configure-ovs: Add extra delay

Add back an extra delay that was removed by
9cc7ac4, which appears to have broken
the baremetal dual-stack job by causing the nodeip-configuration.service
to start before we have an IPv6 address from DHCP6.

This definitely confirms the proximate cause of https://bugzilla.redhat.com/show_bug.cgi?id=2040671 was a regression from #2864. It looks like all along we have been relying on a 5s sleep to get DHCP info, instead of having an actual trigger to wait on it.
