WRKLDS-1251: Remove rhel8 based tags from cli image

cli image is no longer built on top of rhel8 and this PR removes these dependencies from configurations files as a clean up.

This PR will be ready to merge, once openshift/oc#1752 merges and stabilizes.

In response to this:

cli image is no longer built on top of rhel8 and this PR removes these dependencies from configurations files as a clean up.
