Fixes #4501.

As noted in the issue, there are implementations available in Java, PHP, C++, and python.

This PR marks the API and SDK portions of Tracer#enabled as stable, but carves out that the SDK portion related to TracerConfig is still in development. This is the same as logs and metrics.
