Now .NET Framework support is v4.7.2 or later, so maintain build settings for versions older than that is unnecessary.

Remove unsupported '.net XX Release' targets
Now .NET Framework support is v4.7.2 or later, so maintain build settings for versions older than that is unnecessary.
After this change, only
DebugandReleaseare listed as build targets.Remove currently unused sln and csproj files
Those are for net2 and mono.
