WalkthroughThe change adds marker-based recognition of maintainer no-change dispositions and uses them in both bot review thread resolution paths. The pass records and stamps its own replies. Resolution remains disabled when the configured epoch or reply attribution is unavailable. ChangesMaintainer no-change dispositions

Suggested labels: Merge Risk: 🔵 Low · up to Automatic resolution of review threads on a maintainer's "no change needed" comment ships turned off until an epoch is configured. One remaining edge case should be fixed before enabling it: the fresh re-read can miss a comment beyond the first 100 and resolve the thread anyway. The change is mergeable as long as the feature stays disabled. Pre-merge checks |

Code Review
This pull request introduces the acv_latest_nochange_disposition function to identify marker-less maintainer comments indicating that no code changes are needed, along with comprehensive unit tests to verify its behavior under various conditions. It also updates acv_latest_maintainer_disposition to fail closed on unparseable timestamps. The review feedback suggests two valuable improvements: ensuring the portability of the base64 decoding command across different environments and optimizing the ISO-8601 date validation inside the loop to avoid potential external process overhead.

Summary
Adds a maintainer "no change needed" path to both bot-thread resolvers (#2079 AC1–AC6). Authorship is decided by marker and authorAssociation, not login. A recording gh shim captures the node id of every reply the engine posts, and stamp_pass_replies appends <!-- dev-lead:reply --> to only those replies, so dev-lead's own skip notes can't authorize a resolution. The new path fails closed: it needs a full comment page, a fresh re-read with the thread unchanged, no newer REQUIRED disposition and no newer bot comment. It is off until DEV_LEAD_NOCHANGE_EPOCH is set, which is tracked in #2161. Rated MEDIUM, not LOW: this is non-trivial logic that decides when merge-blocking threads get resolved, and it wraps the engine's gh in a PATH shim. Confirms the triage approval. The notes below are non-blocking because the path is disabled, but the first one must be fixed before #2161 turns it on.
Linked issue analysis
Closes #2079. All six acceptance criteria are covered:
- AC1: the no-change case is in
resolve_deferred_bot_threadsand also inresolve_addressed_bot_threads. It does the fresh re-read, the unchanged-thread check, and rejects a newer REQUIRED disposition or bot comment. - AC2:
acv_latest_nochange_dispositionis carried over with its negation, question and hedge rejection, and now uses the marker and association rules. - AC3:
acv_latest_maintainer_dispositionnow returns rc2 (fail closed) when an unparseable timestamp sits next to a valid one. There is a test for this. - AC4 and AC5: a stamped reply, and a marker-less pre-epoch note such as "No change needed in this pass" or "Skipped: false positive", both return rc1. The resolver test confirms a thread whose only no-change comment was posted by the pass stays open.
- AC6: attribution is by recorded reply id, never by time window. The cutoff comes from configuration, and unset disables the path. Tests show a maintainer comment the pass did not post stays byte-identical and still resolves, and that an unset epoch resolves nothing.
The issue's status note says merging this does not close #1743; that is tracked in #2161.
Findings
Non-blocking. Items 1 and 2 must be fixed before #2161 sets DEV_LEAD_NOCHANGE_EPOCH.
- The unstamped-reply retry list doesn't survive between runs (
scripts/dev-lead-fix-reviews.sh,stamp_pass_replies). Reply ids that failed to stamp are saved to${RUNNER_TEMP:-/tmp}/dev-lead-unstamped-replies-<PR>.RUNNER_TEMPis wiped after every job, and nothing caches it. Within one job the list is retried, because both resolvers callstamp_pass_replies. But if stamping keeps failing until the job ends, the next run starts with an empty record and no pending file. The reply is then forgotten: a marker-less, post-epoch,don-petry/MEMBER "no change needed" skip note would read as the maintainer's verdict. That is exactly what AC4 forbids. The code comment saying ids "stay pending until stamped" / "later passes retry it" is only true within one job. Before enabling the path, store the pending ids somewhere durable (for example a PR-scoped marker comment, a cache or an artifact), or fail closed for the whole PR while any recorded reply is unstamped. - The shim only recognizes some ways of posting a reply (
scripts/lib/claim-landing.shcheck()). It matchesaddPullRequestReviewThreadReply,*/replies*andin_reply_to. It misses the GraphQLaddPullRequestReviewComment(input:{inReplyTo:…})form (camelCase) and anything that doesn't go throughghon PATH. A reply posted that way is not recorded, so it is never stamped and fails open. All three prompts use the covered mutation with{ comment { id } }, so this doesn't happen today. Consider adding*inReplyTo*and*addPullRequestReviewComment*to the match list. Matching too broadly is safe here because it only produces UNATTRIBUTED, which fails closed. - Two AC6 test cases are missing. There is no resolver test showing that a
don-petryREQUIRED comment posted mid-pass, which the pass didn't post, stays untouched and still blocks. The maintainer case only uses a no-change body. There is also no explicit test that a top-level comment (gh pr comment) is never recorded or stamped. The shim'spr viewpassthrough test only covers this indirectly. - Minor: in
resolve_addressed_bot_threads, a failed resolve on the no-change path only logs a warning. The deferred resolver also incrementsfailed_countand posts a retry marker. That's acceptable because the next pass retries, but the two resolvers behave differently.
Secret scan: the run_secret_scanning MCP tool is not available in this run. The gitleaks CI check passed.
CI status
All required checks pass: Lint, ShellCheck/shellcheck, bats, unit-tests, CodeQL, SonarCloud, gitleaks, AgentShield, actionlint and the stub/validation suite. The CANCELLED runs (dev-lead / dispatch|ci-relay|resume, one Dismiss, one review / review) are superseded automation dispatches; each has a SUCCESS counterpart or is not a gate. Ecosystem audits that don't apply were SKIPPED. All 27 review threads are resolved. mergeStateStatus is BLOCKED only because an approving review is still required.

Problem
dev-lead: resolve a bot review thread on a maintainer "no change needed" disposition (rebuild of #1799 on #2049's resolver)
From the issue: A bot review thread whose correct answer is "no change needed / false positive" can never be resolved by automation. Under
required_review_thread_resolutionit blocks merge until a human resolves it by hand (#1743). PR #1799 tried to fix this but was closed as superseded: - It went 10 commits behind main and conflicted with #2049. - It has a production bug: dev-lead'sBOT_USERisdon-petry, the same account the maintainer uses.acv_latest_nochange_dispositionskips comments by that login, so the maintainer's own "false positive" reply was always ignored.Risk
Low — changes automation shell logic under scripts/, covered by shellcheck (--severity=warning) and the bats suite.
Test plan
Tests added/updated:
tests/dev-lead/unit/test_addressed_claim_verify.bats. Verification:bash scripts/dev-lead-lint.sh(shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.Rollback
Revert this PR. No non-revertible side effects (no tags, migrations, or external state).
Monitoring
This PR's Lint (shellcheck) and bats checks show pass/fail; watch subsequent dev-lead / pr-review runs for behavioral regressions.
