ci(dev-daily): the Blacksmith pick and re-run alternate skip a label that started nothing - #28480
DEV daily's verify and tip-dmg-build re-runs (cmux-next-dev-daily.yml, attempt 2 and later) take needs.runner.outputs.alternate. classic_nightly_build_runner.alternate() always returned the other Blacksmith macOS 26 size, so after the owned-pool rescue re-ran a run, those jobs queued on blacksmith-12vcpu-macos-26, a label that had started no job for about a day. The janitor's 18:37Z snapshot on 2026-10-30 showed:
label
queued
running
oldest queued
last start (label_started)
blacksmith-12vcpu-macos-26
180
0
1399 min
none
blacksmith-6vcpu-macos-26
77
5
552 min
18:39Z
The stall rule (blacksmith_stalled) looks only at queue age, so it calls both labels stalled and can't tell busy from dead. The snapshot already carries label_started (queue_janitor.label_started()), so this PR uses it:
simple_pool_picker.blacksmith_dead(): a label the snapshot lists with nothing running and no job start in the hour before the snapshot is dead. A snapshot up to six hours old still counts as evidence. A snapshot without label_started, or a label with a recent start or a running job, proves nothing.
classic_nightly_build_runner.blacksmith_route() never picks a dead label while another shows life. That holds even when the janitor has emptied the dead label's queue, so the stall rule sees nothing waiting there. With every label stalled it picks the label that still starts jobs.
alternate() is the other label only while the snapshot doesn't show it stalled (fresh snapshot) or dead (any recent snapshot). Otherwise it's the pick itself, the same rule nightly_sign_runner.alternate() already uses on feat-cmux-next.
main() keeps a snapshot that is too stale for the stall rule as evidence for dead labels.
If no label shows life, the old order holds. This replaces nothing in the routing order: the same two Blacksmith macOS 26 labels, after the owned picks.
Prior art: lawrencecchen's #27444 (and #27448 and #27451, stacked on it) solves the same DEV daily case with ONLY: 6vcpu, which pins both the pick and the alternate to 6 vCPU. This PR derives the choice from the snapshot instead, so it also stops routing to 6 vCPU if that label dies, and it uses 12 vCPU again once that label starts jobs. This PR is on main because the DEV daily runs main's copy of the script (it checks out the default branch).
base scripts (origin/main) with the new tests: FAILED (failures=6, errors=4); e.g. test_the_dev_daily_rerun_never_takes_the_dead_label gets alternate blacksmith-12vcpu-macos-26.
head: Ran 29 tests, OK.
Observed / Not run
Observed: that file, plus tests/test_ci_simple_pool_picker.py (46), test_ci_owned_pool_rescue.py (408), test_ci_pr_runner_pool.py (252), test_ci_runner_pools.py (27), test_seed_derived_data.py (66), test_nightly_next_cancelled_tip.py (12), test_ci_publisher_mac_jobs_move.py, test_cmux_next_dev_tip_feed.py and test_ci_change_areas.py, all passing locally on Linux.
Not run: a live DEV daily dispatch. The stuck runs keep their old runner outputs, so only new DEV daily runs pick up this change.

Summary by cubic
Stops DEV daily re-runs from queuing on a Blacksmith macOS 26 label that has stopped starting jobs.
The re-run alternate always returned the other Blacksmith macOS 26 label, so after an owned-pool rescue re-ran a run, verify and tip-dmg-build queued on blacksmith-12vcpu-macos-26 — 180 jobs, none running, nothing started for about a day — because the stall rule only looks at queue age. The fix derives the pick and alternate from the queue janitor's snapshot: a label with nothing running and no job start in the hour before the snapshot is dead, and it is skipped while another label shows life. A snapshot up to six hours old still counts as evidence; with no label showing life, the old order holds. A truncated snapshot proves nothing, since its listing can miss a running job or a start.
This replaces an alternative fix that pinned both labels to 6 vCPU. Deriving the choice from the snapshot instead also routes away from 6 vCPU if that label dies and returns to 12 vCPU once it starts jobs again.
Written for commit a56635a. Summary will update on new commits.

Bug Fixes
Nightly builds now avoid runner labels that appear inactive, including when the latest pool snapshot is unavailable or up to six hours old.
When a runner is stalled or offline, builds select an eligible alternative; if no suitable large runner is available, they fall back to a non-dead option.
Alternate runner output now reflects the label selected for the current pool state, including when the other candidate is stalled or inactive.
Inconclusive evidence, such as snapshots showing no active labels, does not cause all runner labels to be treated as dead.
…ted nothing
The 2026-10-30 18:37Z pool snapshot: blacksmith-12vcpu-macos-26 had 180
queued (oldest 1399 min), none running and no start in label_started,
while blacksmith-6vcpu-macos-26 ran 5. Every DEV daily re-run of verify
and tip-dmg-build took the 12 vCPU alternate and queued there.

simple_pool_picker.blacksmith_dead(): a label the queue janitor's

it was made is dead, not busy; a snapshot up to six hours old still
proves it. classic_nightly_build_runner never picks a dead label, or
offers it (or a label a fresh snapshot shows stalled) as the re-run
alternate, while another label shows life. With no label showing life,
or a snapshot without label_started, the old order holds.

A truncated janitor listing can miss a running job or a start on a
label, so blacksmith_dead() reads it as no evidence, as
pr_runner_pool.snapshot_truncated() does for the queue counts (review).

The runner now uses pool snapshot evidence to identify dead Blacksmith labels and account for them when selecting a cloud label and alternate. It retains snapshots up to six hours old for dead-label checks, even when they are too old for stall-based routing.
The picker identifies labels with no running jobs and no recent recorded starts in a trusted snapshot. The runner treats all-dead evidence as inconclusive. Tests cover running jobs, recent starts, missing start data, and cleared queues.
Route and alternate selection scripts/ci/classic_nightly_build_runner.py, tests/test_classic_nightly_build_runner.py
Routing accounts for dead labels alongside stalled labels. The alternate is the selected label when the other candidate is dead or would not be selected from a fresh snapshot. Tests cover alternate selection, reruns, and offline-runner output.

Explanation
PASS. The pull request adds snapshot-age and label-start evidence checks in the CI Python scripts. The existing trusted_route polling and time.sleep injection remain unchanged, and test-only sleep=lambda seconds: None scaffolding is allowed.
Full details: Cmux Algorithmic Complexity
Explanation
The changed production paths use a fixed two-label tuple (CANDIDATES), not a scalable user-owned collection. dead_labels() checks those two labels with direct mapping lookups, and blacksmith_route() and alternate() perform only constant-size scans. The diff adds no nested full-collection scans, per-target rescans, repeated hot-path sorting/filtering, in-memory joins, or slower algorithms for roughly 1000 records. Existing scans over runner collections were not expanded by this PR.

Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The production changes are limited to internal CI runner selection and diagnostics. The changed text names Blacksmith labels, snapshots, and routing reasons in workflow stdout and GitHub step summaries, but the concrete consumers are internal cmux-next-dev-daily.yml and nightly.yml jobs. No cmux app UI, product CLI, or product API path reaches an end user. The rule expressly allows provider names and configuration details in internal CI and operator diagnostics, and the diff adds no secrets, credentials, tokens, headers, or payload dumps.

Return the other label only when it is not stalled.
alternate relies on blacksmith_route(snapshot, now, other) to detect a stalled other. When every candidate is stalled, blacksmith_route falls back to SMALL. So alternate(LARGE, snapshot) returns the stalled SMALL. Test the stall of other directly, and add a test for this case.

Drive the live snapshot read in the stale-snapshot test.
test_main_reads_a_stale_snapshot_for_dead_labels supplies read_snapshot through the outputs helper. When read_snapshot is supplied, main() skips the pr_runner_pool.snapshot_problem check and the branch that keeps evidence after an age rejection. A regression that stops retaining that evidence would not fail this test. Without the evidence, blacksmith_route returns the 12vcpu default (LARGE) for cloud, which the assertion would catch, but the test never reaches the branch.
Stub pr_runner_pool.GitHub.snapshot so it returns the 50-minute-old snapshot, then call picker.main without read_snapshot. snapshot_problem rejects that snapshot as too old for the stall rule, so the branch runs and the existing assertion checks the retained evidence. Keep the assertion unchanged. Do not allow a network call. The helper already provides a fake token and repository.

GitHub.snapshot() returns None for any artifact older than MAX_SNAPSHOT_MINUTES (45). This line's evidence read therefore never sees a snapshot that is 45 to 360 minutes old. Treat a missing label_started entry as unknown, not dead.
label_started lists only starts from in-flight runs. When a Blacksmith label has no in-flight start, blacksmith_dead returns True at once. The 60-minute check never runs, so this applies even when the label started a job minutes ago in a run that has since finished.
With SMALL stalled and LARGE idle with no entry, both labels land in stuck. The fallback then returns the stalled SMALL. The base code returned LARGE in this state.
Return False when no start is recorded, so the 60-minute rule applies only to listed starts:

The new test_a_truncated_snapshot_proves_no_label_dead checks only blacksmith_dead and blacksmith_route. It never calls alternate, and no other test passes a truncated snapshot to it. A change inside alternate that returns the selected label for stale truncated evidence would not fail the suite. A change in blacksmith_dead or dead_labels still fails through blacksmith_route.
Pin the stale-evidence form. A fresh truncated snapshot can still show a stalled label, and alternate may legitimately return the selected label in that case. The loop already covers the complete-snapshot evidence path in test_a_stale_snapshot_still_proves_a_label_dead. Add the truncated counterpart.

Summary
DEV daily's verify and tip-dmg-build re-runs (
cmux-next-dev-daily.yml, attempt 2 and later) takeneeds.runner.outputs.alternate.classic_nightly_build_runner.alternate()always returned the other Blacksmith macOS 26 size, so after the owned-pool rescue re-ran a run, those jobs queued onblacksmith-12vcpu-macos-26, a label that had started no job for about a day. The janitor's 18:37Z snapshot on 2026-10-30 showed:label_started)The stall rule (
blacksmith_stalled) looks only at queue age, so it calls both labels stalled and can't tell busy from dead. The snapshot already carrieslabel_started(queue_janitor.label_started()), so this PR uses it:simple_pool_picker.blacksmith_dead(): a label the snapshot lists with nothing running and no job start in the hour before the snapshot is dead. A snapshot up to six hours old still counts as evidence. A snapshot withoutlabel_started, or a label with a recent start or a running job, proves nothing.classic_nightly_build_runner.blacksmith_route()never picks a dead label while another shows life. That holds even when the janitor has emptied the dead label's queue, so the stall rule sees nothing waiting there. With every label stalled it picks the label that still starts jobs.alternate()is the other label only while the snapshot doesn't show it stalled (fresh snapshot) or dead (any recent snapshot). Otherwise it's the pick itself, the same rulenightly_sign_runner.alternate()already uses on feat-cmux-next.main()keeps a snapshot that is too stale for the stall rule as evidence for dead labels. If no label shows life, the old order holds. This replaces nothing in the routing order: the same two Blacksmith macOS 26 labels, after the owned picks.
Prior art: lawrencecchen's #27444 (and #27448 and #27451, stacked on it) solves the same DEV daily case with
ONLY: 6vcpu, which pins both the pick and the alternate to 6 vCPU. This PR derives the choice from the snapshot instead, so it also stops routing to 6 vCPU if that label dies, and it uses 12 vCPU again once that label starts jobs. This PR is on main because the DEV daily runs main's copy of the script (it checks out the default branch).Testing

Stops DEV daily re-runs from queuing on a Blacksmith macOS 26 label that has stopped starting jobs.
The re-run
alternatealways returned the other Blacksmith macOS 26 label, so after an owned-pool rescue re-ran a run, verify and tip-dmg-build queued onblacksmith-12vcpu-macos-26— 180 jobs, none running, nothing started for about a day — because the stall rule only looks at queue age.
