Retry the janitor snapshot read with the workflow token after a cmux-bot failure.

If the cmux-bot read returns a 403 or rate-limit response, GitHub.snapshot() raises and runner_pools.py sets the snapshot to None without a retry. The pass then adds no dead marks for Blacksmith macOS members, so a dead member can stay selected. Retry the snapshot read with github.token before falling back to no evidence.

Review comment at @.github/workflows/ci-cloud-overflow-probe.yml at line 214:
Update the janitor snapshot-read flow configured by GH_TOKEN so a 403 or
rate-limit failure using the cmux-bot token retries with github.token before
treating the snapshot as unavailable. Preserve the existing no-evidence fallback
if the retry also fails.
