Summary

The queue janitor writes the macos-pool-load snapshot that PR placement reads. Placement wants that snapshot to be under 15 minutes old, but on 2026-10-30 it was older than that for 54% of the day (607 of 1,133 minutes, measured from generated_at). The worst gap was 50 minutes, 17:28Z to 18:18Z. This PR fixes two causes on the writer side.

  1. No-op runs pushed real sweeps out of the queue. The workflow-level concurrency group allows one running run and one waiting run, and each new arrival cancels the one that is waiting. A CI run of a pull request into feat-cmux-next starts no sweep (the job's if), but it still joined the group. Those runs made up 238 of the janitor's last 400 runs. Each one cancelled the real sweep waiting there, crons often within seconds of being queued, and then skipped. After 17:57Z every new arrival was one of these no-op runs, so nothing swept until the 18:14 cron. Such a run now gets a group of its own (ci-queue-janitor-noop-<run_id>). Its condition is the same expression as the job's if, so every run that does sweep still shares ci-queue-janitor, and sweeps still run one at a time.
  2. A timed-out sweep published nothing. The upload step runs only when the job is not cancelled, and a job timeout counts as cancelled. Since ci(janitor): list every queued run, mark partial snapshots truncated, keep the cron's rescue sweeper #28402 a sweep lists the whole queue, which took up to 13 minutes. Two sweeps in a row, started at 17:36Z and 17:47Z, hit the 10-minute timeout, so neither published. The job timeout goes from 10 to 15 minutes.

This changes only the writer. Placement's handling of a stale snapshot is #28249's.

Not addressed here, for a follow-up: GitHub's cron drift (median 11 min between */10 ticks today, up to 25.5), and the fact that the 300/600 s skip is timed from the last upload while age is measured from generated_at.

Testing

  • python3 -m unittest tests.test_ci_queue_janitor: on the base, the two new WorkflowShapeTests cases fail (test_a_run_that_starts_no_sweep_never_evicts_a_waiting_sweep, test_a_long_sweep_still_publishes_its_snapshot; red commit b229081). On the head, all 269 tests pass.
  • python3 -m unittest tests.test_ci_workflow_run_api_budget tests.test_ci_fork_runner_routing tests.test_nightly_delivery_concurrency: 70 tests pass.
  • actionlint .github/workflows/ci-queue-janitor.yml reports nothing.
  • python3 scripts/verify-local.py --affected origin/main: 16 of 16 checks pass.
  • Review: codex gpt-6-astra (high) through router-review returned SHIP at d31e475.

Observed / Not run

  • Observed: the gap analysis above, from today's janitor run list and macos-pool-load artifacts.
  • Not run: a live sweep on this branch. Schedule and workflow_run events run main's copy, so the effect shows only after merge.

Summary by cubic

Fixes the queue janitor's macos-pool-load snapshot going stale (up to 50 minutes old) by fixing two causes: no-op CI runs cancelled the waiting sweep, and timed-out sweeps published nothing.

Bug Fixes

  • Runs whose job's if starts no sweep (CI runs of PRs into feat-cmux-next) now get a per-run concurrency group, so they can no longer cancel the real sweep waiting in ci-queue-janitor.
  • The sweep job timeout increases from 10 to 15 minutes, because a timed-out job skips the upload step and sweeps listing the whole queue took up to 13 minutes.

Written for commit 36a71e8. Summary will update on new commits.

Summary by CodeRabbit

  • Chores
    • Updated automated maintenance workflow handling so concurrent pull request runs targeting feat-cmux-next use separate concurrency groups, while other events retain the shared group.
    • Increased the maintenance sweep timeout from 10 to 15 minutes.
    • Added checks for the workflow’s concurrency behavior and minimum timeout. No user-facing product changes.

A CI run of a pull request into feat-cmux-next starts no sweep, but in the
shared group it cancelled the sweep waiting there. On 2026-10-30 these were
238 of the last 400 janitor runs, and the pool snapshot reached 50 minutes old.
The job timeout goes from 10 to 15 minutes: sweeps took up to 13, and a timed-out
sweep publishes nothing.

Passes: CI passes on 36a71e8060.

CI passes on 36a71e8060 (run 41120279680 attempt 1).

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.

CI fast guards passes on 36a71e8060 (run). This covers only the fast guards, not CI: CI's result is ci-status.

Merge receipt for 36a71e8060: every check was green at merge (9 verified; 17 skipped by policy). Full suite runs on main after merge.

Walkthrough

The CI queue janitor now assigns qualifying workflow_run events a run-specific concurrency group and skips the sweep for those runs. Other runs use the shared group. The sweep timeout increased from 10 to 15 minutes, and tests assert these settings.

Runs targeting feat-cmux-next use a run-specific concurrency group and skip the sweep. Other runs use the shared group. The sweep timeout is 15 minutes. Tests assert the concurrency behavior and timeout.

Estimated code review effort: 2 (Simple) | ~8 minutes

Change: Bug fix

Possibly related issues

  • manaflow-ai/cmux#14196: The concurrency change and longer timeout relate to the issue’s CI queue and runner-pool concerns.
  • manaflow-ai/cmux#22303: The workflow handles feat-cmux-next runs as no-op janitor runs. It does not implement the issue’s full-CI routing request.

The concurrency and timeout changes appear mergeable. A bounded testing follow-up remains: explicitly protect the upload condition in the publication test.

Full details: Description check

Explanation

The description is complete and directly related to the changes. It explains the stale snapshot problem, both fixes, testing results, observed and unverified behavior, and the internal-only changelog. The omitted Proof and Checklist sections are non-critical for this CI-only change.

Full details: Docstring Coverage

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 2 files.

Full details: Cmux Cloud Persistent Session And Early Input

Explanation

PASS: The pull request changes only the CI queue janitor workflow and related tests. It does not change Cloud terminal creation, cmux-tui transport, manual renderer admission, input routing, authentication, idempotency, revision, or lease handling. The cloud persistent-session rule is therefore not applicable.

Full details: Cmux Swift Actor Isolation

Explanation

The pull request changes only .github/workflows/ci-queue-janitor.yml, tests/test_ci_queue_janitor.py, and tests/test_ci_starved_labels.py. It introduces no production Swift changes, so the Swift actor-isolation failure conditions do not apply.

Full details: Cmux Swift Blocking Runtime

Explanation

The pull request changes only one GitHub Actions workflow and two Python test files. The diff contains no .swift files or production Swift code, so it does not introduce or expand the specified Swift blocking or timing synchronization patterns.

Full details: Cmux Browser Automation Off-Main

Explanation

The pull request changes only the CI janitor workflow and related tests. The diff contains no browser socket automation commands, WebKit/AppKit access, main-actor routing, or worker-router policy changes. The custom check is therefore not applicable.

Full details: Cmux Expensive Synchronous Load

Explanation

PASS: The pull request changes only .github/workflows/ci-queue-janitor.yml, tests/test_ci_queue_janitor.py, and tests/test_ci_starved_labels.py. It adds no production Swift code or synchronous agent-history load call sites, so this check is not applicable.

Full details: Cmux Cache Substitution Correctness

Explanation

The pull request changes only a GitHub Actions YAML workflow and Python tests. It introduces no production Swift, TypeScript, or JavaScript change, and it does not perform a cache substitution in a persistence, history, undo, or snapshot path.

Full details: Cmux No Hacky Sleeps

Explanation

PASS. The PR changes only a GitHub Actions workflow YAML file and Python test files. The rule explicitly excludes GitHub Actions workflow YAML, and the PR introduces no covered TypeScript, JavaScript, shell, or build/runtime-script delay. The timeout increase is CI orchestration, not a covered hacky sleep.

Full details: Cmux Algorithmic Complexity

Explanation

PASS. The pull request changes only workflow concurrency/timeout expressions and test assertions. It does not add or worsen loops, collection scans, sorting/filtering, joins, or another algorithmic path covered by the rule. The shell sweep logic is unchanged; the workflow expression only selects a concurrency group.

Full details: Cmux Swiftpm Lockfiles

Explanation

PASS. The PR changes only .github/workflows/ci-queue-janitor.yml and two test files. The workflow changes concurrency grouping and timeout-minutes; they do not change SwiftPM dependencies, package .gitignore files, Xcode package references, or any Package.resolved file. No stated SwiftPM lockfile failure condition applies.

Full details: Cmux User-Facing Error Privacy

Explanation

PASS: The production change only modifies an internal GitHub Actions janitor workflow: its concurrency expression and job timeout. The remaining changes are comments and tests. No changed text reaches a cmux app UI, product CLI, or product API. The workflow log text is an operator diagnostic, which the rule allows.

Full details: Cmux Full Internationalization

Explanation

PASS: The pull request changes only the CI workflow and Python tests. The workflow additions are concurrency configuration, a timeout value, and operational comments. The test additions are assertions and developer-only comments. No Swift text, string-catalog entry, web UI/API copy, metadata, rendered markdown, changelog, or locale data changed.

Full details: Cmux Swiftui State Layout

Explanation

The pull request changes only .github/workflows/ci-queue-janitor.yml, tests/test_ci_queue_janitor.py, and tests/test_ci_starved_labels.py. The diff contains GitHub Actions YAML and Python test changes, with no SwiftUI code, ObservableObject, @Published, @Observable, GeometryReader, lazy/list row, or render-time state changes. The SwiftUI state-layout check is therefore not applicable.

Full details: Cmux Architecture Rethink

Explanation

PASS: The reviewed diff changes only .github/workflows/ci-queue-janitor.yml and Python tests. It introduces no Swift code or Swift lifecycle, state, timing, locking, observer, bridge, or entrypoint changes. The Swift-specific failure conditions do not apply.

Full details: Cmux Swift Auxiliary Window Close Shortcuts

Explanation

The pull request changes only .github/workflows/ci-queue-janitor.yml and two Python test files. The reviewed diff contains no Swift changes and introduces no cmux-owned auxiliary windows. The Swift auxiliary-window shortcut rule is therefore inapplicable.

Full details: Cmux Source Artifacts

Explanation

The diff changes only .github/workflows/ci-queue-janitor.yml, tests/test_ci_queue_janitor.py, and tests/test_ci_starved_labels.py. These are hand-written workflow configuration and tests. No local output, generated log, screenshot, recording, cache, build output, dependency checkout, temporary directory, or broad artifact directory appears in the changed paths.

Full details: Cmux No Test Or Debug Seam In Production Source

Explanation

PASS: The pull request changes only .github/workflows/ci-queue-janitor.yml and two Python test files. It changes no Swift file under a production Sources/ path, so it cannot introduce the prohibited test or debug seam.

Nitpick Assert the full condition of the publish step.

763-763: Trivial · Maintainability & Code Quality · Quick win

Assert the full condition of the publish step.

The test named test_a_long_sweep_still_publishes_its_snapshot checks only the job timeout. The step that uploads the snapshot, Publish macOS pool load, has its own if: expression, and no test asserts that expression as a whole. The loop in the earlier refresh test checks only that each later step's if: contains steps.fresh.outputs.skip != 'true'. An edit that keeps that substring but removes !cancelled() or appends another clause still passes both tests.

🧪 Suggested fix
         workflow = yaml.safe_load(self.text)
         self.assertGreaterEqual(workflow["jobs"]["sweep"]["timeout-minutes"], 15)
+ publish = next(step for step in workflow["jobs"]["sweep"]["steps"]
+ if step.get("name") == "Publish macOS pool load")
+        self.assertEqual(publish["if"], "${{ !cancelled() && steps.fresh.outputs.skip != 'true' }}")
