ci(delivery): a nightly run is stale only when queued 20 min past its control jobs with a newer tip building - #26938
superseded_unstarted() in scripts/ci/delivery_workflows.py (read by the queue janitor and by the agents' cancel guard) now carries the stale rule:
"count a nightly, dev or promote run as stale, and so cancellable, only when all of these hold: 1. every job except light control jobs and decide jobs is still queued for a runner; 2. it has waited at least 20 min; 3. a newer tip run is already building. A run with any build, sign or publish job started stays protected. So does the 25-min freshness rule (if nothing has published for about 25 min, the newest tip must be building; never cancel that one)."
This carries out Leo's "When nightly runs for older commits are stuck waiting (queued for a runner or a gate), skip them and build from the tip: cancel the stale runs and move the nightly branch to the tip".
Light jobs are declared once as LIGHT_JOBS, an exact list of nightly.yml job ids: decide, the pick-*-runner pickers, resolve-nightly-cmux-tui-client, resolve-nightly-ghostty-cli-helper, find-nightly-next-recovery and probe-nightly-tag-permission. A new job is never light until it is named there. They may be in any state on any runner, so a decide routed to a Mac no longer counts as a start. Every other job must still be queued with no runner, or skipped. A test reads every delivery workflow in the tree and fails if a job these patterns match runs a build, sign or publish command (xcodebuild, cargo/swift build, codesign, notarytool, rcodesign, stapler, gh release create|upload|edit, git push).
20 min: STALE_WAIT (default 20 min, also a stale_wait= parameter). It is measured from the run's last movement: the newest of its creation and every job's started_at and completed_at. A job without a readable timestamp makes the wait unread, and the run is kept.
Newer tip building: the branch tip, which every caller must read (tip_sha=; unread means never stale), is a newer head whose delivery run of the same workflow, event, head repo and branch has a build job running or succeeded and no failed job past the light ones, and it lists every unskipped job of the old run as live or succeeded. A cache-only or throttled run does not count.
Freshness: a run at the tip is never stale, and condition 3 asks for the tip itself to be building, so the newest tip always builds.
Both verdicts name the condition: condition 1 fails, it has started: its build job 'signer-build' has run (success), condition 2 fails: it has waited 19 min ..., condition 3 fails: ..., freshness rule: ..., and on acceptance stale: (1) ...; (2) it has waited 24 min ...; (3) run N is building the newer head ....
is_build_job() skips light jobs too, so latest-wins no longer counts decide as a build. BUILD_JOB_NAME now matches build.
The queue janitor reads the branch tip (branch_head) once per sweep and again right before each cancel. Its branch-listing retry keys on the new condition 3 fails: no newer prefix. Its docstring and summary text are updated.
Why
Run 40752120475 (nightly-next) was refused with "its build has started: its job 'decide' ran on a Mac" while find-nightly-next-recovery and resolve-nightly-cmux-tui-client had waited for a blacksmith-6vcpu-macos-26 runner since 19:30:53Z.
Replay of run 40752120475 (fixture in tests/test_delivery_workflows_cancel.py)
before
after
as listed at 19:54:57Z
refused: "its job 'decide' ran on a Mac"
refused: "condition 1 fails, it has started: its build job 'signer-build' has run (success)"
same run, without the signer-build job
refused (decide on a Mac)
stale: waited 24 min, a newer run is building
signer-build (a Rust signer build on Linux) is a build job, so by the rule the run as it stood stays protected. The reason is now the real one.
Tests
tests/test_delivery_workflows_cancel.py (new StaleRuleTests: accepted case; refused for a started build/sign/publish job, under 20 min, no newer tip building (none, queued, failed, cache-only), and the newest tip; the light-jobs workflow check; the replay) and tests/test_ci_queue_janitor.py (fixtures updated to the new rule). Both run in ci-guards. Locally: 25 and 242 tests OK.
Risk: the janitor cancels fewer runs than before (it now needs 20 min idle and a building replacement) and allows runs whose only finished jobs are light ones. No workflow file changes.
Older delivery runs are eligible for cancellation only when their non-control work has remained queued for at least 20 minutes and a newer run at the current branch head is actively building.
Runs are protected from cancellation if work has started, they are at the current branch head, or the replacement run lacks a running or successful build.
Updated nightly delivery status messages to reflect the revised cancellation criteria.
… control jobs with a newer tip building
superseded_unstarted() now carries sr2's rule (2026-10-28): a nightly, dev or
promote run is stale, and so cancellable, only when every job except light
control and decide jobs is still queued for a runner, it has waited at least
20 min, and a newer tip run is already building. Light jobs are one declared
list (LIGHT_JOBS); a test checks their steps in every delivery workflow do no
build, sign or publish work. STALE_WAIT holds the 20-min default. The run at
the branch tip is never stale (freshness rule). Both verdicts name the
condition that held or failed.
Run 40752120475 was refused with "its job 'decide' ran on a Mac"; decide is
now a light job wherever it runs.

Stale-run cancellation now requires non-light jobs to remain unstarted for at least 20 minutes and a newer matching run at the branch tip to be building. The janitor passes branch-head SHAs to its checks, and tests cover the updated eligibility criteria.
Changes: Stale delivery cancellation
Layer / File(s)
Summary
Stale-run eligibility and rule tests scripts/ci/delivery_workflows.py, tests/test_delivery_workflows_cancel.py
The rule checks that non-light jobs remain queued without a runner or are skipped, and that at least 20 minutes have passed since the latest readable activity. A newer run must match the tip SHA, have a running or successful build, and have no failed non-light jobs. Tests cover started work, tip protection, light-job classification, and a recorded run replay.
Janitor integration and sweep tests scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py
The janitor reads the branch head for initial and refreshed checks. Its fallback lookup runs only when no newer run is found. Tests cover sweeps, dry runs, race conditions, matrix legs, and open PR heads using a building replacement run.

Explanation
PASS: The pull request changes only Python files under scripts/ci and tests/. It introduces no production Swift, TypeScript, or JavaScript change, so the cache-substitution condition does not apply.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The production diff adds no sleep, timer, polling loop, delayed dispatch, or fixed backoff. The new 20-minute check in delivery_workflows.py classifies an already-idle CI run as stale from recorded GitHub timestamps; it does not block execution or hide a lifecycle race. Existing queue_janitor.py sleep calls are unchanged. Tests use fixed clocks for deterministic boundary checks.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only four Python files: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and two test files. It does not change a Package.swift, Package.resolved, .gitignore, Xcode project, or workflow file. The only workflow-path reference is test code that scans existing workflows. No SwiftPM or Xcode dependency change requires a lockfile diff.
Full details: Cmux Swift Logging
Explanation
PASS: The pull request changes only Python CI scripts and Python tests. It adds no Swift or Objective-C production files. The added print(..., file=sys.stderr) is Python queue-janitor diagnostics, so the Swift logging rules do not apply.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The changed text is confined to CI delivery policy and the queue janitor. The janitor runs from .github/workflows/ci-queue-janitor.yml and writes operator diagnostics to the GitHub Actions step summary or stderr. No changed function has a product UI, product CLI, or product API caller. The repository search found no other production callers. The rule permits internal CI diagnostics, and the diff does not expose secrets, credentials, tokens, or payload dumps.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes only Python CI scripts and Python tests. The reviewed diff contains no Swift or SwiftUI files and no SwiftUI state/layout constructs such as ObservableObject, @Published, GeometryReader, lazy/list row stores, or render-time state mutation. The SwiftUI-specific check is not applicable.
Full details: Cmux Architecture Rethink
Explanation
PASS: The PR changes only Python CI scripts and Python tests. The reviewed range contains no Swift files or SwiftUI/AppKit bridge code. The added fixed-clock now test parameter is test-only synchronization, and the diff introduces no prohibited sleep, delayed dispatch, polling, lock, observer, side-channel, duplicate wiring, or split UI lifecycle pattern.
Full details: Cmux Source Artifacts
Explanation
All four changed paths are intentional Python source or test files: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py, and tests/test_delivery_workflows_cancel.py. The diff adds stale-run logic and related tests. It adds no logs, screenshots, recordings, temporary or cache directories, dependency checkouts, build output, or copied artifacts.
Full details: Cmux Algorithmic Complexity
Explanation
The prior complexity defect remains. In scripts/ci/delivery_workflows.py:351-364, builds_the_same() iterates over every distinct name in waiting and calls list(waiting).count(name), causing an O(J²) rescan. The changed superseded_unstarted() path now calls this matcher after removing the prior no-build-job early return. The queue janitor accepts up to MAX_JOB_PAGES * 100 jobs (300), so this is not a tiny fixed-size collection.
Resolution
Count waiting names once with a dictionary or collections.Counter, then compare those counts with the grouped newer-run jobs. Preserve the existing multiplicity and status checks. This makes the matching step linear in the old and newer job counts.
Full details: Cmux Full Internationalization
Explanation
The standing failure remains. The production diff changes render_superseded_summary() in scripts/ci/queue_janitor.py: its heading, stale-run explanation, and dynamic decision rows are English rendered Markdown. The summary is emitted to the GITHUB_STEP_SUMMARY path, and the function is called by the janitor. The pull request changes no locale-specific source or message entries for the 20 locales in web/i18n/routing.ts.
Resolution
Move the changed summary strings and dynamic decision messages to a locale-specific message source. Select the locale at runtime, and add matching translated entries for every locale in web/i18n/routing.ts under web/messages/. Keep protocol tokens and CI identifiers literal.
Full details: Docstring Coverage
Explanation
Docstring coverage is 39.29% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 28 functions across 4 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Pass now into the stale-run checks so the 20-minute rule is tested with a fixed clock.
superseded_unstarted measures condition 2 against the wall clock when now is omitted. The fixtures use the fixed NOW (2026-09-22), so every waited time is measured from that date. Each fixture therefore clears the 20-minute threshold. The boundary is never exercised, and a regression in condition 2 would still pass. The determinism rule requires an injected clock for time-driven behavior.
Pass now=NOW in judge, in the direct calls, and in the sweep helper. Add a now parameter to skip_superseded_delivery and forward it to each superseded_unstarted call in that function. Keep the default at None, so production still uses the real clock. Add cases just under and at 20 minutes to cover the boundary.

Review findings: the janitor now reads the branch tip (once a sweep, again
before each cancel) and condition 3 counts only a run at that tip; an unread
tip is never stale. LIGHT_JOBS is an exact list, so a new job is never light
until it is named. A job without a readable started_at makes the wait unread.

Filter replacement runs by tip before applying the read limit.
If a branch is reset to a commit whose run is still building, three later runs on other heads can exclude that tip run from fresh_runs. The initial check can accept the building tip, but the final check then keeps the stale run because it cannot see it. Filter by fresh_tip before applying REPLACEMENT_JOB_READS. Minor · Match the reusable probe name in LIGHT_JOBS. · delivery_workflows.py:122-154
When an older and newer workflow_dispatch both enable probe mode, the newer tip run can satisfy replacement matching. The older run is still excluded earlier because the completed probe-nightly-tag-permission / probe job does not match LIGHT_JOBS.
The probe runs independently of decide and only checks tag permissions. It is control work, not build work. Add its GitHub job name to the light-job list.

What
superseded_unstarted()inscripts/ci/delivery_workflows.py(read by the queue janitor and by the agents' cancel guard) now carries the stale rule:This carries out Leo's "When nightly runs for older commits are stuck waiting (queued for a runner or a gate), skip them and build from the tip: cancel the stale runs and move the nightly branch to the tip".
LIGHT_JOBS, an exact list of nightly.yml job ids:decide, thepick-*-runnerpickers,resolve-nightly-cmux-tui-client,resolve-nightly-ghostty-cli-helper,find-nightly-next-recoveryandprobe-nightly-tag-permission. A new job is never light until it is named there. They may be in any state on any runner, so adeciderouted to a Mac no longer counts as a start. Every other job must still be queued with no runner, or skipped. A test reads every delivery workflow in the tree and fails if a job these patterns match runs a build, sign or publish command (xcodebuild, cargo/swift build, codesign, notarytool, rcodesign, stapler,gh release create|upload|edit, git push).STALE_WAIT(default 20 min, also astale_wait=parameter). It is measured from the run's last movement: the newest of its creation and every job's started_at and completed_at. A job without a readable timestamp makes the wait unread, and the run is kept.tip_sha=; unread means never stale), is a newer head whose delivery run of the same workflow, event, head repo and branch has a build job running or succeeded and no failed job past the light ones, and it lists every unskipped job of the old run as live or succeeded. A cache-only or throttled run does not count.condition 1 fails, it has started: its build job 'signer-build' has run (success),condition 2 fails: it has waited 19 min ...,condition 3 fails: ...,freshness rule: ..., and on acceptancestale: (1) ...; (2) it has waited 24 min ...; (3) run N is building the newer head ....is_build_job()skips light jobs too, so latest-wins no longer countsdecideas a build.BUILD_JOB_NAMEnow matchesbuild.branch_head) once per sweep and again right before each cancel. Its branch-listing retry keys on the newcondition 3 fails: no newerprefix. Its docstring and summary text are updated. Why
Run 40752120475 (nightly-next) was refused with "its build has started: its job 'decide' ran on a Mac" while
find-nightly-next-recoveryandresolve-nightly-cmux-tui-clienthad waited for ablacksmith-6vcpu-macos-26runner since 19:30:53Z.Replay of run 40752120475 (fixture in
tests/test_delivery_workflows_cancel.py)signer-build(a Rust signer build on Linux) is a build job, so by the rule the run as it stood stays protected. The reason is now the real one.Tests
tests/test_delivery_workflows_cancel.py(newStaleRuleTests: accepted case; refused for a started build/sign/publish job, under 20 min, no newer tip building (none, queued, failed, cache-only), and the newest tip; the light-jobs workflow check; the replay) andtests/test_ci_queue_janitor.py(fixtures updated to the new rule). Both run in ci-guards. Locally: 25 and 242 tests OK.Risk: the janitor cancels fewer runs than before (it now needs 20 min idle and a building replacement) and allows runs whose only finished jobs are light ones. No workflow file changes.
