Adds a simple BSP API to get/set integer flags for each resource type. All bits are platform-defined, so this can be used to store any arbitrary platform flag. Initial use case is for setting task flags on vxWorks platforms which require a certain task flag to be set.

Tested on all standard framework targets (MCP750, pc-linux, pc-rtems) and confirmed there was no unexpected side effects of this change. Nothing is different on those platforms - all build, load and run as before. On the SP0 this was successfully used to set the SPE task flag using the BSP API to register the configuration value. |

The separate zero copy handle type is removed. Adds two new simplified functions CFE_SB_AllocateMessageBuffer and CFE_SB_ReleaseMessageBuffer to replace CFE_SB_ZeroCopyGetPtr and CFE_SB_ZeroCopyGetPtr. These new functions do not use a separate Handle. Updates the CFE_SB_TransmitBuffer() API to also remove the handle.

Testing performed
Build and sanity check CFE, run all tests.
Expected behavior changes
None on the framework build. However this feature can be used internally to get around an issue where some vxWorks task flags need to be set only on one specific platform.
