Order (rulebook, Leo 2026-10-28): "a job queued more than about 3 minutes on a label that has started nothing is cancelled and re-dispatched onto a live member of the set." And: "No job waits on one reserved machine."

What happened

Run 41055587932 (nightly-next-launch-smoke.yml, a pull request run at head c315a54) put its smoke job on glaeda-side-std-xcode-26.6 at 12:28Z on 2026-10-30. That label had 0 of 4 runners online. The job stayed queued for more than 5 hours. Two more pull request runs of the same workflow (41090565782, 41105677856) are stuck on that label the same way. The rescue never moved them because it never looked at them:

  • A pull request's pick mints no routing token, so it skips side_lane_placement.py and the smoke takes vars.CI_SIDE_LANE_RUNNER without checking it. That is by design: the rescue is supposed to catch it.
  • The rescue that actually runs is main's. workflow_run and schedule triggers register only from the default branch, and the job checks out ref: main. main's ci-owned-pool-rescue.yml gets no workflow_run event for most side lanes (ci: make owned-pool rescue side-lane sweeper-only #16076), including the launch smoke. feat-cmux-next's copy of that file lists the side lanes, but nothing ever reads that copy.
  • main's sweeper finds side-lane runs only through failed_runs(), which lists failed and cancelled runs. A job waiting on a label that starts nothing never fails its run. Neither sweeper that ran over that window (10:44Z to 14:08Z, and 16:06Z onward) mentions 41055587932 anywhere in its log.

#28374 already lets a pull request run of the launch smoke or the canary use the open-head failover (test_a_pull_request_run_of_the_canary_or_launch_smoke_fails_over_a_dead_label). But nothing ever started a watch on such a run.

Change

  • New GitHub.queued_side_runs(). It lists status=queued runs of SIDE_WORKFLOW_PATHS and skips two kinds: cmux-next.yml, whose placement's marker already adopts it, and delivery runs (never_fails_over(), for example a scheduled launch smoke), so nothing here cancels a delivery run that has not failed. Paging works like failed_runs(): only an empty page ends it early.
  • sweep() calls it in the same tick and under the same budget gate as the failed-run listing (every SIDE_FAILURE_TICKS ticks). It adopts each run once per attempt, and skips a run its marker or the re-run listing already follows. Once adopted, follow()/watch() decide as before: the open-head failover runs at an open PR head, the queue rescue otherwise.
  • Cost: at most SWEEP_LISTING_PAGES extra requests every 5 minutes (usually one), plus a watch per stuck run. No new timer or loop. The listing runs inside the sweeper's existing tick loop, which ends at SWEEP_SECONDS or a code handover.

Not fixed here (outside this code)

  • Scheduled (delivery) smokes on main are stuck too: 7 on the side label and 5 on blacksmith-6vcpu-macos-26. The 17:06Z pick logged Blacksmith macOS as stalled: blacksmith-12vcpu-macos-26 0 in flight + 196 queued (oldest 1419 min), blacksmith-6vcpu-macos-26 0 in flight + 92 queued (oldest 687 min). When the cascade sees that, it keeps the job on the side label, even though that label has no runner online. This PR leaves delivery runs alone, by the dep-fleet ruling.
  • Even after the failover, a moved smoke's attempt 2 goes to vars.MACOS_RUNNER_26 || blacksmith-6vcpu-macos-26. Until Blacksmith macOS starts jobs again, that is not a live destination.

Tests

The tests were written first and failed on base ([] != [(1, 1, False)]):

  • test_a_queued_side_lane_run_is_adopted_without_a_marker_or_a_failure
  • test_a_queued_side_lane_run_already_watched_through_its_marker_is_not_adopted_again
  • test_queued_side_runs_lists_queued_side_lane_runs_only

python3 -m unittest tests.test_ci_owned_pool_rescue: 408 tests OK. tests.test_ci_owned_pool_sources: OK.

Prior art: #28249 (into feat-cmux-next, on HOLD) adds side-run discovery to feat-cmux-next's owned_pool_rescue.py, which no rescue run executes. This PR makes the discovery part of that change on main, where the rescue runs. #28431 (main) changes other functions.

Risk: low. The PR only adds watches. The cancel and re-run rules a watch applies are unchanged.

Summary by cubic

Fixes the CI sweeper so queued side-lane runs get watched, instead of only failed ones. A job waiting on a label where no runner starts never fails its run, so before this it was never watched and the open-head failover never moved it (run 41055587932 waited over five hours on an offline label).

  • Adds GitHub.queued_side_runs() to list queued runs of SIDE_WORKFLOW_PATHS, paged like failed_runs().
  • Calls it in the same tick and budget gate as the failed-run listing, and adopts each run once per attempt.
  • Skips cmux-next.yml runs (their marker already adopts them) and delivery runs such as scheduled smokes, so nothing here cancels a delivery run that has not failed.

Written for commit 6592909. Summary will update on new commits.

Summary by CodeRabbit

  • New Features
    • Queued side-lane runs are now picked up for monitoring, including runs without a failure or marker.
    • Runs already being monitored are not picked up again, and temporary read failures can be retried.

… only failed ones

A side-lane job waiting on a label that starts nothing never fails its run,
and main's rescue has no workflow_run wakeup for most side lanes, so the
sweeper (which listed failed side-lane runs only) never watched it and the
open-head failover never saw it. Run 41055587932 (nightly-next-launch-smoke
pull request run) waited over five hours on glaeda-side-std-xcode-26.6.

GitHub.queued_side_runs() lists queued runs of SIDE_WORKFLOW_PATHS (cmux-next.yml
aside: its marker adopts it; delivery runs aside: never_fails_over()), every
SIDE_FAILURE_TICKS ticks under the same budget gate, adopted once per attempt.

Full details: Cmux Cloud Persistent Session And Early Input

Explanation

PASS: The pull request changes only CI owned-pool rescue logic and its tests. The diff adds queued workflow-run discovery and sweeper adoption. It does not change Cloud terminal creation, cmux-tui transport, manual renderer admission, PTY or shell readiness, input routing, snapshots, or auth/idempotency/revision/lease fences.

Full details: Cmux Swift Blocking Runtime

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The diff contains no Swift files or production Swift changes, so it does not introduce or expand the listed Swift blocking or timing synchronization.

Full details: Cmux Browser Automation Off-Main

Explanation

PASS. The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The diff adds queued GitHub Actions run discovery and sweeper adoption. It contains no browser.* commands, socket-worker routing, processV2Command, .mainActor, WebKit/AppKit access, or browser automation policy changes. The custom check is not applicable.

Full details: Cmux Expensive Synchronous Load

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The reviewed diff contains no Swift files or production Swift changes, so it cannot add or move an expensive synchronous Swift agent-history load.

Full details: Cmux Cache Substitution Correctness

Explanation

PASS: The reviewed diff changes only Python files (scripts/ci/owned_pool_rescue.py and its Python test). The custom check applies only to production Swift, TypeScript, and JavaScript changes, so it is not applicable.

Full details: Cmux No Hacky Sleeps

Explanation

The diff adds bounded API listing and adoption of queued side-lane runs. It does not add or change sleep, timer, backoff, or wall-clock wait logic. The sweeper keeps its existing SIDE_FAILURE_TICKS cadence and existing wait(...) pacing; the new pagination is immediate API traversal, not a lifecycle synchronization delay. Test changes are deterministic fixture and assertions.

Full details: Cmux Swift Concurrency

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The authoritative diff contains no Swift files or Swift code, so it introduces no legacy Swift concurrency pattern covered by this check.

Full details: Cmux Swift Package Boundaries

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The reviewed diff contains no Swift files or production Swift changes, so the Swift package boundary rule does not apply.

Full details: Cmux Swiftpm Lockfiles

Explanation

PASS. The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The diff contains no SwiftPM package, Package.swift, Package.resolved, .gitignore, Xcode project, workflow, or dependency changes. The SwiftPM lockfile policy does not apply.

Full details: Cmux Swift Logging

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It adds no Swift files or Swift logging statements, so the Swift logging failure conditions do not apply.

Full details: Cmux User-Facing Error Privacy

Explanation

PASS — The diff changes an internal GitHub Actions rescue sweeper and its tests. New names, run IDs, workflow paths, runner labels, and API-read diagnostics appear only in CI logs, code comments, or tests. The rule permits provider names and operator diagnostics in internal CI tools. No concrete path to a cmux end user is introduced, and no secret or personal data is added.

Full details: Cmux Full Internationalization

Explanation

PASS: The PR changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The production additions are CI run-listing logic, docstrings, comments, and operational log messages. They add no Swift UI text, app catalog entries, web UI/API copy, markdown, changelog, or locale-sensitive data. Tests and operational/developer text are explicitly allowed by the rule.

Full details: Cmux Swiftui State Layout

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The reviewed diff contains no Swift or SwiftUI files, state declarations, GeometryReader, lazy/list row views, or render-time view mutations. The SwiftUI state-layout check is not applicable.

Full details: Cmux Architecture Rethink

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It introduces no Swift code or Swift architecture change, so the Swift architectural rethink criteria do not apply.

Full details: Cmux Swift Auxiliary Window Close Shortcuts

Explanation

PASS. The reviewed range changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It contains no Swift or standalone cmux window changes, so the auxiliary-window close-shortcut rule does not apply.

Full details: Cmux Source Artifacts

Explanation

The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The diff adds hand-written rescue logic and corresponding test fixtures and tests. No logs, screenshots, caches, build output, temporary directories, dependency checkouts, or broad artifact directories enter source control.

Full details: Cmux Algorithmic Complexity

Explanation

The production diff adds a nested scan in scripts/ci/owned_pool_rescue.py:1938. For every run in each queued page, entry not in found linearly scans the accumulated found list, giving O((count × pages)^2) duplicate checks. The production call uses up to 100 entries across 5 pages, so this can scan about 500 results per listing. The PR provides no benchmark for this slower shape. The existing failed_runs() pattern does not excuse adding the same cost to the new queued-run path.

Resolution

Use a set or dictionary for duplicate detection while retaining result order. For example, add found_keys: set[tuple[int, int]] = set(), test entry not in found_keys, and add the entry to both found and found_keys. Keep the existing 100-entry and 5-page listing bounds.

Full details: Description check

Explanation

The description provides strong problem context, implementation details, testing evidence, risks, and known limitations. However, it does not follow the repository template headings and omits the required Changelog, Proof, and Checklist sections.

Resolution

Restructure the description using the required Summary, Testing, Changelog, Proof, and Checklist headings. Move the existing problem and change details into Summary, move test commands and results into Testing, add an Observed / Not run subsection for this bug fix, add a one-line Changelog entry or none, state why Proof is not applicable because this is a CI-only change, and include the applicable checklist items with their status.

Full details: Docstring Coverage

Explanation

Docstring coverage is 40.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 2 files.

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Update the queue-janitor-only sentence to cover queued side-lane sweep adoption.

The docstring says a side-lane job that is only queued is moved here only for a run that a dispatch names (WATCH_RUN_ID), and that queue_janitor.py moves the rest. The new sweep now adopts queued side-lane runs by path through queued_side_runs(), so the sentence no longer describes the code. Either state that the sweep also adopts queued side-lane runs, or narrow the sentence to the remaining rule. Keep one owner for each queued run in the text.

Re-adopt side-lane runs whose watch ended while still queued.

The queued listing adds each adopted (run_id, attempt) to queued_seen and never removes it. If that watch ends on a job-read error while the run is still queued, later queued listings skip the run. The failed-run path only re-takes a dead watch after the run fails. A side-lane job that waits on a label that starts nothing never fails its run, so the run stays unwatched until a successor sweeper starts. Check watching[run_id].is_alive() in the queued loop, as the failed-run loop does. Limit the retry to watches that ended on an error, because a normal stop also ends the thread.

Review comment at @scripts/ci/owned_pool_rescue.py around lines 4634 - 4638:
Update the queued-run handling around `queued_seen` and `adopt` to retry a run
when its watch has ended due to a job-read error, checking
`watching[run_id].is_alive()` as in the failed-run loop. Distinguish error-ended
watches from normal stops so only error-ended watches are re-adopted.
