refactor(reth-bb): clone staged big-block plans Clone staged big-block plans instead of consuming them when an executor is created. This lets multiple executors for the same payload each own independent segment state. Executor initialization now selects its starting segment from the BAL index: index 0 preserves the existing serial path, while future worker executors can start directly in the segment containing their transaction.

Clone staged big-block plans instead of consuming them when an executor is created. This lets multiple executors for the same payload each own independent segment state.
Executor initialization now selects its starting segment from the BAL index: index 0 preserves the existing serial path, while future worker executors can start directly in the segment containing their transaction.
