…inning Three CodeRabbit findings on PR osac-project#551, all verified against current code before fixing: - resolve-pr-from-head-sha: `grep -oE ... | sort -u | wc -l` aborted the whole step under set -eo pipefail whenever a commit message had zero "(#N)" trailers (grep's own exit 1 for no match) -- a common, legitimate case, not an error. Confirmed by direct reproduction. Fixed with `|| true` on the full pipeline; verified both the zero-match and multi-match counting behavior still work correctly. - ai-diagnostic-e2e.yml's "Skipped" placeholder message named "readiness checks" as the reason a suite never ran, but has-test-evidence == false also covers a doc-only PR where the suite simply wasn't needed (changes job's own should-run: false) -- flatly wrong to call that a readiness failure. Reworded to a neutral explanation covering both cases. - e2e-reserve-comment-on-start.yml's Checkout repository step pinned `repository: osac-project/osac-test-infra` with no `ref:`, defaulting to whatever's on the default branch AT CHECKOUT TIME rather than the exact commit this running reusable workflow was actually invoked from -- matches an existing, already-adopted pattern in this same repo (e2e-on-label.yml) for exactly this reason. Switched to job.workflow_repository/job.workflow_sha, with the matching actionlint.yaml ignore entry (v1.7.12's schema predates that job context addition, same gap e2e-on-label.yml already has an ignore for). Testing: test_ai_diagnose_failure.py all 52 tests still pass (unaffected); actionlint clean on both changed workflow files.

Three changes, prompted by PR #951 failing 10/10 retries with an empty
Gemini response ("finish_reason=STOP", well under the thinking-token
budget -- the documented, unresolved, cyclical Google-side reliability
quirk, not a prompt problem):
1. Increase retries/backoff on the primary model: MAX_RETRIES 5 -> 7,
backoff base 2s -> 3s, cap 30s -> 45s.
2. Add a fallback tier: once the primary model exhausts every retry with
nothing usable, automatically retry on GEMINI_FALLBACK_MODEL (fewer
retries -- FALLBACK_MAX_RETRIES=3). A different model is the actual
mitigation for a quirk reported as an hours-long, per-model outage --
more retries on the SAME model just keeps hitting the same window.
_generate_with_retry now takes a max_retries parameter so both tiers
share the identical retry/backoff implementation rather than two
copies that could drift.
Also moves the default model lineup off gemini-2.5-pro/gemini-2.5-flash
(both retire October 16, 2026 regardless) to gemini-3.1-pro-preview
(primary) and gemini-3.7-flash (fallback) -- confirmed live against the
osac-ci project (both work, but only on Vertex AI's "global" endpoint,
not us-central1 or any other region tried; vertex-ai-auth's own default
location changes accordingly). The 2.5 pricing rows stay in
GEMINI_PRICING_USD_PER_MILLION in case they're selected again before
retirement.
3. New workflow (e2e-reserve-comment-on-start.yml, workflow_run type
"requested" rather than "completed") posts a "⏳ Running" placeholder
into the same sticky PR comment as soon as an E2E suite starts, not
just once something fails -- previously a passing-so-far PR got no
comment at all, easy to miss that tests were even running. Shares PR
resolution with ai-diagnostic-e2e.yml via a new resolve-pr-from-head-sha
composite action (extracted rather than duplicated) and shares the
sticky-comment upsert mechanics via the existing upsert-pr-comment.py.
comment-success's own trigger condition is broadened to also fire when
a suite never reaches the real full-install job at all (e.g. blocked by
the e2e-readiness gate) so that placeholder gets resolved instead of
being stuck saying "Running" forever -- the one real edge case
introduced by posting the placeholder unconditionally. That resolution
message deliberately doesn't assert a specific cause (readiness gate
vs. a doc-only PR that just didn't need the suite) since this step has
no cheap way to tell which one actually happened.
Also fixes issues caught in two rounds of review:
- resolve-pr-from-head-sha: the merge_group PR-batching check's
`grep | sort -u | wc -l` aborted the whole step under set -eo pipefail
whenever a commit message had zero "(#N)" trailers (a common, legitimate
case, not an error) -- confirmed by direct reproduction, fixed with
`|| true` on the pipeline.
- resolve-pr-from-head-sha: a failed `gh api commits/...` lookup silently
fell through as an empty commit_message, making the batching count read
as 0 ("confirmed no batching") instead of "unknown" -- could attribute a
genuinely-batched merge-queue failure to the wrong PR. Now fails closed
(found=false) immediately when the lookup itself fails.
- ai-diagnostic-e2e.yml's GEMINI_FALLBACK_MODEL used
`inputs.gemini-fallback-model == null` to detect the native-trigger
case, which likely never matches if that context actually yields an
empty string rather than null there -- would silently disable the
fallback tier on the primary (fork-PR) diagnosis path. Reworked to use
inputs.gemini-model's own truthiness as the workflow-call discriminator
instead (always non-empty whenever this run went through workflow_call
at all, falsy otherwise, regardless of which falsy value GitHub actually
produces) -- verified by hand-tracing all three cases (native trigger;
workflow_call with no override; workflow_call with an explicit "").
- All three of this file's own Checkout repository steps (previously a
bare `repository: osac-project/osac-test-infra` defaulting to whatever's
on the default branch at checkout time) now pin
job.workflow_repository/job.workflow_sha instead, matching e2e-on-
label.yml's already-established pattern and this file's own new
e2e-reserve-comment-on-start.yml sibling: the exact commit THIS running
reusable workflow was actually invoked from, not whatever main moved to
in between.
- resolve-pr-from-head-sha's merge_group PR-batching check calls
commits/{sha}, a Contents API endpoint -- but the resolve job only
granted pull-requests: read, not contents: read. Combined with the
fail-closed fix above, this meant every merge_group-triggered diagnosis
403'd on that lookup and silently resolved to found=false, disabling
merge_group diagnosis entirely. Added contents: read to the resolve
job's permissions (diagnose/comment-success already had it, for their
own checkout steps) and updated the action's github-token description
to document both scopes it actually needs.
Testing:
- test_ai_diagnose_failure.py: 52 tests (13 new), including a mocked-SDK
integration suite (CallGeminiFallbackTests) exercising the actual
fallback-triggering control flow in call_gemini() itself, not just the
retry primitive.
- Live-verified end-to-end against osac-ci (github-runner@osac-ci-1):
gemini-3.1-pro-preview + location=global produces a real diagnosis
(confirmed correct cost math against the new pricing rows); gemini-3.5-
flash-lite/gemini-3.7-flash/gemini-3.1-pro-preview/gemini-3-flash-preview
all confirmed reachable the same way, gemini-3-pro-preview confirmed not
(superseded by 3.1-pro-preview).
- Live-verified upsert-pr-comment.py's section rendering for the full
Running -> Skipped -> (another suite's) Running lifecycle.
- Live-verified the extracted resolve-pr-from-head-sha logic still
resolves a real open PR from its head SHA correctly, that its pipefail
fix handles both zero- and multi-trailer commit messages, and that its
failed-lookup path now fails closed instead of falling through.
- Hand-traced the GEMINI_FALLBACK_MODEL expression fix against all three
invocation cases.
- Confirmed commits/{sha} is a Contents-permission API endpoint (not Pull
requests) against GitHub's own REST API permission documentation.
- actionlint clean on both new/changed workflow files.

Problem
PR #951 (previously investigated in chat, not a separate PR here) failed
to produce a diagnosis 10/10 times across two full retry cycles --
Gemini returned a completely empty response with
finish_reason=STOPevery single attempt, using only a small fraction of the thinking-token
budget (not a budget-exhaustion issue). This is a well-documented,
unresolved, Google-side reliability quirk (see e.g.
https://discuss.ai.google.dev/t/gemini-2-5-pro-with-empty-response-text/81175)
described as cyclical and lasting hours at a time for a given model --
which is exactly why more retries on the same model has a real ceiling.
Changes
1. Increased retries/backoff on the primary model
MAX_RETRIES5 -> 7, backoff base 2s -> 3s, cap 30s -> 45s.2. Fallback model tier
Once the primary model exhausts every retry with nothing usable,
call_gemini()now automatically retries onGEMINI_FALLBACK_MODEL(
FALLBACK_MAX_RETRIES=3)._generate_with_retry()takes amax_retriesparameter so both tiers share one retry/backoff implementation rather
than two copies.
Also moves the default models off
gemini-2.5-pro/gemini-2.5-flash(both retire October 16, 2026) to
gemini-3.1-pro-preview(primary)and
gemini-3.7-flash(fallback) -- confirmed live against theosac-ciproject that both work, but only on Vertex AI'sglobalendpoint (not
us-central1or any other region tried);vertex-ai-auth'sdefault
gcp-locationchanges accordingly. The 2.5-generation pricingrows are kept in
GEMINI_PRICING_USD_PER_MILLIONin case those modelsare explicitly selected again before retirement.
3. "Reservation" comment on suite start
New
e2e-reserve-comment-on-start.yml(triggered onworkflow_runtyperequested, notcompleted) posts a"⏳ ... -- Running"placeholderinto the same sticky PR comment as soon as an E2E suite starts. Previously
a PR that hadn't failed yet got no comment at all, so there was no visible
signal that tests were even running. Shares PR resolution with
ai-diagnostic-e2e.ymlvia a newresolve-pr-from-head-shacompositeaction (extracted, not duplicated) and reuses the existing
upsert-pr-comment.pyfor the sticky-comment mechanics.comment-success's own trigger condition is broadened to also fire whena suite never reaches the real full-install job at all (e.g. blocked by
the
e2e-readinessgate), resolving the placeholder to"ℹ️ ... -- Skipped"instead of leaving it stuck saying "Running" forever -- the onereal edge case introduced by posting unconditionally.
Testing

CallGeminiFallbackTests) that exercisesthe real fallback-triggering control flow inside
