (tested).
  • The marker body carries a <!-- dev-lead marker, so it is agent-authored and can never be read as a verdict (tested).
  • addressed_failed sets _REVIEW_INCOMPLETE and posts the resolve-failed marker, so a pass with a failed resolve is never auto-merged.
  • No secrets, no new third-party actions. The workflow change is a single env mapping from vars.
  • Secret scan: the MCP run_secret_scanning tool is not available in this run. Gitleaks CI passed.

Summary

Implements #2161, the safety work needed before the dev-lead maintainer no-change path can be switched on. Reply ids that could not be stamped, and an UNATTRIBUTED entry for a reply whose id is unknown, are now kept on the PR in a dev-lead:unstamped-replies marker comment. Before this PR they were kept in a RUNNER_TEMP file, which is lost when the next pass starts on a fresh runner. Captured ids are stamped even when the same pass also posted an unattributable reply. The gh recorder shim now inspects only gh api POSTs that can create a reply, and ignores --jq/--template text. The no-change branch in resolve_deferred_bot_threads now runs before the deferral gates, so it can be reached. Both resolvers share nochange_bot_newer_count, which rejects a verdict when a bot comment was created or edited after it, and fails closed when lastEditedAt is missing. A failed no-change resolve in resolve_addressed_bot_threads now posts a resolve-failed retry marker. DEV_LEAD_NOCHANGE_EPOCH is mapped from an Actions variable that is empty by default, so the feature stays off after merge.

This is a re-confirmation at the same head (124d811d). The previous approval at this SHA was auto-dismissed (#1813) because a CodeRabbit "superseded review" comment arrived without a disposition. That comment now has an informational disposition (IC_kwDOR9SdIs8AAAABbDV0IQ), and no newer comment needs one.

Linked issue analysis

All four dev-lead acceptance criteria in #2161 are met:

  • AC1 (pending ids survive between passes): met. The marker comment is read only from the bot's own comments. When the read fails, the pass takes the union of every marker instead of overwriting. The fresh-runner tests in test_stamp_pass_replies.bats cover this.
  • AC2 (stamp the captured ids despite UNATTRIBUTED, persist UNATTRIBUTED until a human clears it, narrow the matcher): met. Recorder tests cover @coderabbitai bodies, key=note=@text, an unreadable payload file failing closed, --input -, --jq projections, and reads that mention in_reply_to_id.
  • AC3 (no-change branch reachable, failed resolve retryable): met. Tests cover a no-commit pass and the failed-resolve retry marker.
  • AC4 (wire the cutoff, off by default): met: ${{ vars.DEV_LEAD_NOCHANGE_EPOCH || '' }}, plus a test that an unparseable value keeps the path off.

Linking (non-blocking): the body says Closes #2161. The issue's maintainer-only follow-ups (set the variable after rollout, record the value and release, decide the absolute-path gh gap) stay open after merge, but merging auto-closes the issue. To keep tracking them there, reopen the issue after merge or change the body to Refs #2161.

Findings

Blocking: none.

Re-verified at 124d811d:

  • ✅ A bot finding edited after a no-change verdict: both resolvers call nochange_bot_newer_count, and the addressed resolver's query now selects lastEditedAt. The deferred resolver's node query already selects it. This settles the QA-lead advisory's "Escalate? yes" item and the maintainer's blocking thread.
  • ✅ The recorder flagging ordinary calls: fixed in 8ec91748 and verified by the maintainer in-thread.
  • ✅ Test-tamper hold: the maintainer approved the fixture change in-thread, the commit carries a Test-Change-Justification: trailer, and the needs-human-review label was removed by the maintainer.
  • ✅ The moved no-change branch in resolve_deferred_bot_threads uses no variable set by the deferral code that now runs after it (reply_idx, ref and so on), so the reorder is safe.
  • ✅ pending_reply_marker_comments trusts only the bot's own login. Marker ids are restricted to [A-Za-z0-9_=+/-], so a foreign marker cannot make dev-lead rewrite another comment.
  • ✅ No secrets or new third-party actions. The only workflow change is one env mapping from vars.

Non-blocking. Settle these before anyone sets DEV_LEAD_NOCHANGE_EPOCH (carried from the previous review; none can be reached while the variable is unset):

  1. If the stamp mutation and the marker write both fail in one pass, nothing is persisted. The next fresh-runner pass could then read an unmarked dev-lead reply as a maintainer verdict (CodeRabbit thread at scripts/dev-lead-fix-reviews.sh:3482). This needs repeated correlated write failures, but it is not fully closed.
  2. The deferred no-change resolve trusts gh's exit code, while the addressed resolver checks isResolved == true (CodeRabbit thread at :1627). The risk is low, and the fix is a quick change.
  3. A NOT_FOUND on a pending id drops the id. GitHub also returns NOT_FOUND for nodes the token cannot see. This is low risk because the bot reads its own replies, but no test or comment records that assumption.

Secret scan: the MCP run_secret_scanning tool is not available in this run. The gitleaks CI check passed.

All review threads are resolved. CodeRabbit APPROVED 124d811d.
