Corrected scope
The requested feature is to open the entire Cloud tool as a pane, like the whole Vault, Files, and Find tools in the right sidebar. It is not about dragging individual terminals, browser rows, or workspaces listed inside Cloud.
The user clarified: "not the sidbear tabs.. the sidbear like vault, files, and etfc.. those can be a pen please.. this issue is blantantly wrong".
Expected behavior
Drag the Cloud tool button from the right sidebar into the main layout. Show the normal pane drop feedback and open the complete Cloud interface at the requested location. Support the same Open as Pane action as Vault, Files, and Find, including command palette and session restoration.
Reuse the existing Cloud interface and its authoritative catalog/actions. Opening or closing a Cloud tool pane must not create, move, detach, duplicate, or destroy any remote terminal, machine, or workspace. The Cloud sidebar remains usable.
