Description

Problem*

Resolves #9486

Summary*

I was just looking to show how we could improve our inline infos computation to remove the inline_simple_functions pass entirely. Due to memory and compilation time blow-ups we will keep the inline_simple_functions pass. However, we should still add a low maximum weight threshold at which we always inline functions. This should help us inline functions that become simple functions through optimizations further downstream in the compilation flow.
