Problem

No issue.

Summary

I'd eventually want to call nargo expand from LSP to show the result in a separate window, so having that logic in a crate other than nargo_cli is a prerequisite for that. I decided to do this PR separately so that it's easier to review, plus later PRs would also be easier to review.
