Normally we update all osbuild versions together. However, with this change, there are only two changes: osbuild/osbuild@f29f4f2...285a024 Updating the commit for Fedora 41 would rebuild all test images. Instead, let's only the commit Fedora 43 so we can start running unit tests for that distro version and avoid rebuilding all the images.

Following up from #1818. We now have Fedora 43 rpms of osbuild. Fedora 44 still needs runners.
