…one exists
comment-success previously only edited the sticky comment if one already
existed ("never create one just to say things are fine"), which made
sense before the Reserve workflow existed: a passing PR that never failed
got no comment at all, by design.
Now that e2e-reserve-comment-on-start.yml posts a "Running" placeholder
unconditionally as soon as a suite starts, a passing/skipped run should
always update that same comment instead of only doing so when one happens
to already exist. Removed the `if: steps.comment.outputs.id != ''` guard
from all three of this job's remaining steps.
This also closes a real gap surfaced live on PR #980: Reserve's own
workflow_run type "requested" doesn't fire for reruns of an existing run
(confirmed -- the /e2e-ready replay there reused the same run IDs and
never got a fresh placeholder), so a suite whose first-ever completion is
a rerun with no pre-existing comment now still gets one created here from
scratch, rather than silently no-opping.
Also fixes a bug caught in review, in this same job: "Upsert PR comment"
unconditionally PATCHed .../issues/comments/${COMMENT_ID} regardless of
whether COMMENT_ID was actually set -- an incorrect claim in an earlier
version of this commit's own message said this step "already handles
create-vs-update", but it didn't; only the diagnose job's identical-
looking step does. Every live test so far (PR #980, this PR's own runs)
masked this because Reserve had always already created the comment
before comment-success ran, so COMMENT_ID was never actually empty in
practice -- but the exact "rerun with no pre-existing comment" case this
change was written to fix would have hit a malformed PATCH to
.../issues/comments/ with no ID and silently failed to post anything.
Now branches on COMMENT_ID the same way the diagnose job does: PATCH an
existing comment, POST a new one otherwise.
Testing:
- Live-verified upsert-pr-comment.py creates a correct, well-formed
comment from scratch for a "Passing" section with no prior comment
(previously only exercised for the diagnose job's failure path).
- test_ai_diagnose_failure.py: all 52 tests pass (unaffected).
- actionlint clean.

Problem
`comment-success` only ever edited the sticky comment if one already
existed. That made sense before the Reserve workflow (#551)
existed -- a passing PR that never failed got no comment at all, by
design. Now that `e2e-reserve-comment-on-start.yml` posts a "⏳ Running"
placeholder unconditionally as soon as a suite starts, a passing/skipped
run should always update that same comment, not only when one happens to
already exist.
Fix
Removed the `if: steps.comment.outputs.id != ''` guard from all three of
`comment-success`'s remaining steps. "Upsert PR comment" already handles
create-vs-update based on whether `COMMENT_ID` is set, so no other logic
needed to change.
This also closes a real gap surfaced live while testing PR osac#980:
Reserve's own `workflow_run` type `requested` doesn't fire for reruns
of an existing run (confirmed live -- an `/e2e-ready` replay there reused
the same run IDs and never got a fresh placeholder). A suite whose
first-ever completion is a rerun with no pre-existing comment now still
gets one created from scratch here, instead of silently no-opping.
Testing
comment from scratch for a "Passing" section with no prior comment
(previously only ever exercised via the `diagnose` job's failure path).
