Fixes #4924

This spec is what is implemented in https://github.com/prometheus/otlptranslator/blob/main/label_namer.go, and in the collector exporters and go sdk exporter.

Changes

  • Remove the development header from the OTel -> Prometheus translation
  • Stabilize OTel -> Prometheus Attributes translation.
  • I removed one of the sentences because it wasn't necessary.
