Re-lands #15900 on an origin branch so PR CI actually runs. #15900's head sits on a fork, and no ci.yml run was ever created for it: its rollup is nine bot checks (CLA, Web complexity, CodeRabbit, cubic, Socket), with no changes job, no app-host unit tests and no guards. Same two commits, same head tree as 583b156c4b0bd22dce4ea88828e92a580f778c4c, no content change from me.

When cached Cloud machines stay visible, the toolbar now separates the sign-in and Pro status from "showing last known" with the same dash already used for the offline and unavailable states. Each leading clause stays unchanged. Copy only: status handling, glyphs, actions and truncation are untouched.

The four keys are machines.offline.stale, machines.listUnavailable.stale, machines.sessionRejected.stale and machines.requiresPro.stale. Only the last two catalog entries change in wording. All nine macOS locales keep their own wording and use the separator already present in their offline and unavailable entries. The four Swift defaults now hold literal dash characters because localize-changes cannot decode the existing Unicode escapes; the offline and unavailable text renders identically.

• ./scripts/localize-changes: 16 non-English entries imported, both changed keys across all nine locales; strict validator reports 10 catalogs, 9 locales: 0 parity errors.

Review notes on the test change

The rewritten test pins each expected stale line and SF Symbol explicitly, which is a real improvement: the previous version compared the rendered row against presentation.staleTitle, and since both come from the same catalog lookup that assertion could not detect a copy drift at all. Two things it gives up, worth knowing but not worth blocking:

• It now asserts English literals, so a non-en test host would redden it for a reason unrelated to the behaviour. That was the stated reason for the old catalog comparison.
• expected no longer derives from Self.problems, so a new CloudListProblem case is silently uncovered here while the final Set(lines).count == Self.problems.count assertion still measures against Self.problems.
