feat(ci): publish hosted light candidates in pool artifact - #35256
Adds an optional hosted-light-candidates/v1 field to the existing macos-pool-load artifact. The janitor receives the existing CI_RUNNER_STATE variable through environment wiring, validates both source clocks and the partial coverage envelope, and publishes only the seven sanitized candidate fields. Invalid, stale, foreign, oversized, disabled, or incomplete outer sources are omitted; existing snapshot truncation semantics remain unchanged.
The candidate field is discovery-only. Consumers must still re-read the current run, PR head, and complete current-attempt jobs before acting. This change adds no API listing, permission, cadence, routing, or consumer activation.
cmux-ci test -- python3 -m unittest tests.test_ci_queue_janitor (dispatch attempted twice; fleet push failed with GitHub 500, then SSH publickey denial before a run started)

The source producer uses a partial, expiring envelope; this PR does not claim the janitor cadence meets a five-minute freshness SLO.

Summary by cubic
Publishes optional hosted-light candidate hints into the macos-pool-load artifact. The janitor reads CI_RUNNER_STATE and, when it carries a complete, fresh, size-bounded runner-state envelope, copies a sanitized hosted-light-candidates/v1 projection into the artifact. Previously the artifact carried no such hints; now consumers can discover hosted-light runs without listing runners or runs.
Details
Each candidate row is reduced to seven whitelisted fields; no other payload is forwarded.
The field is omitted when the outer sweep is truncated or starved, or when the source is invalid, stale, malformed, foreign, oversized, disabled, or incomplete.
Discovery only: consumers must still re-read the current run, PR head, and complete jobs before acting.
No API listing, permission, cadence, routing, or consumer activation changes; a CI_HOSTED_LIGHT_CANDIDATES_DISABLED kill switch suppresses the field.
CI_RUNNER_STATE is now classified as discovery metadata, not a runs-on label, in the runner variable tests.
Written for commit 0db014c. Summary will update on new commits.

New Features
CI queue snapshots can include eligible hosted-light workflow runs when fresh, valid runner-state information is available and the queue listing is complete.
Candidate details are limited to validated pull-request runs in queued or in-progress states. Invalid, stale, oversized, or incomplete information is omitted.
Hosted-light candidates can be disabled through a repository setting.
Candidate data includes only selected run details, and its delivery time is based on the receiving system’s clock.
Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 0db014c199 (run). This covers only the fast guards, not CI: CI's result is ci-status.
The CI workflow passes runner-state data and a disable setting to the queue janitor. The janitor validates and sanitizes hosted-light candidates, then adds them to the pool-load artifact only when the listing is complete and candidate data is valid.

Summary
Decode and validate candidate data scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py, tests/test_runner_label_policy.py
The janitor decodes and validates runner-state input, applies size and freshness limits, and filters candidate rows. Tests cover accepted and rejected data. The runner-label policy excludes CI_RUNNER_STATE from runner label checks.
Attach candidates to complete snapshots scripts/ci/queue_janitor.py, .github/workflows/ci-queue-janitor.yml, tests/test_ci_queue_janitor.py
The janitor attaches sanitized candidates only when the listing is complete and the disable setting is not enabled. The workflow passes both environment variables. Tests cover attachment conditions and workflow wiring.

Merge Risk: Low · up to 0db01
A malformed runner-state variable could stop the janitor before it writes the pool snapshot, and the candidate row can publish a boolean run_attempt. Both are narrow, quick fixes and are unlikely to cause trouble in practice, so the change is mergeable with these follow-ups.

Cover the sweep path that attaches hosted-light candidates.
The new tests call attach_hosted_light_candidates directly. No test runs sweep with CI_RUNNER_STATE set. Removing the attach call at scripts/ci/queue_janitor.py:4558 would leave the suite passing, and the candidate field could disappear from production snapshots unnoticed.
Extend the existing sweep helper so a test can pass environment values, then assert the field in the written snapshot.

Reject a boolean run_attempt before publishing the candidate row.
Python treats True as equal to 1. The guard attempt != 1 therefore accepts a JSON true, and the row publishes it as "run_attempt": true. The neighboring integer fields use strict type(...) is int checks, but this field does not.
A strict type check keeps the published value an integer. Consumers still re-read the run before acting, so the impact is limited to the malformed published row.

scripts/ci/queue_janitor.py:902-905 — [P1] [blocking] [category:reliability] [finding:F1] [outcome:pending] A malformed but syntactically parseable timestamp such as 0001-01-01T00:00:00+23:59 makes astimezone(UTC) raise OverflowError. That exception is not caught by hosted_light_candidates, so the janitor crashes instead of omitting invalid optional runner state as promised, preventing the pool artifact from being written. Catch OverflowError while decoding timestamps (or in the outer validation handler).

The new commit classifies CI_RUNNER_STATE as compressed discovery metadata in the existing non-label set; the runner-label scanner remains unchanged. This fixes the prior head's runner-label-policy failure.

Catch RecursionError so an invalid CI_RUNNER_STATE cannot stop the sweep.
json.loads(body) at Line 931 can receive up to 2 MiB of decoded text. A gzip stream of 48 KiB or less can expand to nested input such as [[[[.... The json decoder raises RecursionError on such input. RecursionError is a RuntimeError, so none of the exceptions in this tuple catch it.
The error then leaves hosted_light_candidates() and attach_hosted_light_candidates() and stops sweep(). sweep() stops before it reaches args.pool_load.write_text at Line 4573. The janitor writes no macos-pool-load snapshot and makes no cancels until the variable is fixed. The docstring promises the opposite: invalid optional input is unknown and leaves the pool snapshot usable. This is the same failure class as the earlier OverflowError fix.
The source is a trusted repository variable, so the trigger is unlikely. Adding RecursionError is a one-word fix. Also add a test that passes gzip-compressed deeply nested JSON and asserts that the field is omitted.
