Nobody should have to run scripts/merge-main.sh or add catch-up by hand in the normal flow. Each time a push to main passes CI fast guards, pr-catch-up.yml now picks open pull requests against main and runs the existing catch-up merge on them.

Selection (scripts/ci/auto_catch_up_select.py): the head is an unprotected branch of this repo (no branch protection rule or ruleset, since merge refuses those), not a draft, no no-auto-catch-up label, has a check suite, has been quiet for 30 minutes and was pushed within 14 days, and either the PR is CONFLICTING, or the Actions bot's CI fast guards comment is about the current head (marker on the first line, failed-on sha matching headRefOid) with a step headed "(red on main too" and the head does not contain the green commit yet (GraphQL Ref.compare against the workflow run's head_sha). A stale guard comment on an up-to-date branch is skipped. At most vars.CMUX_AUTO_CATCH_UP_MAX (default 15) per run, most recently pushed first, since each catch-up push re-runs the PR's CI. Reads are batched GraphQL: open PRs newest-updated first with their first and last 100 comment ids, stopping at the age limit; bodies only for the bot's comments on PRs that passed the other rules, paging the middle comments only for a PR with more than 200 whose guard comment was not found; up to 3 aliased mergeability re-reads 20 s apart; one aliased comparison for red-on-main heads. A live read-only dry run read 645 PRs in about 95 s and found 226 conflicting in-repo PRs, so expect the first day to work through that backlog 15 at a time.

Workflow: a read-only select job, then merge and finish as a matrix (fail-fast off; merge runs 15 at once since finish waits for the whole matrix, finish 3). Automatic entries use their own concurrency groups (pr-catch-up-auto-merge-N, pr-catch-up-auto-push-N), never cancelled in progress, so an automatic run cannot replace a writer's pending request; two runs cannot both land a push because each push is a compare-and-swap on the head it merged. Each entry pins the head the selector judged, so a head that moved is refused. merge hands its result to finish in a per-PR artifact, which catch_up_pr.py read-result validates (40-hex ids, check-ref-format names, known status, the pinned head, a one-line refusal without workflow commands) before any step uses it; finish then re-verifies the merge against the PR as before. The auto path selects nothing without the route App key and pushes only with the route App token.

Noise: the auto path comments only for a push, a conflict a person must resolve, a refused push, or a merge needing workflow permission, with no mentions and no issue reference, marked <!-- cmux-auto-catch-up head=<sha> --> so that head is never tried again; a stuck conflict is reported once per head. Up to date, error or lost runner, branch moved and unverified stay silent. Silent outcomes are bounded by a ledger artifact (pr-catch-up-auto-ledger) the select job keeps: a head selected twice is left alone. The label and /catch-up paths behave as before.

Tests: tests/test_ci_auto_catch_up_select.py (each rule and skip reason, stale guard comments, the green-commit comparison, protection and rulesets, PRs with more than 100 and 200 comments, the ledger, mergeability re-reads, cap, ordering, paging, a replayed GraphQL fixture through the CLI) wired into ci-guards.yml as linux-guard; tests/test_ci_catch_up_pr.py covers the matrix, trigger, the auto comment staying silent on errors, and read-result against crafted artifacts (line breaks, bad shas, ../ branch names, unknown status, wrong head). The registry, wiring, workflow-run-source and determinism checks and actionlint pass.

Needs the no-auto-catch-up label to exist before anyone can opt out. Docs: workflow header, docs/ci/merge-main.md, and a paragraph in CLAUDE.md telling agents to git pull --no-rebase on a rejected push instead of force-pushing.

Summary by cubic

PR catch-up now runs automatically: when a push to main passes CI fast guards, the workflow picks open pull requests against main that conflict with it or are red only because of main, and runs the existing catch-up merge on each — nobody has to add the catch-up label or run merge-main.sh by hand anymore.

  • Selection (scripts/ci/auto_catch_up_select.py) uses batched GraphQL and picks in-repo, non-draft heads without the no-auto-catch-up label that have been quiet for 30 minutes and pushed within 14 days; it takes at most vars.CMUX_AUTO_CATCH_UP_MAX (default 15) per run, most recently pushed first.
  • Red-on-main candidates must have the guard comment about the current head and a head that lacks the green commit, so a stale comment on an up-to-date branch no longer takes a slot; protected, ruleset, deleted, and check-suite-less heads are skipped.
  • Merge and finish jobs run as a matrix capped in parallel, handing over per-PR artifacts that finish validates (via catch_up_pr.py read-result) before using them; automatic entries get their own concurrency groups, so they never replace a writer's pending request.
  • The automatic path pins the head it judged, pushes only with the route App token, and comments only when it pushed or a person must act — blocked, push-denied, and needs-workflows are reported once per head, errors stay silent.
  • The attempt ledger is read only from this repository and overwritten on re-run, so a fork cannot supply one and re-runs no longer fail on an existing name.
  • Manual label and /catch-up requests behave as before.

Migration

  • The no-auto-catch-up label must exist so authors can opt out.
  • Expect the first day to work through the existing conflict backlog 15 at a time.
  • Docs and CLAUDE.md now tell agents to git pull --no-rebase on a rejected push instead of force-pushing.

Written for commit b15c43c. Summary will update on new commits.

Summary by CodeRabbit

  • New Features

    • Pull requests that conflict with main or are failing only because of main can now be automatically caught up after its fast CI checks pass.
    • Eligible pull requests are processed in parallel, up to a configurable limit. Automatic catch-up skips opted-out pull requests and branches without recent activity; branches without the required authorization are not pushed.
    • Automatic updates report successful pushes and cases requiring action, while other outcomes remain silent.
  • Documentation

    • Added guidance on automatic catch-up, opting out, and recovering from a rejected push.

When a push to main passes CI fast guards, pr-catch-up.yml now selects open
pull requests against main (in-repo head, not draft, no no-auto-catch-up
label, head quiet for 30 minutes, pushed within 14 days) that conflict with
main or are red only because of main per guard_attribution.py's comment, and
runs the existing merge and verified compare-and-swap push on each, as a
matrix capped by CMUX_AUTO_CATCH_UP_MAX (default 15), most recent push first.

scripts/ci/auto_catch_up_select.py does the selection with batched GraphQL
reads and re-reads mergeability GitHub has not computed yet. The automatic
path pins each head it judged, pushes only with the route App token, comments
only when it pushed or a person must act, and marks that comment with the head
so the same head is not tried again. The label and comment paths behave as
before; merge and finish now hand over through a per-PR artifact because a
matrix job has one set of outputs.

📝 Walkthrough

Walkthrough

The change adds automatic pull-request catch-up after successful CI fast guards on main. A selector identifies eligible pull requests and supplies a matrix to merge and finish jobs. The workflow validates merge results, verifies and pushes merges when authorized, and applies automatic-specific comment behavior.

Changes

Automatic PR Catch-Up

Layer / File(s) Summary
Select eligible pull requests

The selector filters, classifies, orders, and caps pull requests, then emits a matrix. Tests cover selection, mergeability refresh, replay, and errors. CI configuration registers the test and selector inputs.
Trigger selection and schedule merges
.github/workflows/pr-catch-up.yml, tests/test_ci_catch_up_pr.py
Successful CI fast guards runs on main can invoke the selector. The workflow sends selected pull requests to matrix-based merge jobs while retaining the manual-request gate.

Merge Risk: 🔵 Low · up to b15c4

Automatic catch-up may retry a PR head after its attempt limit if the ledger expires. The impact is bounded, but the ledger should be refreshed on empty selections.

Security Architecture Review

Security architecture risk: 🔵 Low · up to b15c4

Automatic catch-up expands branch updates from individual requests to a bounded set of eligible pull requests. The workflow rechecks each branch and merge before pushing, and no authorization bypass was established. The route App’s installation-wide restrictions could not be confirmed from the repository.

Retained concerns

  • Low · security · observed: The new trigger expands privileged catch-up writes from individually requested PRs to a bounded batch of eligible repository branches. The route App token can write repository contents and workflows; the branch and head controls constrain this expanded exposure, but its installation-wide scope is not established here.
Security review details

Security Blast Radius

  • inferred — The independently affected assets are eligible unprotected branches in this repository and the CI runs caused by updating them, rather than arbitrary fork branches. Up to 15 are selected by default per successful main run, with a configurable ceiling of 50.

Security Findings and Attack Paths

  • observed — A PR head and PR comments influence eligibility, but a red-on-main comment must be attributed to the Actions bot, match the current head, and have the expected marker. No verified path from those inputs to an unpinned or unauthorized automatic push was established.

Trust Boundaries and Controls

  • observed — The automatic entry requires a successful push run from this repository’s main-branch CI workflow. The write path rejects moved or protected heads, validates the result artifact, verifies the proposed merge against the live PR, and pushes only if the remote still has the selected head.

Resilience and Maintainability Implications

  • inferred — Interrupted or overlapping runs can repeat selection when retry state is absent, but a branch that moves between selection and push cannot satisfy the selected-head checks and force-with-lease. This preserves the write invariant without making the retry ceiling durable under ledger loss.

Hardening Proposals

  • proposed — Confirm the route App installation is restricted to the intended repository and permissions, and monitor selection and ledger resets during the initial backlog. Repository workflow settings alone do not establish installation-wide policy.

Full details: Cmux No Hacky Sleeps

Explanation

The new production runtime script adds a fixed wall-clock wait for network readiness. scripts/ci/auto_catch_up_select.py:423-436 calls time.sleep(20) between up to three re-reads while GitHub reports mergeable == "UNKNOWN"; the comments state that the wait is for GitHub's background job. The script runs in the automatic select workflow job at .github/workflows/pr-catch-up.yml:250-252. This is polling used to hide asynchronous API readiness. It is not cancellation-aware; the injected sleep callback only makes the tests deterministic. The workflow YAML timeouts are out of scope, but this changed Python runtime script is in scope.

Resolution

Remove the fixed sleep and wall-clock polling from refresh_mergeable. Prefer a real readiness/completion signal from the GitHub API, or treat UNKNOWN as not selectable and retry on a later workflow trigger. If a retry abstraction is required, use a cancellation-aware, bounded abstraction with explicit cancellation/deadline handling and tests rather than direct time.sleep.

Comment @coderabbitai help to get the list of available commands.

Selection (auto_catch_up_select.py):
- red-on-main now needs the guard comment about the current head (marker on
the first line, failed-on sha matching headRefOid, the note in a step
heading) and a head that lacks the green commit (GraphQL Ref.compare with
--green-sha). A stale guard comment on an up-to-date branch no longer takes
a slot on every green main.
- Skips protected and ruleset head branches, deleted head branches, and heads
with no check suite (no committer-date fallback).
- Reads the first and last 100 comments, and pages the middle of a PR with
more than 200 until the guard comment turns up.
- Keeps a per-head attempt ledger artifact and leaves a head alone after two
selections, so silent outcomes cannot repeat on every run.

Workflow and push job:
- Automatic entries use their own concurrency groups, so they never replace
a writer's pending request. merge runs 15 entries in parallel.
- finish reads the merge artifact through catch_up_pr.py read-result, which
validates every value, requires the pinned head, and sanitizes the refusal.
- workflow_run filtered to main; artifact upload overwrites on re-run; the
selector selects nothing without the route App key.
- The automatic comment is posted only for blocked, pushed, push-denied and
needs-workflows, with no issue reference; errors stay silent.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Keep the ledger when a run selects nothing but the ledger still has entries.

The upload step runs only when count is non-zero. Artifacts have retention-days: 7. The read step looks at only 20 artifacts and has no fallback. Suppose green main runs keep selecting zero PRs for more than 7 days. The last ledger then expires. The next run starts with an empty ledger, so heads that reached MAX_ATTEMPTS_PER_HEAD become eligible again. This bounded replay is low impact, and the docstring accepts an empty ledger as a fallback. You can upload the ledger unconditionally when ledger.json exists to close this gap.
