Description

Problem*

Resolves #8819

Summary*

Add a nightly Github Workflow to run the arbtest fuzzers for a few minutes with non-deterministic behaviour.

Additional Context

This is a follow up for #8868 so we get coverage outside the tests ran during normal PRs.
