Closes #17

Problem

A release cancelled after proof but before tag creation left the candidate proven, merged, and untagged. Release Please then aborted every later run with There are untagged, merged release PRs outstanding - aborting, and repair could not help because it requires an existing immutable tag. Recovery depended on rerunning the original run before its artifacts expired.

Root cause: the workflow had no operation for the merged-and-proven-but-untagged state, and maintenance treated that state as silence.

Change

operation=resume

Publishes one exact candidate SHA through the normal protected path:

  • Recovers the publication-candidate record the original run persisted before proof; never mints a fresh admission.
  • Revalidates PR identity, base branch, merge binding, two-parent topology, projection digest, and manifest version against that record.
  • Requires the target tag to be absent — a tagged candidate belongs to repair.
  • Repeats packaging, four-platform compatibility, and candidate proof, then enters the same protected release environment.
  • Never creates an ad hoc tag or bypasses the environment.

Resume fails closed when the record is missing, expired, rebound, mismatched, already tagged, or not a Release Please PR. An expired record is not reconstructed: rebuilding it would admit a candidate no run ever proved.

Loud maintenance

Maintenance now detects a merged release PR whose tag never existed and fails with the exact recovery command, including the candidate SHA, instead of stopping quietly. Detection runs before Release Please, whose own abort message is silent. A failed discovery API call propagates rather than reading as "nothing stranded".

Tag absence proved from a 404

gh exits 1 for every failure, so an exit-code probe let a transient error, auth problem, or rate limit read as "tag absent" — which would let resume silently act as repair. All four tag probes now route through one helper that continues only on a confirmed 404 and propagates every other failure. The publish replay had the mirror-image bug: a failed probe admitted publication against a tag that may exist.

Verification

  • 699 pass / 5 skip / 0 fail
  • bun run release:validate passes; bun run generate:check current
  • Sensitivity proofs — each new guard confirmed red under perturbation: removing the resume option, renaming the detection step, and restoring the old exit-code probe each turn their guard red
  • tag_absent verified against the live API: existing tag reports present, unused tag reports absent, non-404 transport failure exits 1 instead of reading as absent

What this does not prove

The contract and admission logic are proved; hosted delivery is not. Issue #17 asks to test cancellation immediately before tag creation and resume through to a real tag — that needs a live release rehearsal. The workflow-source assertions bind text and ordering, not a real cancelled run. Treat the first real resume as the acceptance test.

Release Please's own post-reconciliation behaviour is also not executed here; this proves the stranded state is detected and reported, not that Release Please then proceeds.

Scope

The hosted-canary credential work originally included here moved to #44 — it was unrelated to issue #17's objectives, as CodeRabbit's out-of-scope check flagged, and attracted three of the five review findings on this PR.

The lineage-label fix from the first issue comment already landed in #23/#27; this adds guard coverage rather than reimplementing it.

Summary by CodeRabbit

  • New Features

    • Added a resume option for safely continuing validated, untagged release candidates.
    • Maintenance now detects stranded releases and provides a protected resume command.
    • Added fail-closed checks for tag status and candidate integrity.
  • Documentation

    • Updated release guides and navigation to cover maintenance, resuming, and repair workflows.
  • Tests

    • Expanded coverage for candidate validation, tag handling, workflow routing, and failure conditions.

A release cancelled after proof but before tag creation left the candidate
proven, merged, and untagged. Release Please then aborted every later run
with "There are untagged, merged release PRs outstanding", and `repair`
could not help because it requires an existing immutable tag. Recovery
depended on rerunning the original run before its artifacts expired.

Root cause: the workflow had no operation for the merged-and-proven-but-
untagged state, and maintenance treated that state as silence.

Add `operation=resume`, which publishes one exact candidate SHA:

- Recover the publication-candidate record the original run persisted
before proof; never mint a fresh admission.
- Revalidate PR identity, base branch, merge binding, two-parent topology,
projection digest, and manifest version against that record.
- Require the target tag to be absent; a tagged candidate belongs to repair.
- Repeat packaging, four-platform compatibility, and candidate proof, then
enter the same protected `release` environment.
- Fail closed when the record is missing or expired. Reconstructing it would
admit a candidate no run ever proved.

Make maintenance fail loudly with the exact resume command, including the
candidate SHA, when it detects a merged release PR whose tag never existed.

Also verify hosted-canary credential lifecycle rather than secret names
alone: a private key whose registered public half was deleted kept every
name-based check green while SSH admission failed. Readiness now requires a
registered public half and surfaces a rotation action.

Strengthen two assertions that cannot fail.

Line 590 asserts the workflow does not contain git tag -a "$RELEASE_TAG" "$RESUME_SHA". The tag step uses $CANDIDATE_SHA, and RESUME_SHA exists only in the resolve step, so this string can never appear. The assertion passes even if resume gains an ad hoc tag path.

Line 604 asserts strandedStep is not "". When indexOf returns -1, slice(-1) returns the last character rather than "", so a removed detection step does not trigger this guard.

const deployKeys = readApi(`repos/${repository}/keys`)

P1 Badge Verify the canary actor key instead of source-repo deploy keys

The documented canary SSH credential belongs to plugin.config.json's canary.actor and accesses the separate canary repositories, but repos/${repository}/keys returns deploy keys attached to this template repository. Consequently a correctly registered actor key can still make readiness report missing, while any unrelated deploy key on this repository can make a deleted canary key report ready; compare a configured canary-key fingerprint with the actor's registered SSH keys instead.

--jq '[.[] | select(.pull_request != null) | .number] | .[]' || true)

P2 Badge Fail closed when stranded-candidate discovery fails

When the issues API call fails because of an outage, authorization change, or malformed response, || true converts the failure into an empty candidate list and allows the Release Please step to run. In precisely that scenario maintenance can again stop silently on an untagged merged PR, defeating this recovery check; preserve the API failure so release state must be successfully revalidated before maintenance continues.

Bind canary readiness to the exact registered deploy key. A non-empty
deploy-key list only proved that some key existed, so an unrelated key
could report ready after the canary key was deleted -- the exact failure
this check exists to catch. Readiness now matches the deploy-key title
against a new CANARY_SSH_KEY_TITLE variable, paginates the deploy-key
list, and fails closed on a truncated or malformed response.

Bound by title rather than by deriving the public half from
CANARY_SSH_PRIVATE_KEY: readiness must never read secret values
(docs/release-setup.md), and derivation would breach that boundary.

Replace two assertions that could not fail:

- The ad hoc tag guard matched a string the workflow never contains,
since the tag step uses $CANDIDATE_SHA. It now asserts the resume
branch runs no git tag/push and that exactly one tag -a call exists.
- The stranded-step guard compared slice(-1) against "", which returns
the last character, never "". It now asserts the index directly.

Line 590 asserts the workflow does not contain git tag -a "$RELEASE_TAG" "$RESUME_SHA". [...] this string can never appear. [...] Line 604 asserts strandedStep is not "". When indexOf returns -1, slice(-1) returns the last character rather than "".

Both correct, and both were mine — a dead assertion is worse than no assertion, so this mattered more than "nitpick" suggests. Fixed in 5a44456, essentially as proposed.

The ad hoc tag guard now asserts the resume branch contains no git tag or git push, that exactly one tag -a "$RELEASE_TAG" call exists in the workflow, and that it binds $CANDIDATE_SHA. The stranded-step guard now asserts the index is > -1 before slicing.

I verified both are live rather than vacuous: slice(-1) on a missing needle does return the last character (confirmed directly), and renaming the detection step now turns the guard red, where previously it stayed green.

Read the canary credential from the account that owns it. The canary SSH
key belongs to plugin.config.json's canary.actor and authenticates against
the separate canary repositories, but the check read this template repo's
deploy keys -- a different object that never carries it. Against the live
repository the actor has 3 registered keys and this repo has 0 deploy keys,
so the check reported missing on a correctly configured setup while an
unrelated deploy key could still have reported ready.

Readiness now reads /users/{canary.actor}/keys and matches the public half
against a CANARY_SSH_PUBLIC_KEY variable, comparing key type and material
so a differing comment or spacing does not cause a false mismatch. A public
key is not a secret, so readiness still never reads secret values. A
regression test pins the endpoint, since the defect was the endpoint itself.

Fail closed when stranded-candidate discovery fails. `|| true` turned an
outage or authorization change into an empty candidate list, letting
maintenance proceed and stop silently on an untagged merged PR -- exactly
the failure this detection exists to prevent. The API failure now
propagates, and the step assertion is bounded so it cannot pass on an
unrelated later step.

The documented canary SSH credential belongs to plugin.config.json's canary.actor [...] but repos/${repository}/keys returns deploy keys attached to this template repository.

Both correct, and the P1 was the more serious of the two — thank you. Fixed in bef052b.

P1 — wrong endpoint. You're right that these are different objects, and the live data makes it stark: myagentdojo has 3 registered keys, this repository has 0 deploy keys. So the check would have reported missing on a correctly configured setup, while an unrelated deploy key could still have reported ready. Both failure directions you named, confirmed.

Readiness now reads /users/{canary.actor}/keys and matches the public half against a new CANARY_SSH_PUBLIC_KEY repository variable. Comparison canonicalises to key type plus material, so a differing comment or spacing is not a false mismatch. A public key is not a secret, so this keeps the docs/release-setup.md boundary that readiness never reads secret values. Because the defect was the endpoint, there is now a regression test pinning users/${actor}/keys and rejecting repos/${repository}/keys — I verified it goes red when the endpoint is reverted.

P2 — fail-open discovery. Also correct, and it defeated the check entirely: || true turned an outage or authorization change into "nothing stranded," letting maintenance proceed and stop silently on an untagged merged PR. The failure now propagates. I also bounded the test's step slice, which previously ran to end-of-job and could pass on an unrelated later step.

One follow-up for the maintainer rather than the code: CANARY_SSH_PUBLIC_KEY is not yet set on this repository, so readiness will now correctly report missing with its rotation repair until it is configured. That is the intended honest result rather than a false green.

Suite: 701 pass / 5 skip / 0 fail (706 tests).

gh exits 1 for every failure, so `if gh api .../git/ref/tags/X` treated a
transient error, auth problem, or rate limit exactly like a 404. Resume
would then continue past its absent-tag contract, and the later tag step
accepts an existing matching tag and proceeds to assets -- so resume could
silently act as repair.

Four sites shared the invariant, so all four now route through one
tag_absent helper that inspects the response status and continues only on a
confirmed not-found. Every other failure propagates with the response text.
The publish replay had the mirror-image bug: a failed probe set
publish_tag_exists=false, admitting publication against a tag that may exist.

Verified against the live API: v0.1.0 reports present, an unused tag reports
absent, and a non-404 transport failure exits 1 instead of reading as absent.

The hosted-canary credential work is unrelated to issue #17's pre-tag
recovery objectives, as CodeRabbit's out-of-scope check flagged. It also
attracted three of the five review findings on this PR, so it deserves its
own review rather than riding along with the release recovery contract.

Continues in fix/canary-credential-lifecycle. This PR is now purely the
resume operation, stranded-candidate detection, and tag-absence proof.
)

Four review findings across #43 and #44 were the same mistake: treating "the
check failed" as "the thing is absent". An || true turning an API outage into
an empty candidate list, a gh exit code standing in for a 404, this
repository's deploy keys answering for the canary actor's, and a discarded
malformed page reporting a variable as missing.

Every one appeared in code whose only job is fail-closed verification, and
every one reported healthy while the thing it guarded was broken. Record it
under Proof Boundaries so the next person extending these checks has the
pattern named rather than rediscovering it in review.

* fix(readiness): bind canary readiness to the registered public half

A protected hosted-canary environment retained CANARY_SSH_PRIVATE_KEY after
its public half was deleted from GitHub. Secret-name checks stayed green and
readiness reported READY, but SSH admission failed, so publication could
strand on a credential the checks called healthy.

Readiness now proves the credential's registered public half still exists:

- Read /users/{canary.actor}/keys. The credential belongs to the actor and
authenticates against the canary repositories; this repository's deploy
keys are a different object that never carries it.
- Match against a new CANARY_SSH_PUBLIC_KEY variable, comparing key type and
material so a differing comment or spacing is not a false mismatch.
- Paginate, and fail closed on a truncated or malformed response, because a
  short list cannot prove absence.
- Surface a rotation repair naming the register-public-half-first order.

A public key is not a secret, so readiness still never reads secret values.
A regression test pins the endpoint.

Split from #43, where this work was out of scope for issue #17's pre-tag
release recovery.

* Fail closed on unreadable repository variable metadata (#44)

Malformed variable pages and entries were discarded, so unreadable GitHub
metadata reported the canary binding as missing and told the user to add
CANARY_SSH_PUBLIC_KEY -- a variable that may already exist. The keys path
four lines above already distinguished unreadable from absent; this path
did not.

Extract readRepositoryVariable so the distinction is testable at a real
seam rather than buried in the API caller: it returns the value, "" when a
fully readable response lacks the variable, and undefined when any page,
entry, or value is unreadable. The caller maps undefined to unavailable.

Reported by CodeRabbit review on 5fc8b1d.

The previous fix parsed `gh api ... 2>&1` with jq, but gh writes its error
diagnostic into that same stream: a 404 emits the JSON body immediately
followed by `gh: Not Found (HTTP 404)`. jq prints the status and *then*
errors on the trailing text, so the value survived only because `|| true`
swallowed the failure. Reversed ordering yields no status at all, and
tag_absent would then block every publication whose tag is correctly absent
-- turning a fail-open bug into a fail-shut one.

Take the status from the explicit `--include` status line instead, and
accept only 200 or 404; anything else stays unprovable and fails closed.
Verified live: an existing tag reports present, an unused tag reports
absent, and a transport failure exits 1.

Also stop reinterpreting a stranded candidate's projection with current
path policy. The candidate's first parent already executed its historical
policy, and repair deliberately passes false for that reason; resume passed
true, so a candidate stranded across a change to RELEASE_PROJECTION_PATH_SET
would be rejected -- the exact case resume exists to rescue. The persisted
digest still binds the projection.

Both reported by Codex review on 0f48843.
