fix(opentelemetry-sdk-trace-web): don't crash in runtimes where location isn't defined

Which problem is this PR solving?

Fetch autoinstrumentation currently always pulls in opentelemetry-sdk-trace-web, where it calls into code that tries to access location.href

This is fine in browser contexts, but in server runtimes where location isn't defined (e.g. Node, Deno) this crashes.

#3413 tracks the broader work to make Fetch autoinstrumentation isomorphic, but I figured getting this one piece fixed for Deno couldn't hurt.

Fixes a subpiece of #3413

This isn't a huge deal, so if it's better to scrap this and wait for the larger refactor to not have Fetch autoinstrumentation depend on this package that's totally fine by me

It looks like you can't change location in a web worker, so the test as-is won't work.

TypeError: Cannot set property location of [object WorkerGlobalScope] which has only a getter
    at Context.eval (webpack-internal:///./test/utils.test.ts:311:33)

I will go ahead and remove the test and add a comment explaining it instead

I assume it would be more ideal if a non-browser/non-Node runtime had tests setup for it, but that doesn't seem like something I can tackle here I imagine
