Update setup in rhel scaleup template to match e2e-aws template.

RHEL scaleup runs e2e tests, but the jobs have been failing because we have not kept the scaleup template in sync with the installer e2e-aws template. This PR brings the scaleup template up to date. Will need to watch future changes to the e2e-aws template and pull in relevant changes.
