The owned-Mac compile step is capped at 20 minutes. A PR that touches a package or CLI/cmux.swift rebuilds the whole app even from warm DerivedData (kept_rebuilds_app: true), and on the slower minis that takes 19 to 21 minutes:

Change

Raise the glaeda cap from 20 to 35 minutes. The cap stays for the hung-compile case (job 107921038609 sat 63 minutes). The job limit is 75, so there's room.
